- 2. In the 1930’s, before WWII begins Congress passed laws making it illegal to help other countries in a war.
- 3. America Chooses Isolationism • Isolationism- The plan to stay separate from other countries issues.
- 4. FDR believes Germany is a threat to the US so he starts taking steps to help the British
- 5. Cash-and-Carry Policy • President Franklin Delano Roosevelt convinced congress to pass the cash- and-carry policy.
- 6. Cash-and-Carry Policy • This law let Britain buy goods from American businesses if they paid in cash and carried the goods to Britain in their own ships.
- 7. Next, USA Passes the Lend-Lease Act • This law allowed the U.S. to lend weapons to Britain
- 8. While war raged in Europe the Japanese were taking over China, Indochina, East Indies, Malaya, and the Philippines.
- 9. To try to stop Japanese expansion FDR stopped selling the Japanese things like oil, gasoline, and other natural resources.
- 10. The Japanese became angry and planned a secret attack on the United States Navy located in Hawaii.

- 12. On December 7, 1941, Japanese war planes attacked Pearl Harbor, Hawaii.
- 13. The attack destroyed many ships and planes. More than 2,300 sailors and civilians were killed.
- 14. President Roosevelt asked congress to declare war on Japan.
- 15. Roosevelt called December 7 “A date which will live in infamy!”
- 16. Congress declared war on Japan on on December 8, 1941.
- 17. Three days later, Germany and Italy declared war on the United States.
