3. • Locality Development works to develop the community through forms of capital
that will improve problematic issues within the community and for its residents.
• Physical Capital is the development of facilities, business, and services.
– Businesses in Ferguson choose to move away because they locate based on neighboring
populations, “for tax incentives, prompting a race to the bottom that robs them all of
desperately needed revenue” (Coy, 2014).
• Social Capital depends on the cooperation between its residents in order for that community
to prosper.
– There is a split between the communities that live within and around Ferguson due to
Fragmentation. “[M]any administrators and parents in better-resourced parts of our
region had no problem saying quite publicly that Michael Brown and his brothers and
sisters did not belong in their village” (Coy, 2014).
• Financial Capital refers to economic growth within a community in the form of businesses
and services that bring in income.
– White flight still occurs today in Ferguson with businesses moving out. “The tax base
shrinks, and blacks feel cheated that the amenities they came for quickly disappear”
(Coy, 2014).
• Human Capital involves attributes, skills and knowledge held within the members of the
communities. With the loss revenue for the community this will impact schools. “Michael
Brown was educated in the underperforming Normandy School District, which lost
accreditation” and others will continue to lose accreditation which will impact the
populations opportunities for growth.

5. Eric Holder’s trip to Ferguson, MO., rooted in his civil rights pledge.
LA Times
Attorney General Eric Holder Jr. who is
known as the nation’s top civil rights
advocate made a trip to Ferguson
showing a strong personal interest. He
has pledged to make civil rights an
important part of his administration.
Holder had been frustrated with public
officials for not releasing the name of
the officer involved in the shooting of
Michael Brown. Holder says that the
unrest in the community has a lot to
do with demand for answers (Serrano,
2014). Being in such a high state of
power, Holder is using an example of
social planning. He is using rational
problem solving strategies such as
demanding answers from the local
government to put the protester’s
minds as ease.
