1. Chinese Government Tightens Policies on Coal Chemical Industry
The boom of China’s national industrial development in the past decade has resulted in heavy
reliance on petroleum and nature gas imports, urging the Chinese Government to develop coal
chemical industry to balance its foreign-trade dependence and safeguard the national energy
security. However, the continuous safety accidents and increasing environment pollution
problems (like the intensification of industrial smog, acid rain and shortage of water, etc.)
accompanies with the blistering capacity expansion have forced the Chinese Government to
promulgate relevant policies to regulate the technical standard and safety standard of local
coal chemical industry.

In Jan. 2014, an accident happened in the Keqi SNG project of Inner Mongolia Datang
International Keqi Coal-based Gas Co., Ltd, resulting in casualties caused by toxication and
penetrating smell spreading to surrounding 60 km area, thereupon the project has been
disclosed. In June 2014, the MEP of China announced to punish the enterprises with problems
in desulfurization facilities and those enterprises should make rectifications before the end of
2014. Datang Energy Chemical Company Limited, the subsidiary of Datang International
Power Generation Company was included. In Sept. 2014, the NEA of China issued a notice to
restrict the excessive water consumption in the coal chemical industry. The reason was that
some coal chemical projects in Inner Mongolia Autonomous Region and Ningxia Hui
Autonomous Region were suspended due to water shortage.
In the recent report, Policy Review and Future Analysis of China's Coal Chemical
Industry, CCM reviews the Chinese government’s policies on coal chemical industry in 2014,
including technology standard of coal chemical industry, environmental protection laws,
enterprise benefits and the national energy security strategy. What’s more, CCM looks back on
China’s energy development in 2014 and forecasts the main content of the 13th Five-year Plan
of China’s Coal Industry.
Chinese government will be more cautious to the coal chemical industry and improve the
requirements for the existing coal chemical projects. Judging from relevant information, the
planning goal for coal chemical industry will be lowered and the auditing of newly-added coal
chemical projects will be stricter.
