1. Background:
The varied frequency and the impact of floods pose devastating impacts on resources and
capital of the disaster prone areas of the state. Koshi, Darbhanga, Tirhut and Bhagalpur
Naugachhiya zone are regularly devastated by flood. In the years 1978, 1987, 1998, 2004
2007 and 2008 Bihar witnessed high magnitudes of flood. The total area affected by floods
has also increased during these years. Flood of 2004 demonstrates the severity of flood
problem when a vast area of 23490 Sq Km was badly affected by the floods of Bagmati,
Kamla & Adhwara groups of rivers causing loss of about 800 human lives, even when
Ganga, the master drain was flowing low. North Bihar Important Rivers namely Ghaghra,
Gandak, Burhi Gandak, Kosi and Mahananda etc. fall into river Ganga, the master drain
flowing from west to east, whereas Bagmati- Adhwara, Kamla-Balan etc. drain into the
Ganga through the Kosi. Due to lack of planned initiatives on mitigation and
preparedness measures has further increased the vulnerability of the state to the flood.
However, with changing scenario and paradigm shift in Disaster Management is being
occurred in the state of Bihar, as it has also carried out significant changes in its
approach to tackle the issue more effectively and efficiently.
Blue Book on Disaster Management : Launched by Dr. Renu Kumari Kushwaha,Honorable
Minister, Department of Disaster Management, Govt. of Bihar
Honorable Minister, DDM, GoB, Dr. Renu Kumari Kushwaha
launched the Blue Book on Disaster Management in Bihar
with Mr. S.K.Dwivedi, P.O. Water Aid, Lucknow ,
Honorable Minister launched a “Blue Book” on Disaster Management in Bihar developed by
a team of disaster practitioners with the support of IDF-WATER AID. The Blue Book
encompasses the essential contacts details of Government and Non-Government
stakeholders concerned with supporting preparedness measures at different level.
In view of it and to review the progress being done on flood preparedness by involved
stakeholders a workshop on the theme “Sharing Preparedness Measures on Flood
Response in Bihar” 2011 has been organized by Bihar Inter Agency Group on Friday, July
15, 11:30 am to 8:00 pm at Hotel Chanakya, Buddha Marg, Patna, Bihar.
The workshop was aimed to sharing the preparedness activities being carried out from
Government and Non-Government Organizations. The basic idea was to build a synergy
among BIAG members and Department of Disaster Management, Government of Bihar for
flood preparedness in Bihar.
The workshop was organised by Bihar Inter Agency Group with special support from IDF-
Water Aid, UNICEF and CARITAS India.

Dr. Renu Kumari Kushwaha, Honorable Minister and Sri Vyas Jee Principal Secretary,
Department of Disaster Management, Govt. of Bihar were the chief guests of the workshop.
The occasion was graced prominent dignitaries who graced the occasion were Mr.
Satyanarayan, Joint Secretary, BSDMA, Dr. Madhubala, BSDMA, Mr. Sanjay Pandey,
Covenor, Bihar Inter Agency Group, Mr. Mr. Santosh Dwivedi, Programme Officer, Water
Aid, Mr. B.B. Sarkar, Emergency Officer, UNICEF, Bihar Field Office, Mr. Manoj Verma,
Director, IDF and Mr. Yudhithira Panigrahi, Programme Coordinator-DRR, Save the
children, Bihar, S.K. Pati, Save the Children, Bihar, Mr. P.K. Praveen, Regional Manager,
East India, Mr. Sujeet Ranjan, State Director, CARE-Bihar, Mr. Girish Peter, State Officer,
CARITAS India, Bihar, Mr. Tusar Kanti Das, State Manager, Plan India, Bihar, Mr.
Subhasis Roy, Programme Manager, LWR and Mr. K. Prem Kumar, P.O. World Vision,
Bihar etc. . Apart from them more than 70 representatives from Government Department,
non-government organizations from various districts of Bihar, representatives from
academic institutions, grassroots disaster management practitioners including media
personals participated in the workshop.
Executive Summary
On 15th July, 2011, B-IAG conducted a one day pre-monsoon workshop on the Sharing
Preparedness Measures on Flood Response in Bihar-2011. We all are aware of the destruction
caused by the flood, especially in flood prone areas like Supaul, Saharsa, Madhepura, East
Champaran,West Champaran, Araria, Muzaffarpur, Sitamarhi, etc. So, it was good to learn that
the organizations were mainly focusing in the area of public awareness, water and sanitation
facilities, providing rescue kit, availability of potable drinking water, grain banks etc. which are
necessary measures to be taken before, during and after the flood. Dr. Renu Kumari Kushwaha,
Honorable Minister, Department of Disaster Management, Govt. of Bihar inaugurated the
workshop and emphasized on the need not only focus on Disaster like flood but also natural
calamities like earthquake, drought and fire etc. She showed her deep concern about the people
who have left out in availing the preparedness benefits due to lack of awareness among them.
Sri Vyas ji, Principle Secretary, Department of Disaster Management, conversed about the ways
of developing the synergy between Governmental and Non-governmental organization on disaster
management and preparedness measures.
Major outcomes of the workshop:
• Developing synergy between Govt. and Non-Government organisation/UN/INGOs to avoid
the duplication of efforts in interventions.
• Bihar IAG should do micro assessment in Kosi region in the high flood risk areas.
• Sharing of data and informations on the flood preparedness level between and non-
government organizations.
• Emphasis should be given on awareness generation through mock drills, community
mobilization, search and rescue training etc.
• Interventions must focus on providing basic relief and response measures like boats, hand
pumps, food items, shelter, medicines etc.
• Strengthening of Early Warning System and Information Centers.
• Developing the teams of trained volunteers on flood response.

5. Mr. Sanjay Pandey, Convenor, B-IAG, talking about the inaugural session
deliberations came out with some of the important points that should be
kept in mind for developing the preparedness plan. The priority was given to
the early warning system, information centers, availability of basic
provisions like boats, hand-pumps, food, shelter, medicines, etc. A big force
of volunteers has indeed been
developed through this.
He also suggested that there should be a
detailed discussion on preparedness
measures in all the areas and the contact
information should be made available. He
also informed that 100 boats are proposed
to be made available. Development
Committees should be set up on a large
scale awareness programmes and
awareness workshops should often be held.

invited Dr. Renu Kumari Kushwaha, Honorable Minister, Disaster Management, Govt. of
Bihar to speak a few words and enlightened the audience with her thoughts and
suggestions.
3. Government initiatives on Flood Preparedness
Dr. Renu Kumari Kushwaha, Honorable Minister, Department of Disaster Management,
Govt. of Bihar inaugurated the workshop. She recalled about the severity of Kosi flood
2008, showed her deep concern about those people who have suffered due to lack of
awareness on disaster preparedness. She also
talked about imparting the preparedness
messages through mock drills and related
awareness programmes.
She articulated about one of the very profound
ideas to not only focus on Disaster like flood
but also natural calamities like earthquakes,
drought and fire, etc. and there should also be
a preparedness plan for such situations.
Another vivid suggestion was to focus on the
use of Hindi language in verbal and written

the people working at the village levels too. A lot
of awareness programmes must be planned for a better result. She emphasized the need of
sustained coordination between the Government and NGOs. She appreciated Bihar IAG for
the preparedness efforts being done in various flood prone areas of the state.
Further, she acquainted that the 21 Crisis Management Group (CMG) have been
constituted by the State Government for providing needful response during the disasters.
She also talked about the relief incentives being provided by the State Government to flood
affected people.

6. The second session was dealt on the preparedness status from the Government for
promoting the unified flood response strategy.
The second session started in the gracious presence of Sri Vyas ji, Principal Secretary,
Department of Disaster Management, Govt. of Bihar, had a short round of introduction of
grassroots workers came from various districts of the state. Mr. Sanjay Pandey,
Convenor, Bihar Inter Agency Group briefed about the first session activities and
deliberations.
Sri Vyas ji, started his deliberation with the emphasis on building synergy
between Government and Non-Government Organization for responding the
flood in appropriate manner. He assured that in this way we could avoid the
duplication of efforts in terms of preparedness. He acknowledged that we are
ready for tackling the flood situation and we must welcome the monsoons
because that would be a boon for the farmers. Focusing on the Kosi
embankment at Beerpur, Supaul, he said that if it breaks, the flow would hit
areas like Supaul, Madhepura, Saharsa, etc. He ensured that we have prepared to deal
with the situation and recommended that the preparedness plan of Bihar IAG should be
developed keeping in view of the existing situations. Since the destruction caused can be
intense, to avoid the disastrous consequences, we need to focus on multi-sectoral issues
arises during the flood. Needs of vulnerable groups should be taken care of as a priority
and planning should be done accordingly.
Mr. Amar, Secretary, SSEVK, East Champaran articulated that there are various other
small rivers, embankments, etc are also being affected by the flood. Here, Sri Vyas ji
expressed that 8-10 hours of rain would definitely not result in flood. It would in fact be a
boon, especially in the areas of East Champaran , as it is the famous land of rice
cultivation. According to the information, the level of water in Bihar is falling rapidly and
therefore only the genuine problems should be given the priority.
Mr. Sanjay Kumar, Jagaran Kalyan Bharti, Forbesganj, Araria , informed that areas like
Araria and Purnea might be affected badly by flood. Sri Vyas ji responded that the
preparedness measures have already been taken, as I said earlier. He also emphasized
that priority should be given to those areas
that have a greater possibility of flood due to
the breakage of the embankments.
Mr. Babul Prasad, Chairman, IDF, Patna
raised the issue on the availability of
drinking water, medicines and toilet facilities
etc. during emergencies. Sri Vyas ji replied
that the facility of mobile aid will start in
June end. The mobile aid team has great
importance not only in health camps but also
in many other contexts. Health Department
informed us that at every region a mobile aid
medical team with medicine facility would be Sri Vyas jee, Principal Secretary, DDM, GoB interacted with
grassroots Disaster Management Practitioners from UN
available to fulfill the immediate requirement agencies/NGOs/ CBOs
of the people in need. It is more important to
provide these facilities to the affected people and keeping the drinking water fresh by use
of halogen and chlorine tablets.

7. Involvement of NGOs in Flood Preparedness
Ms. Soma Sinha, Assistant Coordinator, Bihar IAG started the inaugural
session by giving a brief introduction on B-IAG, its functions, roles and
responsibilities etc.. She expressed that the basic objectives of the workshop is
to assess the updates in preparedness activities being done by the non-
government organisations and Government departments. The first session
activities dealt about the level of flood preparedness activities being done by
non-government orgnaisations and further it would be followed by the joint
assessment.
Further, she requested the participants to introduce themselves by giving a brief note on
their organization’s preparedness activities being conducted till the day.
A series of detailed presentations were given by the member agencies on their
preparedness plan 2011.
Mr. Santosh Dwivedi Programme Officer, WATER AID, Lucknow,
expressed that they have demonstrated the best practices on WASH in 60
villages across 5 districts of Bihar. He drew attention about their experiences
while working in flood-prone areas like Saharsa, Madhubani and Sitamarhi
etc.
He articulated that they shared it with Government authorities for its wider
replication, community consultation and general assessment of the flood situation. They
have worked on the issues of water and sanitation being faced by the community during
floods. The vital components of their interventions include identification and selection of
the site by the community, orientation and training of village volunteers, construction of
all weather toilets and installation of raised platform hand pumps etc. He expressed that
created WASH facilities is being in use under community ownership. Demonstration of
WASH, development of emergency preparedness plan in Bihar and Capacity Building of
the Govt. officials were the key outcomes of this intervention.
Mr. Banku Bihari Sarkar, Emergency Officer, UNICEF, Bihar field Office,
shared the UNICEF emergency preparedness plan 2011. He acquainted that
they are ready for immediate response to 20000 population (4000 families)
in case of any emergency. He expressed that we are already working in the
flood affected areas on rights of women and children, pre-positioning of
emergency supplies like sanitation, health and education in the partnership
of local NGOs etc. He also talked about UNICEF initiatives like developing
pool of trained volunteers, community level flood preparedness through CBDRR
programme. He also shared about UNICEF support being provided for strengthening of
Bihar IAG and developing partnership for preparedness and response with Red R India,
OXFAM and Save the Children.
Mr. Yudhishtira Panigrahi, Programme Coordinator-DRR, Save the Children
started his presentation by talking briefly about Save the Children and its
perpetual motto of “first to come and last to go”. He spoke that we had started
working in 1919 with the focus on protection of women and children in Bihar.
They are working to ensure a child friendly spaces equipped with appropriate
learning opportunities. . One of the issue that they are focusing on is the
education of children even after the occurrence of destruction.

8. To ensure better preparedness, they are working according to the task force umbrella
planned by them. This task force umbrella’s prime goal is to ensure the safety of the
respective village during crisis.He shared the Save the children initiatives like
developing child friendly flood safe shelter (CFFSS) in Khagaria, Araria and
Madhepura etc. Places for the children/women, disabled children/women have
been planned to setup. Almost 130 hand-pumps and small basins will also be
made for children to ensue community level unified response.He also requested
Minister, Dr. Renu Kumari Kushwaha Department of Disaster Management, Gov.
of Bihar for inauguration of flood shelters developed by Save the Children.
Mr. Girish Peter, State Manager, CARITAS India, Bihar articulated that
CARITAS is working with 5 partner organizations in flood prone areas of
Bihar. Emergency response support team has been setup comprising 2
members from each of the member organisation. The team has been trained
on emergency assessment and response. CARITAS and CRS have 3800 NFI
kits, 4 boats positioned at flood prone districts.
Mr. Tushar Kanti Das, State Manager, Plan India expressed that Plan India
is being involved in providing the relief and rescue training of volunteers at
community level at the focal districts of the organisation.
Ms. Annie Mishra, DPO, CARE gave updates about the
operational areas and resources allocation during the flood. She
also informed that CARE-Bihar also have stocks of prepositioning
materials for flood response.
Mr. K. Prem Kumar, World Vision, Bihar expressed that world vision has
been working in districts like Vaishali, Muzaffarpur, Ara, Nawada, Jamuai etc.
World Vision formed Child protection clubs, disaster management plans
under its CBDP programme.
Ms. Beenita Prasad, Red Cross
Society, Patna gave a brief
introduction on the Red Cross
Society and notified that they are
working at district, block and the
village levels and a State Disaster
Response team has also been set
up to ensure a systematic and resourceful flood
preparedness outcome.
Honorable Minister, DDM, GoB, Dr. Renu Kumari Kushwaha
observed the flood preparedness materials developed by IDF-
Water Aid
Ms. Vandana Singh, Red Cross Society, Patna spoke that they have
established information communication network which are responsible for
disseminating the messages on flood situation promptly to people in need
during the emergencies.

9. Mr. Julious Amit, IDF, Patna have stated that they had started working with
the support of Water Aid since 2007 on disaster preparedness in Samastipur,
Darbhanga, Muzaffarpur and Madhubani districts etc. He expressed that they
have been working in more than 25 villages focusing on water sanitation and
providing emergency kits, which comprises of basic relief materials like life
jackets, medicines, food, etc. They are also involved in providing raised toilets,
hand pumps and water tanks too.
Mr. Vishal Vaswani, Consultant, Department of Disaster Management, talked
about Bihar State Disaster Management initiatives on awareness generation
and also mentioned about organising Chetna Rath in flood prone districts, He
also talked about BSDMA involvement in promotion of Disaster Research in
the state.
Mr. Naveen Kumar Rai, from Bal Mahila Kalyan, Katihar expressed about
their involvement in creating awareness for flood preparedness through
organizing meeting of kisan clubs, youth clubs and provided training on
disaster preparedness specifically for the highly susceptible areas.
Mr. Sanjay Kumar, Jagaran Kalyan Bharti, Forbesganj, Araria
expressed that they have formed a team of volunteers by involving about 54
non-government organisations of the area, who will be responsible for
response actions as and when flood occurs.
Mr. Pradeep Priyadarshi , Pragati Gramin Vikas Samiti, Patna
acquainted that since 2007, they have been working on the flood prone areas
like Madhepura and Supaul etc . He informed that they have formed a
Disaster Preparedness Samiti at village level in East Champaran, West
Champaran and Muzaffarpur and also established Apada Sahayata Kendra in
these areas. They have also setup information centers for providing latest
informations on flood situation.
Munish Om Prakash Singh, KGVS, Araria informed that they have setup a
co-ordination committee by involving the local NGOs for creating awareness on
flood preparedness.
Mr. Pankaj, JPSK, Bettiah informed that they are involved in
developing stocks storage (umbrella, medicines, grains, etc.) and
informations updates tools on the water level rise - fall and its
proper communication among the nearby people.
Mr. Ramesh Pankaj from MDA, Muzaffarpur expressed that since last 5
years, they have been making efforts in creating awareness for a
preparedness and response in Katra block during flood. He also informed that
we have grain banks, facilities for women care and having a better and
regular communication within the District and State Government.
Mr. Kaushal Kishore, SPKGS, Khagaria informed about the preparedness
initiatives taken by them, which include the setting up of disaster
management committees at panchayat level which will be responsible for
providing training on preparedness among the vulnerable groups.

10. Mr. Paras Nath Singh, CARD, Samastipur, reported that they are involved
with various NGOs and are working with 40 villages with special emphasis on
community mobilization. A committee is being set up focusing mainly on the
early warning system, processes and procedures. A flood information resource
center has also been set up in many villages; these are act as sites for
collecting the information updates and its dissemination to the concerned
stakeholders. They have also identifies the shelter points for storage of flood
relief materials in the identified villages.
Mr. Digamber Mandal, SCK, Madhubani acquainted that with the assistance
of UNICEF, disaster management committees have been setup in almost 25
villages of Madhepur block of Madhubani district. The disaster management
plans have been prepared at village level. He also expressed that their
preparedness have been done at three levels viz. organisation, family and
community.
Mr. Amar, SSEVK, East Champaran expressed that as we all know that both
East and West Champaran hit badly this year due to heavy downpour. He
recalled about the recent flood taken place at Yogapatti, Nautan and Barria
blocks of the West Champaran and Ramgarhwa in Banjari block of East
Champaran . He acquainted that response was definitely being taken but it
was at the local level and people were regularly seeking for government
response.
further,he spoke that disaster management committees have been set up to provide the
relief and rescue to the people in need. As compared to the earlier situations, 4 to 5 boats
have been made available. The basic necessities like, food and shelter has been put on the
uplands (Machan) for the storage of relief materials and temporary shelters have also been
setup for the animals. He informed that a meeting to review the preparedness actions will
be held on 28 July and further action plan will be chalked out.
Mr. Y.K. Gautam, JJS, Patna updated about the volunteers training and
ensure their availability in 12 village of Madhepura district.
Mr. Kapileshwar Ram, PGVS, Patna expressed that they have
experience of drought preparedness at places like Arwal, Gaya,
Jehanabad Nawada, and also having the experience of flood preparedness in
Saharsa and Supaul districts through involvement a network of various
organizations .
Mr. Girdhari Ram, VMV, Bettiah talked about the organisation
initiatives on relief and rehabilitation and volunteers training.
Mr. Satyendra Prasad, Navjagriti, Saran informed that
Navjagriti has been working in 83 villages of Khagaria,
Samastipur, Sitamarhi and Saran districts on flood and water logging issues.
DRR committees have been setup, preparedness materials and rescue kits
have been prepositioned in these villages. All these villages have
the grain banks facility to fulfill the needs of villagers during the
extreme situations.
Ms. Lajwanti Jha, MBJS, Saharsa informed that MBJS has worked out for
checking up of raised land spaces that have been used for relief materials
storage, shelter spaces etc.

11. Mr. Rajan Kumar, Vikas Sarthi, Gopalganj, spoke that they have been
working with the team of 15 member orgnaisations for ensuring
the response during the flood. Grain Banks have also been setup
at some locations.
Mr. Koushelendra Kumar, BGJS, Begusarai spoke that
volunteers training is being done at some places.
Mr. Ganesh Prasad Singh, Adithi, Patna spoke that they are associated with
OXFAM and CARE and their interventions are focused on flood affected areas
like Saharsa, Sitamarhi etc. Their main focus is on providing safe drinking
water, hand pumps and boats. Grain banks have also been setup and work is
being done on functioning of water purification units at some places.
Mr. Ramchandra Roy, BGVPS, Sitamarhi, stated that BGVPS has been
working in Sitamarhi, Supaul, Sheohar districts on flood preparedness.
Disaster management committees have been formed in 9 villages.
Mr. Ramesh Kumar GPSVS, Madhubani, spoke that they have
been working in Madhubani and Supaul districts under the
CBDP and CBDRR programme.
Ms. Suman Singh, Sakhi, Madhubani, articulated that they have
been working in 25 villages of Andharathani block of Madhubani
district and 20 villages of Triveniganj block of Supaul district.
Volunteers have been trained in these villages; they have 20 boats and one
motorboat and they are ready to deal with flood situation at least for 15 days
on by own.
Ms. Aparna Shekhar, an intern of B-IAG, gave a summary on the inaugural session. She
spoke about the preparedness measures that are being taken by Bihar IAG members
working at the state, district as well as block levels. Members were from Samastipur,
Muzaffarpur, East Champaran, West Champaran, Supaul, Saharsa, Madhubani,
Madhepura, Araria, etc.

12. Mr. Manoj K. Verma, Director, IDF, Patna expressed his cordial thanks to all the
members of Bihar Inter Agency Group for their meticulous efforts for organizing the
workshop. He specially expressed his thanks to Honorable Minister Dr. Renu Kumari
