Major Impact Report into Welfare Reform Published
June 2013 – Report published
The report set the policy context of the changes,
summarised existing and planned welfare reforms from
2010 - 2016.
Methodology
It analysed recent reports from organisations such as
the Child Poverty Action Group and London Councils to
demonstrate the disproportionate effect reforms such as
the caps to housing benefit and the Bedroom Tax would
have to Londoners.
Report Prediction
The report predicts that as a result of the reforms,
London will become increasingly unaffordable and
unequal at an event greater rate than previously
expected.

HIGHLIGHTS OF 2013-14
Digital Outreach – 4G arrives
June 2013 – Information for local groups
It was anticipated that in the roll out of 4G mobile phone
services across London , local VSC groups could be
asked to support individuals, if their Freeview TV
services were affected.
LVSC won the contract to roll out an information and
advice service through the CVS and VS networks.
6 month roll out of information
We provided briefings to local organisations in all 33
boroughs on the potential problem , and how it could
be resolved, and what support services they could offer
to help their service users.
June 2013
In total 1,467 events were held across London
HIGHLIGHTS OF 2013-14
Setting up of BIDCO
June 2013– Company Launch
LVSC was instrumental in setting up a voluntary sector
bidding company which sought to compete with private
sector for large contracts which would then be delivered
by the wider voluntary sector in London.
The Future
In future this bidding company will enable the VCS to
tender for and deliver on a wider platform than
previously, because of the skills and expertise that each
organisation bring to the company.

following the event, LVSC now sits alongside statutory
partners on the ESF planning group for London,
representing the VCS.

HIGHLIGHTS OF 2013-14
Big Squeeze – the final chapter
November 2013 – Report published
LVSC published its fifth Big Squeeze report, analysing
the impact of the recession and subsequent public
spending cuts
.
Findings
Although London’s VCSOs were facing significant cuts,
they were responding in innovative ways to continue to
meet the needs of their users. But these needs continue
to grow as further public sector cuts took hold. The
impact on the advice sector is particularly evident and
this in turn leads to concerns for disadvantaged
Londoners as a whole.
Nov 2013
Annual Big Squeeze surveys provided valuable insight
into impact of the recession on London VCSOs

AMPLIFYING THE VOICE OF THE SECTOR
Policy
Every day, in our work and personal lives, as Londoners
we are living with the effects of public policy decisions.
LVSC’s role is to ensure that issues affecting the
voluntary and community sector (and the people they
represent) are put on the agenda for discussion and
their views continue to be represented through the
entire cycle from negotiation to implementation,
monitoring and review.
We manage this process by utilising the expertise within
our networks and connecting with national and regional
policy makers.
