They are required by law.
They are often referred to as the “constitution” for a community – because they set out the long-term plan for growth and development. - The County General Plan will have a planning horizon of 20 years planning for growth into 2040.
All GPs must include the seven elements shown here: Circulation, Land Use , Safety, Noise, Housing, Open Space and Conservation
A community’s budget priorities should be consistent with the goals and policies of a general plan.

Every city and county in California must have a general plan
Requires seven required elements
Long-term framework for future growth, change, and resource management
Addresses priorities, such as sustainability, healthy living, quality of life, and education
Guides budget decisions and priorities

7. 1988 - Last comprehensive update
2005 – Technical Update to address changes in State law and
extend timeline to 2020
2021 – Current Housing Element expires
Why Update the General Plan?

Why are we updating the GP?
As I’ve mentioned, the GP is a long-range planning document –
but they do get dated and in need of revision. The County’s
existing GP, last approved in 2005, has a planning horizon of
2020 and we’ll need to have another one in place by that time.
Plus, updating the GP gives the public and the County’s
8. decision makers an opportunity to incorporate new policy
priorities to keep pace with new laws and innovations.

As I mentioned, we anticipate the GP will be adopted by 2020
and there will be numerous opportunities and multiple ways to

Workshops…..Comments on documents….and attendance at
public meetings held by the Planning Commission and Board of
Supervisors
This winter, we will be back asking you to help develop
guiding principles to support the County’s existing land use
framework (e.g., Save Our Open Space and Agriculture [SOAR]
the Guidelines for Orderly Development),
Fall 2017 we will evaluate alternatives –develop and explore
options for the General Plan 20-year planning horizon and
identify strategies to address major policy issues.
Finally, we will be back to a preliminary draft GP policy
document.,
We will also notify the public of the availability to comment on
several key documents required for the GPU – these include:
The Background Report - which synthesizes information and
data on existing conditions in the County, and analyzes
regulations affecting development and resource management.
The Draft General Plan and,
The Environmental Impact Report which will analyze the
potential environmental impacts of the proposed GP
As we move through this process we will be reporting to the PC
– who has been designated by the Board as the advisory body
for the GPU – to secure recommendations and be going to the
BOS – to secure direction throughout various stages of the
project. Summaries from our outreach will be shared with the
PC/BOS

Keep in mind strategy and the need to understand that you do
not have infinite resources. Minimal on-team resources means
prioritizing and taking actions that will carry further, or
“planting a seed”. On our team, that was
crafting bilingual drop-in press releases
Using existing County social media platforms and stakeholder
lists
Identifying enthusiastic supporters and offering them the
materials they need for sharing effectively (flyers, postcards,
images)
Offering drop-in email language for supporters so they can in
turn share to their own lists.
