1. CDA ROI 2020 HIGHLIGHTS OF ACCOMPLISHMENTS
The CDA Regional Office Icontinues to grow and evolve with 38 personnel
complimented by two service contracts (COS). The dedicated employees are all working within
the bounds of the mandate of the CDA. From the report of 803 cooperatives, Region 1 has a
total assets of Php 29,821,996,354.70, Paid Up Capital of Php 6,166,609,153.98, Net Surplus of
Php 707,006,811.35, Total deposits of Php 11,808.328,363.49, with a volume of business of
Php 112,054,304,955.43, with employment generated of 7879 and membership of 652,517.
Truly, the data manifest the contribution of the cooperatives in the economy.
With the State of Public Health Emergency declaration sometime in March 2020, the
country was placed under community quarantine, resulting in the limited movement of people
and temporary business and works suspension. Thus, the year 2020 was a very challenging
and crucial time for everyone to meet the goals and objectives of the Authority because of the
unexpected health crisis.
The year 2020 was entirely different as we experienced changes in the delivery of services
because of the COVID 19 pandemic. Nonetheless, the direction of the CDA RO1 was aligned
with the Organizational Outcome of “Growth and Viability of Co-op Enterprise Improved”.
Initially, 2020- WFP was approved March 16, 2020; then, the plan was revised and approved on
Aug 25, 2020. We submitted our Rehabilitation & Resiliency Plan Addressing the Impact of
Covid19 to NEDA on April 24, 2020, the Comprehensive Action Plan Against Covid 19 on May
22-July 2020. The Mid Term Assessment on the Philippine Cooperative Development Plan on
Oct 21, 2020. Conversely, despite the limitations and restrictions, the CDA Regional Office
continuously provided services to the cooperative sector, partner agencies, and other
stakeholders through technology and various social media platforms such as emails,
messenger, Facebook account, zoom, google meet, SMS, and phone calls to deliver the basic
services and reach our clientele. For the management part, the quality policy and
objectives policy were followed and integrated into the QMS processes in the Agency's
attainment of its strategic goals and its intended results.
With the continuous mentoring, coaching, provision of technical assistance, and various
webinar conducted by this Extension Office, some 33 cooperatives transitioned from micro to
small (22), from micro to medium (1), from Small to medium (9) from medium to large (1). Three
hundred forty-one (341) cooperatives received Koop Bayanihan Award for their assistance to
fight the effects of COVID19. The number of cooperatives and the total amount contributed are
as follows: Pangasinan 118 cooperatives with Php 30,876,284.60; La union 69 cooperatives
with Php 17,520,812.95; Ilocos Sur with 67 cooperatives with Php 30,071,140.60; and Ilocos
2. Norte 76 cooperatives with Php 35,809,479.00. The total assistance from the cooperatives
amounted to Php 114,277,717.35. Additionally, partner cooperatives and partner agencies,
and LGUs were also recognized by CDA RO1 during the Cooperative Month Celebration for
their full support of the CDA programs.
Midterm -Assessment of the Philippine Cooperative Development Plan (PCDP) 2018 – 2020 conducted via zoom
platform on October 21, 2020, with Executive Director Ray R. Elevazo as the Guest of Honor and Speaker.
We likewise participated in various conferences/meetings in hybrid convergences such
as RDC Full Council Meeting, Joint RDC-RPOC NTF/RTF ELCAC meetings, PRLEC Meeting,
Joint Meeting of SUCBEM, ELCIP and LGE, BFAR Fishery Industry Forum, Virtual Multi-
Sectoral Forum, Balik Probinsya Bagong Pag-Asa Meeting, EDSeCom Meeting, and Dev Ad
SeCom Meetings.
The highlight of the CDA ROI accomplishments was the following: the conduct of 11
Webinars on the following: Management Approaches of Cooperatives, Risk Disaster
Management, NGA Programs and Assistance to Cooperatives, Orientation on the Mandatory
Reports, Assistance to Transport Cooperatives, Business continuity Planning, Legal Orientation
for Cooperatives, Mentoring and Coaching for Cooperatives and the Filipino Values and Culture
serving 4,723 participants. The CDA RO1 conducted the “Kooperatiba para sa Kabataan:
Programa, Oportunidad Pangkabuhayan” (K-POP) for the youth sector to instill and create
awareness to the various programs and services of the National Government Agencies that they
could avail. Simultaneous to the KPOP forum was a mini booth fair manned by the different
partner agencies, namely TESDA, ACPC, DTI, CDA, and DOLE.
3. The Extension Office has consistently been steadfast in accomplishing all its programs,
even extending beneficial activities beyond its mandate, all for the welfare of the cooperatives in
the region. The CDA Regional Office 1 has always motivated to improve continually. The
satisfaction from our stakeholders drives us to be faster, more reliable, passionate, and
innovative in our role; thus, during the period 2020, it performed “Very Satisfactory as reflected
by the OPCR overall rating of 4.44.
The CDA RO1 also received a Certificate of Recognition from partner agencies such as the
Regional Competitiveness Committee by DTI, Bureau of Fisheries and Aquatic Resources, and
Philippine Institute of Public Accountants – Pangasinan. This is in line with the active
participation of the Agency in its program.

the different online systems of the Authority, mandatory reports, basic planning and other updates.
