The Senate Bill 2063 and House Bill 9051, An Act Strengthening and
Reorganizing the Cooperative Development Authority, Repealing for the Purpose
Republic Act No. 6939, Creating the Cooperative Development Authority, has been
signed by His Excellency President Rodrigo R. Duterte on August 8, 2019 creating the
Republic Act No. 11364. The said strengthening was spearheaded by Committee on
Cooperatives Development in the Senate chaired by Hon. Juan Miguel Zubiri and other
authors, and in the House of Representatives chaired by Hon. Rico B. Geron, Reps.
Anthony Bravo, Maximo Rodriguez, Jr., Maria Valentina Plaza, Evelyn Mellana. Deputy
Speaker Prospero Pichay Jr., EstrellitaSuansing, Dennis Laogan, Rene Relampagos,
Dakila Carlo Cua, Teodoro Montoro, Joseph Stephen Paduano, Milagros Magsaysay,
Orestes Salon and Rolando Andaya Jr. with the enormous support of the stakeholders
of the cooperative movement.
As part of expressing gratitude of the Cooperative Development Authority, the
agency conducted a simultaneous gathering for thanksgiving and hope for the said
strengthening. The CDA-Dagupan Extension Office Regional Director, Josefina B.
Bitonio elucidated that the approval of the RA 11364 will bring a new hope as the
agency will empower and capacitate CDA in order to reinforce the cooperative sector to
lead in the rural development of our country. The RA 11364 will create new
opportunities in the Human Resources of the agency, there will be opportunities and
hiring of new personnel in order to carry out the agency’s mandate.
Atty. Phillip gave updates on the bill regarding the seminar he attended about
RA 11364. Before proceeding, he extended his appreciation to those people who
provided their time and effort for RA 11364 made possible. He then continued with the
updates that there will be new plantilla items especially on the legal side of the agency
to address the weak regulatory function and to have the agency the power to contempt,
particularly during conducting official business meeting. CDA will have quasi-judicial
power as regulatory developmental authority, have the power to sanction. Legal will be
divided into two parts, administrative and adjudicatory function. CDA will also have its
subpoena power. Those were some innovations of the new law and salary grades will be
increased. He proceeded to the budgetary aspect, budget wise, the agency is hopeful for
an increased budget to complement its HR in the implementation of its programs and
projects. He also stressed that those were only proposals. Then, he concluded by
thanking those people who pour out their time in giving us these blessings.
CDA – DEO continued with the solemn prayer, hand in hand, to give gratitude
to Lord Almighty for the great milestone.
