Testing Administrators and
     Testing Monitors
}   Things to consider before an administration
     ◦ Attend training and sign your oaths
     ◦ Be knowledgeable of the TA Manual
     ◦ Clear your classroom walls and bulletin boards of any
       source of answers or aids
     ◦ COMPLETELY uncover your door windows. For any doors
       without windows, place an obstruction on the door frame
       to keep the door open at all times.

IMPORTANT TO REMEMBER!
     }   At the time of administration
          ◦ Count and verify all materials before and after testing
            administration
          ◦ ACTIVELY Monitor testing
          ◦ Confirm that seating charts are being completed for each
            test session including total times and ALL Monitors
          ◦ Ensure that each student has the appropriate test and
            answer document
          ◦ Be aware of any appearance of impropriety
          ◦ Test administrators VERIFY that students have marked
            their responses on their STAAR answer documents
            before the 4 hour period expires.

IT’S YOUR RESPONSIBILITY...
  }   So make sure YOU:
       ◦ Confirm that each examinee has recorded responses on his/her answer
         document
       ◦ Collect ALL tests and materials from the test administrators, including
         small groups. Verify their return to the Campus Testing Coordinator.
         NOTHING SHOULD BE INSIDE OR OUTSIDE THE BOOKLETS
       ◦ Alphabetize and account for every answer document, including small
         groups
       ◦ Stack your test booklets. MAKE SURE NOTHING IS STUCK INSIDE OR
         OUTSIDE THE BOOKLETS. Turn them face down, and from that
         position,PUT THEM IN NUMERICAL ORDER FROM SMALLEST NUMBER ON
         TOP TO LARGEST NUMBER ON THE BOTTOM
       ◦ Verify that YOU have marked the correct test taken information and
         form number on each answer document and that all transcribing has
         been completed and “Transcribed by _______” has been written across
         the top of the answer document.

It’s the Law!
  Violation of security or confidentiality of any
 test required by the Texas Education Code
 (TEC) Chapter 39, Subchapter B, shall be
 prohibited. A person who engages in conduct
 prohibited by the Test Security Supplement
 may be subject to sanction of credentials.

 Conduct that violates security and
 confidentiality of a test is defined as any
 departure from the test administration
 procedures established in the
 Test Security Supplement and all other test
 administration materials.

Test Security
               Any person who violates, assists in the violation of, or
               solicits another to violate or assist in the violation of test
               security or confidentiality, and any person who fails to
               report such a violation is subject to … penalties.


               Release or disclosure of confidential test content could
               result in criminal prosecution under TEC §39.0303 …
               and section 37.10 of the Texas Penal Code.

Test Security
               In addition, any irregularities in test security or
               confidentiality may also result in the invalidation of
               student results.


               The superintendent and campus principal of each school
               district administering the tests as allowed under TEC
               §39.033, must develop procedures to ensure the
               security and confidentiality of the tests.

Violation of Security and
           Confidentiality of Assessments
                Conduct that constitutes a severe violation of test
                administration procedures (serious irregularities) may include
                the actions listed below.

                Viewing a test before, during, or after an assessment unless
                specifically directed to do so
                Duplicating secure material

                Disclosing the contents of any portion of a secure test

Violation of Security and
             Confidentiality of Assessments
     Assisting an examinee with a response, directly or indirectly.

     Providing an examinee with an answer to a test question (this includes
     “suggesting” that the examinee review or change his or her response)
     TA may NOT reinforce a student.
     Changing or altering an examinee’s response, including erasing stray marks

     Encouraging an individual to participate in any of the events listed above

     Failing to report to an appropriate authority that an individual engaged in
     any of the events listed above

PENALTIES for Violation of Security
     and Confidentiality of Assessments
              Penalties for participation in a serious violation of test security
              or confidentiality may include the following:

              Placement of restrictions on the issuance, renewal, or holding of a
              Texas teacher certificate
              Issuance of an inscribed or non-inscribed reprimand

              Suspension of Texas teacher certificate

              Revocation or cancellation of a Texas teacher certificate

Testing Reminders
           Students will be provided four hours in which to complete STAAR,
                            STAAR Modified, or STAAR L tests.

          Start and Stop Times

                      - four-hour time period begins after the test
                      administrator reads directions and tells students
                      to begin working on their tests

                      - test administrators must use a clock or timer

                      - start and stop times must be recorded on the
                      seating chart

                      - students must record all responses by the end
                      of the four-hour time period

       testing.

Protecting Test Content
      }   No person may view, reveal, or discuss the contents
           of a test or answer document unless specifically
           instructed to do so by the procedures in the test
           administrator manuals.


      }   No person providing an oral administration, or other
           accommodated administration may write notes,
           calculations, or any other marks in a test booklet or
           in any other location.

Protecting Test Content
      }   Secure materials may not be duplicated by test
           administrators. TEA NO LONGER allows duplicating
           of compositions.
      }   Seals on test booklets may only be broken during
           testing sessions and only by persons authorized to
           do so in the instructions--the student.
      }   No person may answer verbally or nonverbally any
           question that relates to the contents of a test before,
           during, or after a test administration.
      }   No person may review or discuss student responses
           during or after testing unless specifically authorized
           to do so by the procedures in the TA manuals.

Testing Procedures
•   Reinforcing, reviewing, and/or distributing testing
    strategies during an assessment is strictly prohibited.
•   You cannot require students to use any particular test
    taking strategy or accommodation, such as read aloud
    or study aids. Students can use test taking strategies,
    but you cannot require them to do so during the
    testing. This includes first marking answers in test
    booklet and then transferring them later to the answer
    document, or touch booklet answer/then touch answer
    document choice.

      }   All tests must be administered in strict accordance
           with the manuals.
      }   READ THE MANUAL!!
      }   District principals and TC must ACTIVELY monitor
           testing sessions and require TA to ACTIVELY
           monitor during testing.

Paraprofessionals
   }   TEA does allow school districts to use non-certified
        paraprofessionals who are employed by the district and
        routinely work with students in the classroom.
   }   The district must identify a certified staff member who
        will be responsible for supervising the paraprofessional
        who serves as a test administrator.
   }   If a violation of test security or confidentiality occurs
        under this circumstance, then the supervising certified
        professional is subject to the penalties.
   }   Paraprofessionals must complete a district non-certified
        paraprofessional testing oath which includes the name
        of the supervisor and the signatures of both the
        paraprofessional and the supervisor.

Serious Irregularities
          - constitute severe violations of test security or
                  confidentiality

          - can result in the individual(s) responsible being referred
                  to the TEA Educator Certification and Standards
                  Division for consideration of disciplinary action

           - must be reported to TEA as soon as the district
                  coordinator is made aware of situation

           - must be investigated by coordinator immediately, an
                   incident report must be filed, and required
                  documentation must be submitted in a timely
                  manner

Procedural Irregularities
              - reflect minor errors, minor deviations in testing

              - do not represent severe breaches in security or
                 confidentiality

              - do not require a call to TEA unless guidance needed

              - must be submitted within ten working days

      }   Incidents resulting in a deviation from documented
           testing procedures are defined as testing

      }   Each person participating in the testing program is
           responsible for reporting immediately to the district

           violation of test security or confidentially, including
           all testing irregularities.

On-Site Monitoring by TEA
    }   TEA Reps will again be conducting on-site visits to
         districts and campuses throughout the 2013
         testing year.
         ◦ If selected, the monitors will show up unannounced.
         ◦ If we are administering state testing in strict
           accordance with the manuals, then you have no
           reason to be concerned. KEEP PROCEDURES ON
           YOUR DESK WHEN TESTING.
         ◦ The state monitors will only be one more person
           monitoring your testing room. Your testing room
           will be monitored by your principal, your campus
           testing coordinator, and district testing coordinator
           even if the state monitors do not visit our district.

          ◦ Same time-limit rules apply

     }   Because the STAAR tests are limited to four

   STAAR Writing: New Tracking Method
   }   A new graphic is being used on all STAAR writing tests to
        help students correctly link each prompt in the test
        booklet to its corresponding lined page in the answer
        document.
   }   The graphic is located at the top of each prompt page
        and the top of each lined page.
   }    The graphic is a 3½-inch rectangle containing a unique
        set of symbols (triangles, squares, or diamonds) for each
        composition students have to write.

•   An Alternate assessment based on modified (not
    accommodated) academic achievement standards
    (Modified Curriculum)
•   Designed only for students receiving special education
    services meeting specific participation requirements
    (Multiple Grade Levels Behind per Diagnostic Testing)
•   Any student who meets participation requirements for
    STAAR-M may take this assessment. ONLY two percent
    of the tested population can count as proficient for AYP
    calculations.«
•   Instructions for all forms of STAAR (except STAAR-Alt)
    are included in same manual – be careful of section you
    are using on each day.

FAQ: Will test administrators be allowed to read any
     word in the selection that they already read in the
     pre-reading text?

     —   Test administrators (TA) may read the pre-reading text to
          students but may not read anything in the reading
          selection.
          — The TA must read aloud the pre-reading text and may
             read the test questions and answer choices if the
             student is eligible for an oral administration.

     —   Test administration directions will explain that the TA can
          read the pre-reading text as many times as necessary, as
          long as it is PRIOR to the students beginning to read the
          selections.

Maintain Test Standards
   }   Manuals describe what you are to “SAY” prior to, during, and
        after testing. FOLLOW those procedures. Do NOT ad-lib.
   }   To remind students to bubble their answers: “You have not
        recorded all of your answers on the answer document.
        Please go back and mark your answers on it now.”
   }   Response to questions of how to do something: “I can’t
        answer that for you; just do the best you can.”
   }   Written Composition: Prompt only read at request of student
        (read to that student individually from his/her booklet). If
        student has a question: “I can’t explain it to you; just
        respond to the prompt the best way you can.”
   }   Accommodation for ‘Reminding to stay on task’ can be
        found online (Type I on Accommodation Triangle) and is
        used for identified students ONLY. If used, must be

Seating Chart Rules
   }   Seating Charts are required for all test administrations. Seating
        Charts must include:
        ◦ Location of testing session(Campus & room) and a brief
          description of the testing area (classroom, library, office, etc.)
        ◦ The assessment being given including grade and subject
        ◦ The FIRST and LAST name of the test administrator
        ◦ The FIRST and LAST name of any test monitor
        ◦ The FIRST and LAST name of each student and where he/she
          was seated for testing.
        ◦ START and STOP Times (For all STAAR tests)
   }   If students are re-grouped during testing an additional seating
        chart will be needed. The new seating chart should indicate the
        time students were regrouped.

Student Success Initiative
 *Applies to students in grades 5 and 8 who take STAAR
   and STAAR Modified mathematics and reading
   assessments
 *Students have three testing opportunities: beginning
   of April, middle of May, and end of June.
 *To meet SSI promotion requirements, students must
   meet Phase-in 1 Level II standard in reading and
   mathematics.
 *To be promoted by the Grade Placement
   Committee (GPC), students must participate in all
   required accelerated instruction.

  *SSI parent brochures are drafted and will be sent to
    districts as soon as state approval is given

        *Scheduled to be posted to the Student Assessment
          Division’s website in February (Didn’t happen)

        *Two sets of SSI forms applicable to the 2012-2013
          school year: one set for 5th mathematics and one set
          for 5th reading

        *An abbreviated SSI manual (formerly called the GPC
          manual)

  •        TEA/Pearson provides either precoded answer documents or
           precoded labels. New Students will be coded by the Testing
           Coordinator.
      }   Test Administrator - Mark the test taken on answer
           documents. M R
      }   Test Administrator - For grades 3-5, Mark ‘EN’ for English
      }   Test Administrator - Write and Bubble in the Form #
      }   Your Campus Testing Coordinator will code for testing
           accommodations and verify the correctness of the
           demographic coding on the front of the answer document (or
           on labels).

Transcribing
      Special features that should be disabled when transcribing for
        a student using technology-based methods (e.g., word
        processor, software)
            - Disable internet access
            - Disable spell check, word predictor, and all other special features

      When transcribing a student’s responses to griddable
        questions, don’t forget that the test administrator MUST
        use the “Transcribing Griddable Questions” document so
        that the student is aware of the maximum number of boxes
        available for each answer.

Transcribing
     When transcribing a student’s responses to the writing
       prompts, the test administrator must indicate to the
       student the space allowed.
           26 lines for each written composition


     What are some ways the test administrator can indicate to
       the student the space allowed?
           The test administrator or student can use a sample lined page
             from the answer document (on TEA website) prior to having the
             response copied to the answer document.

           Twenty-six lines of handwritten text is approximately 1,725 typed
             characters. Ten lines of handwritten text is approximately 675
             typed characters. These numbers are based on average-sized
             handwriting

Transcribing
 The student must be given the full four hours to complete the test.
   All of the student’s responses must be initially recorded by the
   student (e.g., onto scratch paper, the student’s test booklet,
   typed) by the end of the 4-hour time limit.
       It is recommended that the test administrator ensure that the
           student makes all responses clearly and completely. Any
           interaction with the student regarding the intended responses is
           prohibited after the testing period has ended.

       If needed, the test administrator may transfer the student’s final
          responses onto the answer document after the testing period
          has ended.

     }     Bottom is for staff who are providing oral or
            other specific accommodated administrations.
