The Islamic Freedom Foundation, Inc. (TIFF) is non-political, non-profit. TIFF was established
for the sole purpose of Da‟wah (calling all of humanity to the path of Allah (SWT), Al-Islam!
Every one of TIFF‟s programs are centered around the complete and true concept of da‟wah as
defined by the Qur‟an and the Sunnah of Prophet Muhammad (SAW). TIFF is a multi-faceted
da‟wah and charitable organization established in 1996 for the purpose of promoting the spread
of Islam in America.
TIFF is establishing a da‟wah infrastructure in the US to greatly increase the da‟wah effort.,
insha‟Allah. TIFF is composed of Muslims who are very concerned about the growth of Islam in
America. As Muslims we should not be satisfied with the present growth. Muslims must and
TIFF will increase the da‟wah effort, insha‟Allah!
“Imam Ahmad recorded that Hudhayfah bin Al-Yaman said the Prophet(SAW) said: „By He in
Whose Hand is my sole! You will enjoin righteousness and forbid evil, or Allah (SWT) shall
send punishment from Him to you. Then you will supplicate Him but He will not accept your
supplication.” (Tafsir ibn Kathir)
Every Muslim must participate in da‟wah. TIFF is an excellent vehicle for every Muslim who do
not have the time or ability to perform da‟wah activities required by Allah (SWT). By supporting
TIFF each Muslim would fulfill two requirements placed on us by Allah (SWT), giving in charity
and inviting people to Al-Islam, insha‟Allah, achieving the ultimate goal, Paradise!
Allah says, “Whoever recommends and helps a good cause becomes a partner therein…”
(Qur‟an 4:85)

that is good (Islam), enjoining Al Ma’ruf (all that Islam
orders) and forbidding Al Munkar (all that Islam forbids).
And it is they who are successful”. 3:104
Executive Summary
The Islamic Freedom Foundation, Inc. (TIFF) is a non-political, non-profit organization.
TIFF was established for the purpose of Da’wah (calling all of humanity to the path of Allah
(SWT) Al-Islam). All TIFF’s programs are centered on the true concept of Da’wah as
defined by the Holy Qur’an and Sunnah of Prophet Muhammad (SAW). Therefore, TIFF is
defined as a multi faceted Da’wah and charitable organization.
With the main office in Silver Spring (12719 Layhill Road, Suite 101, Maryland), TIFF was
founded to develop a da’wah infrastructure to increase the efforts of Da’wah by a hundred
fold or more by Muslims who are greatly concerned about the growth of Islam in America in
compliance with the order of Allah who said “Let there arise out of you a group of people
inviting to all that is good (Islam), enjoining Al-Ma’ruf (all that Islam orders) and
forbidding Al Munkar (all that Islam forbids). And it is they who are successful”. 3:104
The above Qur’anic verse (Ayah) states that there should be a segment of the Muslim
Ummah to carry out the task of Da’wah even though it is an obligation of every member of
the society. Every Muslim must participate in Da’wah. In this respect, TIFF is an excellent
vehicle for every Muslim who do not have the time and ability to perform Da’wah activities
as required by Allah (SWT). By supporting TIFF, each Muslim will fulfill the two major
requirements placed on us by Allah (SWT).
6. Therefore TIFF has as its goals:
1ST To advance the religion of Islam and Muslims by disseminating information according
to methods of Prophet Muhammad (PBUH) utilizing the most modern forms of
communication technology.
2ND To analyze contemporary issues pertaining to Islam, to establish educational services
and to develop and institute strategies to reflect the real image of Islam.
3RD To undertake other projects, programs and activities for the promotion of Islam.
Since its establishment in 1996, the Islamic Freedom Foundation, Inc. continues to spare no
efforts to promote the growth of Islam in the United States particularly throughout the National
Capital Metropolitan Region (Maryland, Washington and Virginia). Some of the major projects
carried out by TIFF have been:
1ST Distribution of the Holy Qur’an to local prisons and general public including one to the
Governor of Maryland, The Honorable Parris Glendening.
2ND Importation and distribution of 2,000 copies of the book “A Brief Guide to
Understanding Islam”.
3RD Presentations of a Ten (10) week course on the Biography of Prophet Muhammad
(SAW) twice a year in Masjids (mosques) throughout the area.
TIFF is currently planning to execute a number of projects for further development and
enhancement of the da’wah infrastructure. These projects include development of a centralized
Media Production Facility, establishment of a “Da’wah School”, an Islamic “Think Tank” and
an Islamic Information Center, thrift stores, and short and long-term housing.
7. “Invite to the way of your Lord with wisdom and beautiful
preaching, and argue with them in ways that are best and most
gracious, for your Lord knows best who have strayed from His
Path and those who receive guidance.” 16:128
Objectives To Serve Mankind
TIFF will provide a variety of services which include the distribution of Islamic literature, Holy
Qur’ans, to the production of TV programs on different Islamic issues, to training people to
perform Da’wah and to provide orientation programs for inmates.
TIFF will provide a variety of social services, which will include counseling, short and long term
housing, thrift stores, and financial assistance.
In order to promote Da’wah methods, TIFF will utilize the most modern communication systems.
To analyze contemporary issues pertaining to Islam.
To establish educational services.
To develop and institute strategies to reflect the real image of Islam.
To assist any individual(s) or organization(s) propagating Islam according to Holy
Qur’an and the Sunnah of Prophet Muhammad (PBUH).
As a charitable and non-profit organization, TIFF will provide its service at no cost or low cost.
For example, distribution of Islamic publications is free, training at the Da’wah school will be
free, programs produced at the TIFF studio will be given free for the service of Da’wah, short-
term housing will be free, long-term housing will be provided at low monthly payments. Items
at the TIFF thrift stores will be provided at very low cost and free to the most needy people.
8. To perform its Da’wah activity, TIFF needs sophisticated technology from
telecommunications to audio and visual systems. TIFF will utilize the most
modern available systems of information technology. The World Wide Web
will be one of our most communicative tools to reach the public.
In the field of service, TIFF plans to move beyond Da’wah to help the needy through
social services. TIFF is also planning to establish programs to qualify inmates and the homeless
to become productive members of society.
Although Da’wah is a duty of every Muslim, there are few organized efforts and groups
that perform this activity. TIFF is considered a unique organization that has dedicated
all its efforts and resources to the promotion of Da’wah in the United States.
From this prospective, TIFF will consider all those whose primary intention is to carry out
the mission of Da’wah, whether individuals, groups or organizations, as spirituals partners .

TIFF strategically focuses on orientation and rehabilitation programs for the homeless and
those incarcerated . Social services for the needy, immigrants and ethnic minorities are
also central concerns of TIFF.
TIFF will advance the religion of Islam and Muslims by disseminating information about Islam
and Muslims utilizing the most modern forms of communication technology.
TIFF will adopt an effective strategy to communicate with all people. These methods will include
the distribution of specialized publications about Islam through direct mailings and door-to-door.
Other methods will include advertising through public relations events, exhibitions, television
programs and The World Wide Web.
TIFF’s Information Center will act as a distribution mechanism for Da’wah programs and
activities. It will be a center where people meet, discuss and learn about Islam. The center
will be for Muslims and non-Muslims who want to learn about Islam. The center will present
various programs, which will include video shows, symposiums, forums, and exhibitions.
The center will include a library and resource personnel. TIFF will work closely and cooperate
with different organizations that are interested in supporting the Da’wah activities in the
United States. Our strategic alliances with each organization, group and individual(s) will
be for the promotion of Islam in the United States.
10. “But verily your Lord to those who leave their homes
after trials and persecutions, and who thereafter strive
and fight for the faith and patiently preserve, your Lord
after all this is Oft-Forgiving, Most Merciful.” 16:110
TIFF has developed different methodologies for distributing its services
Training staff and sending them to meet the public in residential areas,
streets and correctional facilities.
Make field visits to immigrants and the poor to look after their needs.
Hold exhibitions to acquaint people with Islam.
Distribute Holy Qur'ans and leaflets about Islam.
Conduct courses to teach people about the biography of Prophet Muhammad
(SAW)
Invite people to TIFF’s office to view videos about Islam.
Produce television programs about Muslims and Islam.
11. MUSLIMS IN THE UNITED STATES
Islam is rapidly growing in the United States. However, it is difficult to generalize about
American Muslims. They are converts, immigrants, factory workers and doctors. This
varied community is unified by a common faith, underpinned by a nationwide network of a
large number of Masjids (mosques). According to the Council On American-Islamic Relations
(CAIR) the number of mosques in America has increased form 962 in 1994 to 1209 in 2000
with growth rate of 25%.
Muslims arrived early in North America, the first mosque being built in North Dakota in the
1920’s. By the eighteenth century there were many Muslims in North America. Great
numbers of Americans have entered the fold of Islam. They are from different classes;
the rich, the poor, the educated and the illiterate. According to official sources, today, there
are about eight million Muslims in the United States, surpassing even Judaism in its
numbers.
This phenomenon indicates that Islam is truly a religion from Allah (God). It is
unreasonable to think that so many Americans converted to Islam without careful
consideration and deep contemplation before concluding that Islam is true. These
American converts came from different races and walks of life. They include scientists,
professors, philosophers, journalist, doctors, nurses, teachers, artists, lawmakers, chefs,
laborers, and every other sort of people imaginable.
12. It may be appropriate to point out an important indication of the truth of Islam.
It is well known that in the United States Islam is the fastest-growing religion!
“Islam is the fastest-growing religion in America, a guide and pillar of stability for many
or our people…” (Hillary Rodham Clinton, Los Angeles Times).
“Muslims are the world’s fastest-growing group…”(The Population Reference Bureau, USA
Today).
“…Islam is the fastest-growing religion in the country.” (Geraldine Baum; Newsday
Religion
Writer, Newsday).
“Islam, the fastest-growing religion in the United States…” (Ari L. Goldman, New York
Times).
Islam is the fastest growing religion in the world with an annual growth rate of
6.40% while Christianity is only 1.46%. According to western sources, the
estimated total number of world Muslims jumped from 1,482,585,925 in 1996
to 1,902,095,000 persons in 2000.

TIFF works among different groups in American society, as the adoption of Islam is not
limited to any segment of people. However, most of TIFF’s activities focus on the needy,
the homeless, inmates and immigrants.
Throughout history, it has been proven that the needy and socially deprived people are the
most respondent to the call of religion. A social observation reveals that most who
convert to Islam in America are the needy and ethnic minorities. The younger are more
responsive than the older and when it comes to gender, males are more responsive than
females. Streets and jails are suitable environment for Da’wah. People have the tendency
to correct their behavior through religion.
A recent masjid study conducted by the Council on American-Islamic Relations (CAIR)
showed that 63% of the converts during the past twelve months are African Americans, 27%
White Americans, 6% Hispanic and 3% other ethnic groups.
14. Allah (SWT) said: “As-Sadaqat (charity of Zakat) are only for the poor and the needy
and those who are employed to collect (the funds) and to attract the heart of those who
have been inclined (towards Islam) and to free the captives, and for those in debt and
for Allah’s cause (e.g. for those who are fighting in holy battles) and for wayfarer (a
traveler who is cut off from every thing); a duty imposed by Allah. And Allah is All-
Knower, All-Wise”. 9:60
Religion always finds the way easier to hearts of those who are seeking security. The needy are
continuously searching for liberalization from social depravity and economic hardships. As their
material needs are not satisfied in life, the poor tend to compensate their material loss spiritually.
Therefore, religion meets their needs and provides satisfactory solutions to all questions raised in
their minds. Ethnic minorities and segregated groups are also finding strength, justice and social
equity in the religion. Young males are open minded to accept dialogue and become converted to
Islam. Religion also revives hopes for the needy and the destitute.
Charity and financial assistance are important vehicles for Da’wah. If TIFF has to work
among the needy and the destitute, it should assist them in becoming self sufficient by
providing housing, food and adequate training for jobs.
15. There are many challenges facing the activity of Da’wah in the
United States of America.
Firstly: The western mass media which continuously try to distort the image of
Islam by linking Islam with radicalism and terrorism in a way to make
people fearful of accepting Islam.
Secondly: The lack of translated Qur’ans, Hadiths (sayings of the Prophet Muhammad
SAW) and other Islamic materials to meet the growing needs of Da’wah
activity.
Thirdly: The lack of financial support from other Muslim countries, organizations and
individuals.
Fourthly: The disunity among Muslim Americans themselves. These factors make
the task of TIFF more challenging and require much more efforts.
16. “…and for this let all those strive who want to strive
(hasten earnestly to the obedience of Allah)”. 83:26
Islam has been forced to confront wealthy powerful organizations that exist for the sole
purpose of struggling to “prevent the continuing growth of Islam,” especially in the
United States of America.
TIFF recognizes and absolutely understands that the real competitors are those who strive
for the reward of Allah. In order to achieve its objectives, the Foundation shall have the
following power with the stated limitations:
A) To solicit and accept, acquire by gift, donation, devise, grant, purchase, loan or
otherwise any property without limitation.
B) To make contributions, loans or grants which are consistent with the purposes
of the Foundation.
C) To make agreements and contracts and insure liabilities.
The competitive advantage of TIFF is a combination of charity and Da’wah, helping people
with their basic needs while inviting them to Islam. TIFF, an independent organization, does
not belong to any sect or race. It adopts Islamic principles of the Qur’an and the Sunnah of
Prophet Muhammad (SAW).
17. The United States Missionary Christian Convert Competitors
Several thousand Christian Churches have instituted organized programs to convert
Muslims to Christian membership in the U.S.
Churches have refocused their missionary convergence projects and economic resources
totaling millions to encourage Muslims to join the Christian missionary membership.
Hundreds of Missionary Christian Education programs and Christian Foundation have set up
programs to destroy the efforts of Muslim Charitable Organizations that improves the quality
of life for Muslims in the U.S.
Missionary Christians organizations have opened anti Islamic programs on Multi communication
programs utilizing technology experience in television, daily radio programs, magazines and
newspapers.
The Government of the United States has issued restrictions against Arab-Muslim foundations.
Yet, Christians, Buddhists, Jews and Hindus are free to propagate in the United States without the
same attacks directed toward Muslims.
Global U.S. Multi-Media television and radio programs play publicly 24 hours a day 7 days a
week. These antagonistic programs are orchestrated and produced to put fear into the minds
of the people. The objective is to turn people away from and against the Islamic Faith.

that they may receive admonition, but it only increases their
flight (from the truth).” 17:41
Our Objective in the Service of Allah

Establishment of “Da’wah School” to teach people techniques of performing Da’wah
door-to-door, on streets and corners and among inmates as well as among other
community levels.
Establishment of “Islamic Think Tank” to study contemporary issues affecting Islam and
Muslims.
Establishment of “Islamic Information Centers” at permanent locations to distribute
Islamic literature and Qur’ans as well as answering inquiries about Islam.
Provide Thrift Stores for the needy to provide food, clothing, furniture and other
necessities for the needy (Muslims and non-Muslims) at low prices or free as case deems
it.
Provide Short Term Housing for the needy.
Make Low-Income Housing available to low-income families at prices below market rate.
Provide contemporary technology training and employment for the needy.
