Editor's Notes
Let’s have a look at the ‘direction of travel’ Stay focused on a future of widening participation and fair access Are we seeing a revolution in services for students or a political reaction to a chain of events? All-age careers service – where are we now 6 months on from the initial announcement by this Government for a new all-age careers service
Schools being left largely to their own devices to meet the costs of careers education and guidance for young people. TES figures 29/4/11 suggest - Nearly four in ten schools are planning to reduce staff numbers over the next 12 months as headteachers struggle to balance their books, according to a survey of senior leaders. A joint survey by heads’ union the NAHT and The TES has revealed that 37 per cent of schools are expecting to see their staff headcount fall. One “conservative” analysis suggests that this will see the overall national figure for school staff drop by over 17,000. Local Authorities being told there will be no more guidance to LAs or to schools. Priority to establish a competitive market and to disengage it from govt, where possible. Questions about accountability - the destinations analysis will be published as part of school league tables will be the key – but questions about how that might look suggests that it was not much more than the current annual return ... (probably worse as confusion reigns vis a vis who will do the tracking in the future?) CRM / CCIS? Colleges being supported through LSIS materials online whilst also experiencing cuts in staffing – growing evidence of CEG curriculum affected by this. HEI under increased pressure to focus on students’ employability.
Note: Under Smart growth - three flagship initiatives are proposed: A Digital Agenda for Europe , Innovation Union and Youth on the Move . Also, The Strategic Framework for European Co-operation in Education & Training 2020 implicitly refers to “acquisition of key competences by everyone” (Obj 2), “the update and development over a lifetime of job-specific skills” (Obj 3), and “the acquisition of all citizens of transversal key competences, such ... As learning to learn, a sense of initiative” (Obj 4). Source: Lifelong Guidance Policies: Work in Progress – A report on the work of the European Lifelong Guidance Policy Network 2008-2010 (p. 64)
Reference: rising unemployment 1 in 5 and rising…… The latest official statistics showed that youth unemployment rose by 66,000 to 965,000 in the three months to the end of December, the highest level since comparable records began in 1992. The record number of just under a million includes students in full-time education who may be looking for part-time work. Princes trust – enough young people to fill every football stadium in the Premier League. The unemployment level for 16 to 24-year-olds not in full-time education was 691,000 - the highest since 1994. There are also 793,000 people in the 16 to 24 age group who are economically inactive, and are not in full time education. They do not appear in the unemployment figures as, by definition, they are they are not looking for work. The record number of just under a million includes students in full-time education who may be looking for part-time work. Apprenticeships- Business Secretary Vince Cable announced firms to create 100,000 more apprentices by 2014 – pledging £1.46bn in 2011-2012 CBI latest survey – come on to this later...
Careers delivery and services at the forefront of contemporary debates: Nick Clegg – published ‘social mobility report’ Sir Martin Harris – Widening access to Higher Education – students with similar qualifications from disadvantaged backgrounds are less likely to apply to and attend the most selective courses or institutions than their advantaged peers Lord Browne – clear recommendations in his review of HE “Career guidance should be delivered by certified professionals whose status in schools is respected and valued. http://www.number10.gov.uk/news/speeches-and-transcripts/2010/07/big-society-speech-53572 http://www.communities.gov.uk/publications/localgovernment/scainvitation2010 http://www.communities.gov.uk/publications/localgovernment/decentralisationguide http://www.education.gov.uk/b0068570/the-importance-of- teaching/ What the Localism Bill means for social enterprises – “the community-centric revolution” Six steps identified to return power to the people http://www.guardian.co.uk/social-enterprise-network/2010/dec/17/what-the-localism-bill-means-for-social-enterprises
Revolutionary v reactionary Revolutionary - Major shift in engagement with private sector – evidence of careers revolution with lots of new players coming onto the market Reactionary – Public sector careers services reacting to major wipe out of services for yp – Lewisham, Hull, Norfolk, Derbyshire My main question is what will happen to school leavers at A level / GCSE results time – where will they go and who will they turn to when the dust has settled and schools/ colleges focus on their new intakes?
CBI ‘hot of the press’ - Inadequate Careers advice in schools and Colleges - Poor Literacy and Numeracy skills-means remedial training Employers are concerned with the basic skills levels of school and college leavers, the CBI / EDI annual Education & Skills survey 2011 revealed on Monday Careers Advice : The survey shows that young people are not in a position to make informed choices about their future career because of inadequate advice in schools and colleges. Only 6% of businesses are confident that advice is good enough, while 64% think advice must improve. There is an appetite among employers to play a greater role in delivering careers advice, with 54% willing to do more, rising to 66% of large firms. Lack of Employability Skills Companies also found school and college leavers lacking in important employability skills, with 69% saying they have inadequate business and customer awareness, and over half (55%) experiencing weaknesses in school leavers’ self-management skills. Two thirds (70%) want to see these made a top priority at school and college. Employability skills are the single most important consideration for 82% of businesses when recruiting graduates, followed by degree subject (68%) and relevant work experience (67%). Levels of employer satisfaction with the employability skills of graduates are higher than for school and college leavers, but 70% of employers say that university students need to do more to prepare themselves to be effective in the workplace.
Many organisations recognise that they cannot function alone Exploitation of knowledge and building sustainable networks reshaping our economy in the UK and elsewhere Brinkley, I. (2008). The Knowledge Economy: How Knowledge is Reshaping the Economic Life of Nations. London: The Work Foundation.
Serious concerns about the lack of joined up policies across the Departments Rhetoric = A National all-age Careers Service – where does HE fit into this? Reality = multiple online provision / new partnerships - Education and Employer Taskforce ‘Inspiring the Future’ 100,000 people into schools to talk about jobs and career routes / Vol Eng, CBI and Taskforce match up schools to volunteer opps / Speakers for Schools inspirational speakers. Careers profession being weakened through a lack of support from DfE – careers professionals want to be fully connected with education and the labour market
Blended services – web, telephone and face-to-face Multiple purchase and supply decisions A ‘free’ ‘un-regulated’ ‘regulated’ market? Re-professionalising the careers sector workforce Big message to Government – don’t think online services will be sufficient. Refer to UKCES research reports on ICT and careers practice
Figures as of January 2011 – Overall: 7,636 plus 70 retired members
The Emperors new clothes? Fiddling while Rome burns? i.e. heedless and irresponsible behaviour in the midst of a crisis. Legend has it that in A.D. 64 the emperor Nero (A.D. 37 - A.D. 68), last of the Caesars, set fire to Rome to see 'how Troy would look when it was in flames' and to serve as a suitable background for a recitation of his poetry while accompanying himself on the lyre.“
