An MVNO is a mobile virtual network operator that does not own spectrum or infrastructure but resells wireless services by having a wholesale agreement with a mobile network operator to use its network. MVNOs rebrand SIM cards and phones, have their own sales and customer support, and may offer customized pricing plans. They buy minutes from licensed operators and resell them to customers. MVNOs are growing in Europe and the US and slowly spreading to Asia and other regions as a way for operators to utilize excess network capacity.
