Every Elementary and Secondary School shall
organize a Parents- Teachers Association (PTA)
For the purpose of providing a forum for the
discussion of issues and their solutions related to
the total school program and to ensure the full
cooperation of parents in the efficient
implementation of such program.
Every PTA shall provide mechanism to ensure
proper coordination with the members of the
community, provide an avenue for discussing
relevant concerns and provide assistance and
support to the school for the promotion of their
common interest.
As an organization operating in the school, the
PTA shall adhere to all existing policies and
implementing guidelines issued or hereinafter may
be issued by the Department of Education
The PTA shall serve as the support group and as a
significant partner of the school whose relationship
shall be defined by cooperative and open dialogue
to promote the welfare of the students
Organization of the PTA in the School Level
Membership of PTA is limited to Parents or in their
absence the guardian of duly enrolled students and
teachers in a given school.
A teacher-member refers to homeroom advisers,
subject teachers and non-teaching personnel.
The elected President of HPTA and their respective
Homeroom Advisers shall elect the BOD.
The official name of the PTA shall bear the name of
the school. Ex. Maybunga Elementary School
Parents –Teachers Association.
For Representation in the Local School Board and
other purposes the school`s PTA within the
municipality or city or province shall federate and
select among them the President that shall sit as
representative of the Federation of the said Local
Board.
The General Assembly shall be composed of all
parents of enrolled students of the school. BOD
and officers of the PTA, School Head Advisers,
Subject Teachers and non-teaching personnel.
The General Assembly shall convened by the PTA
Board of Directors immediately after the PTA has
been organized. The General Assembly shall be
convened as may be necessary but in no case less
than twice a year.
The Board shall coordinate with the School Head
as to time, venue and other details of the General
Assembly..
General Assembly shall be avenue for presentation
and discussion of the PTA`s programs, projects,
financial statements reports and other matters.
The General Assembly may invite or consult with
other member of the community such as local
government officials and civic organization to
solicit their support or active participation in
school activities.
BOARD OF DIRECTORS AND OFFICERS
The administration of the affairs and management
of activities of the PTA is vested with the BOARD
OF DIRECTORS and its officers in accordance with
these guidelines. Or their respective Constitution
and By-Laws, if any, which shall adhere to the
following:
a. The board members shall be composed of fifteen
members who shall elect from among themselves
the association executive officers
Namely : President, Vice-President, Secretary,
Treasurer, Auditor who shall oversee the day to
day activities of the associations.
A teacher-member cannot hold any position in the
CPTA except as member of the Board of Directors
or as Secretary.
The Term of office of the Board of Directors and its
Officers shall be one year from the date of election.
In no case shall a PTA Board of Director serve for
more than two consecutive terms.
PRIVELEGES of RECOGNIZED PTA`s
1. A PTA is authorized to collect voluntary
contributions from parents / guardian-member
once it has been duly recognized by the School
Head.
2. The used of any available space within the
school premises as its office provided that the
costs pertinent to electricity water and utilities
shall be for the account of the PTA.
3. Representation in the School Governing Council.
4. Collaboration in the relevant school activities.
5. Authorization to undertake fundraising
activities to support the school`s academic and co-
curricular programs, project and activities subject
to pertinent DepEd Guidelines.
ACTIVITIES
All PTA activities within the school premises or
which involve the school and its personnel or
students shall be with prior consultation and
approval of the school head.
Financial Statement Reports
The books and other financial records of the PTA
shall be made available for inspection by the
School Head and or the Division PTA affairs
Committee affairs of anytime.
Prohibited Activities and Sanctions
The PTA are prohibited from:
a. Interfering in the academic and administrative
management and operations of the school and
of the DepEd in General.
b. Engaging in any partisan political activity
within school premises.
c. In no case shall a PTA or any of its officers or
members of the board of directors call upon
students and teachers for the purposes of
investigation or disciplinary action.
among the parents and guardians shall be
held within 15 days the start of school year.
The election of the members of Board of
Directors (BOD) of the School PTA among
the Presidents and Homeroom Advisers
shall be held within thirty (30) days from the
start of the school year.
Create and convene a six member
ELECTION Committee (ELECOM) for
the Homeroom and CPTA by
designating the following:
a. Two teachers one whom shall be the
chairperson and the latter shall vote
only in case of a tie.
b. Four parent-members.
The ELECOM shall have the over all supervision
over the conduct of the elections of the Homeroom
PTAs and direct supervision over the conduct of
elections of the BOD of the School PTA and
officers.
HOMEROOM PTA
The Homeroom Adviser shall have direct
supervision over the onduct of election of the
Homeroom PTA Officers, which election shall be
viva voce.
The Homeroom PTA officers namely, the
President, Vice-President, Secretary, Treasurer and
Auditor or other positions shall be elected from
among parents members by a majority of those
present during the election.
In case of a tie among two or more candidates a
run-off election shall be immediately held among
the candidates involved until the tie is resolved. I
the tie cannot be resolved thru a run off election,
the same shall be done by drawing lots.

Guidelines on how to conduct HRPTA/CPTA Elections in every schools

  • 1.
  • 2. Every Elementary and Secondary School shall organize a Parents- Teachers Association (PTA) For the purpose of providing a forum for the discussion of issues and their solutions related to the total school program and to ensure the full cooperation of parents in the efficient implementation of such program.
  • 3. Every PTA shall provide mechanism to ensure proper coordination with the members of the community, provide an avenue for discussing relevant concerns and provide assistance and support to the school for the promotion of their common interest.
  • 4. As an organization operating in the school, the PTA shall adhere to all existing policies and implementing guidelines issued or hereinafter may be issued by the Department of Education The PTA shall serve as the support group and as a significant partner of the school whose relationship shall be defined by cooperative and open dialogue to promote the welfare of the students
  • 5. Organization of the PTA in the School Level Membership of PTA is limited to Parents or in their absence the guardian of duly enrolled students and teachers in a given school. A teacher-member refers to homeroom advisers, subject teachers and non-teaching personnel. The elected President of HPTA and their respective Homeroom Advisers shall elect the BOD.
  • 6. The official name of the PTA shall bear the name of the school. Ex. Maybunga Elementary School Parents –Teachers Association. For Representation in the Local School Board and other purposes the school`s PTA within the municipality or city or province shall federate and select among them the President that shall sit as representative of the Federation of the said Local Board.
  • 7. The General Assembly shall be composed of all parents of enrolled students of the school. BOD and officers of the PTA, School Head Advisers, Subject Teachers and non-teaching personnel. The General Assembly shall convened by the PTA Board of Directors immediately after the PTA has been organized. The General Assembly shall be convened as may be necessary but in no case less than twice a year.
  • 8. The Board shall coordinate with the School Head as to time, venue and other details of the General Assembly.. General Assembly shall be avenue for presentation and discussion of the PTA`s programs, projects, financial statements reports and other matters. The General Assembly may invite or consult with other member of the community such as local government officials and civic organization to solicit their support or active participation in school activities.
  • 9. BOARD OF DIRECTORS AND OFFICERS The administration of the affairs and management of activities of the PTA is vested with the BOARD OF DIRECTORS and its officers in accordance with these guidelines. Or their respective Constitution and By-Laws, if any, which shall adhere to the following: a. The board members shall be composed of fifteen members who shall elect from among themselves the association executive officers
  • 10. Namely : President, Vice-President, Secretary, Treasurer, Auditor who shall oversee the day to day activities of the associations. A teacher-member cannot hold any position in the CPTA except as member of the Board of Directors or as Secretary. The Term of office of the Board of Directors and its Officers shall be one year from the date of election. In no case shall a PTA Board of Director serve for more than two consecutive terms.
  • 11. PRIVELEGES of RECOGNIZED PTA`s 1. A PTA is authorized to collect voluntary contributions from parents / guardian-member once it has been duly recognized by the School Head. 2. The used of any available space within the school premises as its office provided that the costs pertinent to electricity water and utilities shall be for the account of the PTA.
  • 12. 3. Representation in the School Governing Council. 4. Collaboration in the relevant school activities. 5. Authorization to undertake fundraising activities to support the school`s academic and co- curricular programs, project and activities subject to pertinent DepEd Guidelines. ACTIVITIES All PTA activities within the school premises or which involve the school and its personnel or students shall be with prior consultation and approval of the school head.
  • 13. Financial Statement Reports The books and other financial records of the PTA shall be made available for inspection by the School Head and or the Division PTA affairs Committee affairs of anytime. Prohibited Activities and Sanctions The PTA are prohibited from: a. Interfering in the academic and administrative management and operations of the school and of the DepEd in General.
  • 14. b. Engaging in any partisan political activity within school premises. c. In no case shall a PTA or any of its officers or members of the board of directors call upon students and teachers for the purposes of investigation or disciplinary action.
  • 15. among the parents and guardians shall be held within 15 days the start of school year. The election of the members of Board of Directors (BOD) of the School PTA among the Presidents and Homeroom Advisers shall be held within thirty (30) days from the start of the school year.
  • 16. Create and convene a six member ELECTION Committee (ELECOM) for the Homeroom and CPTA by designating the following: a. Two teachers one whom shall be the chairperson and the latter shall vote only in case of a tie. b. Four parent-members.
  • 17. The ELECOM shall have the over all supervision over the conduct of the elections of the Homeroom PTAs and direct supervision over the conduct of elections of the BOD of the School PTA and officers.
  • 18. HOMEROOM PTA The Homeroom Adviser shall have direct supervision over the onduct of election of the Homeroom PTA Officers, which election shall be viva voce. The Homeroom PTA officers namely, the President, Vice-President, Secretary, Treasurer and Auditor or other positions shall be elected from among parents members by a majority of those present during the election.
  • 19. In case of a tie among two or more candidates a run-off election shall be immediately held among the candidates involved until the tie is resolved. I the tie cannot be resolved thru a run off election, the same shall be done by drawing lots.
