• Basic education, including expertise in best practices of literacy and numeracy instruction, teacher
development, school management, EGRA methodology, and technology for education;

Summary of Responsibilities:
IREX COPs maintain overall responsibility for meeting program objectives and are based in the country of
performance. Among other duties COPs:
• Provide vision and strategic direction for the program
• Develop and implement a plan of activities to meet program objectives
• Develop and maintain effective partnerships with local organizations
• Serve as primary liaison with donor(s)
• Coordinate with local, regional and international organizations active in the education sector
• Manage and mentor project staff
• Coordinate with home office

Skills and Qualifications:
• Minimum 10 years professional experience in basic education development preferred
• Demonstrated commitment to education professionalism and development required

consultations in one or more of the mentioned areas of education sector support
• Regional experience strongly preferred
• Experience managing donor-funded activities required; USAID experience strongly preferred

Kyrgyzstan and Tajikistan. The Finance Manager will support the Chief of Party in meeting program objectives
and will be responsible for oversight of project finances and grant-making activities.

Summary of Responsibilities:
• Assure that the program meets all IREX, USAID and host country requirements relative to USAID funds
accountability and operations within the region
• Track and analyze all costs incurred under the contract
• Maintain financial records for all contract activities, including tuition and other costs for degree
programs, short-term technical training, and internships
4. • Ensure that appropriate financial record-keeping policies and practices are established and maintained
• Ensure that all procurement is in compliance with IREX policy and U.S. government regulations
• Monitor project budgets and provide required reporting

Skills and Qualifications:
• Advanced degree in business administration and management; with certification in accounting.
• Proven expertise with USG financial management and budgeting laws, regulations and practices.

The Eurasia Foundation of Central Asia is seeking an Executive Director to oversee its programs in Kyrgyzstan.
The Eurasia Foundation of Central Asia mobilizes public and private resources to help citizens participate in
building their future by strengthening their communities and improving their civic and economic wellbeing. More

The Executive Director will be the foundation’s senior representative in Kyrgyzstan, overseeing multimillion dollar

5. The Office of the United Nations Children’s Fund (UNICEF) in the Kyrgyz Republic announces the vacancy for
the post of: Executive Assistant, GS 5 (Fixed-Term Contract).
Under the supervision of UNICEF Country Office Representative, the incumbent performs secretarial functions.
The duties and responsibilities of the posts include:
• Arranges appointments and maintains supervisor’s calendar, receives visitors, places and screens
telephone calls and answers queries with discretion.
• Arranges meetings, both internal and external, some involving high-ranking officials, and takes minutes

Short title of Assignment: Perform interpreting/translating services

Background:
Under the overall guidance and directs supervision of Coordinator/Human Rights Officer, the
Interpreter/Translator provides interpreting/translating services OHCHR personnel, UN Staff on Mission,
Consultants and Experts. The Interpreter/Translator demonstrates a client oriented approach, high sense of
responsibility, and the ability to work with people of different nationalities and cultural backgrounds.
Objective:
The key objective of an interpreter/translator is to perform interpreting/translating services of oral and/or written
communications between English and Russian/Kyrgyz languages in a variety of settings.
Scope of work:
• Provide interpreting/translating services to OHCHR personnel and other individuals for OHCHR events.
• Translating orally or in writing all documents presented by staff and other individuals.
• Check translations of technical terms and terminology to ensure that they are accurate and remain
consistent throughout translation revisions.
• Proofread, edit and revise translated materials. Review translated materials for accuracy of meaning,
grammar and syntax.
• Prepare written translations of instructional materials, correspondence and forms from English into
Russian/Kyrgyz and vice versa when appropriate for use by staff and other individuals.
• Utilize equipment such as data processing equipment, copy machines, scanner, fax machine, ext.
• Answer inquiries from witnesses, NGO representatives, officials and individuals and interpret and
explain words and phrases for meaning and appropriateness
Reporting requirements:
Interpreter/Translator will submit interim report in agreed format stating all actions (translating documents and
interpreting services) taken during the assignment. First installment will be paid after submission of interim report
approved by Head of Office. Upon completion of the assignment the Interpreter/Translator will submit final report
for the whole assignment to be approved by the Head Office/Human Rights Officer and serve as a justification
for final payment.
Qualifications and Competences Required:
• Bachelor degree in Linguistics, philology or other related fields
• Work experience: at least one year in translation and interpretation, preferable with international
organizations
• Organizational and communication skills
• Good presentation and teamwork skills
• Computer skills (MS Office, Internet Explorer and others)
• Language skills: knowledge of the structure and content of the English language including the meaning
and spelling of words, rules of composition and grammar. Knowledge of the structure and content of
Russian/Kyrgyz languages including the meaning and spelling of words, rules of composition and
grammar, and pronunciation.
