BIL Programs Supported by the Joint Office
FY 2022-20226
The Joint Office will provide unifying guidance, technical assistance, and analysis to support the
following programs:
National Electric Vehicle Infrastructure (NEVI) Formula Program (U.S. DOT)
$5 billion for states to build a national electric vehicle (EV) charging network along
corridors
Charging and Fueling Infrastructure (CFI) Discretionary Grant Program (U.S. DOT)
$2.5 billion in community grants for EV charging, as well as hydrogen, natural gas, and
propane fueling infrastructure
Low-No Emissions Grants Program for Transit (U.S. DOT)
$5.5 billion in support of low- and no-emission transit bus deployments
Clean School Bus Program (U.S. EPA)
$5 billion in support of electric school bus deployments

Top TA Needs Identified states’ top TA needs by categorizing state feedback and inquiries into a list of TA topics and subtopics. ~70% of identified needs fall into the eight top TA topic categories • Joint Office sorted feedback (over 650 inquiries/comments) into 24 different topic categories. • Each of the TA topics include granular issues, such as the TA subtopic examples above.   1. A little bit about the how the Joint Office was established. The Joint Office of Energy and Transportation was established under the Bipartisan Infrastructure Law, also known as “BIL,” to address areas of mutual interest between the U.S. Departments of Energy and Transportation. The BIL was signed into law in November 2021. It was also known as IIJA (Infrastructure Investment and Jobs Act). This interagency approach supports the deployment of a zero-emission, convenient, accessible, and equitable transportation infrastructure. The Joint Office is a critical component in the implementation of the BIL, providing support and expertise to a multitude of programs that seek to deploy a network of electric vehicle chargers, zero-emission fueling infrastructure, and zero-emission transit and school buses. 
  2. - The Joint Office mission is to accelerate an electrified transportation system that is affordable, convenient, equitable, reliable, and safe. ​ And our vision is a future where everyone can ride and drive electric. In January of this year the U.S. National Blueprint for Transportation Decarbonization came out, which is a landmark strategy for cutting all greenhouse gas emissions from the transportation sector by 2050 BY 2030: 50% of all new EV sales be electric

The Joint Office supports several programs that were established in the Bipartisan Infrastructure Law including: The National Electric Vehicle Infrastructure, also known as “NEVI,” Formula Program. This program provides $5 billion in funding to states to strategically deploy EV charging infrastructure and establish an interconnected network to facilitate data collection, access, and reliability. This is designed to inspire confidence of EV drivers in a national charging network that will allow anyone to ride or drive electric There is also the CFI Discretionary Program which provides $2.5 billion in community grants for EV charging, as well as hydrogen, natural gas, and propane fueling infrastructure. if the transit agency is a unit of the local government, it is eligible.  If it is a subdivision of a state, it would be eligible. If the transit agency is an authority, agency or instrumentality of, or an entity owned by, 1 or more entities listed in the table below, it would be eligible. The Low-No Emissions Grants Program for Transit provides $5.5 billion in support of low- and no-emission transit bus deployments. Finally, the Clean School Bus Program distributes $5 billion in support of electric school bus deployments.

Long standing programs and history of providing technical assistance for almost 30 years through the Clean Cities Coalition network, with over 20,000 stakeholders nationwide Technical response service is part of that network, they are industry experts that have been providing answers to technical questions about alternative fuels for years For more complex issues and technical problem solving, our Tiger Teams program provides technical problem solving to overcome obstacles Technical assistance being offered by the Joint Office for the FTA is an extension of the Technical Response Service and Tiger Teams

The Joint Office technical assistance strategies are designed to help states, communities, and other stakeholders with their requests for corridor and community charging and fueling infrastructure deployment, electric school bus funding through the EPA, and transit bus funding through the FTA.  We are set-up to provide one-on-one meetings with states to address questions related to the NEVI Formula Program.  Our technical assistance concierge service provides three ways to contact the Joint Office technical assistance team, by phone, email, or web form. The concierge service contact methods are listed at the bottom of this slide.  Finally, the technical assistance support team has 50 staff members across 10 organizations ready to answer your questions on topics such as: Corridor development Data analysis and tools Stakeholder engagement Infrastructure development

Presentation notes: The Joint Office conducted an analysis to take feedback from states, as well as the results of state plan review, to determine the biggest technical assistance needs for states to move forward with NEVI implementation. Feedback was bucketed into over-arching technical assistance topics. The percentages represent the number of times that states have asked about each topic since the state NEVI plans were released. The top eight technical assistance topics shown here represent about 70% of all feedback received. The resulting ranking of technical assistance topics will inform how the Joint Office will focus efforts to provide technical assistance to states to address their needs. Each of these topics contain a number of subtopics to further categorize and break down the needs. Full list of subtopics for each of these eight topics (NOTE – these are still evolving so are just included as examples rather than a final list): Site Considerations: Permitting, Charging need (number/type), Assessing gaps, Site evaluation criteria, Signage, Futureproofing, ADA Compliance, Identifying hosts, Phased approach, Existing sites, Emergency/resiliency/seasonal planning, Other Utilities: Engagement, Planning infrastructure upgrades, Forecasting grid impacts, Siting infrastructure, Managing soft or operating costs, Rate design, Grid resiliency/DERs, Other Procurement Considerations: Buy America compliance, Purchasing stations before Final Rule, Supply chain, Equipment costs, Technology/provider issues, Other Equity: Quantifying and maximizing DAC benefits, Meeting equity and program goals, Identification, Outreach, DAC definitions, Other Operations and Maintenance: Cost allocation for O&M (i.e., funding to set aside for O&M), Five year operation requirement, Operational costs and fees (e.g., pricing structure and revenue), Minimum standards and requirements, Other Contracting: Identifying contracting models/providers, Selecting contracting models/providers, Sample language/example RFPs, DBE, Other Rural Infrastructure: Education and Outreach, Siting, Networking, Power Supply/Utility Considerations, Other Labor and Workforce: Workforce standards, Eligible costs (e.g., community college training), Trained professionals, Training, Other

The Joint Office is currently considering the best venue to address each topic, which include: Spreading awareness of existing tools that have been developed to address these concerns Hosting webinars to bring in experts or share lessons learned from other states Developing new materials to address gaps in what already exists: Developing one-pagers Hosting new web content Creating new tools or updating existing tools

We are excited to build upon the extensive history in clean transit bus technical assistance to offer the Transit Vehicle Technical Assistance Concierge Service through the Joint Office and FTA Transit agencies that are currently receiving FTA funds or are planning to apply for future rounds of funds are eligible to receive technical assistance The goal here is to provide agencies with the knowledge, tools, and information needed to successfully plan for and deploy clean transit buses

Low-No help transit agencies buy or lease U.S.-built low- or no-emission vehicles, including buses and vans, facility and station upgrades to accommodate low- or no-emission vehicles, and supporting equipment like battery electric charging. The Bipartisan Infrastructure Law provides $5.5 billion through FY 2026 for the Low-No Program – more than six times greater than the previous five years of funding.

Before I dive into the technical assistance that the Joint Office and NREL are providing for FTA, I wanted to frame the discussion with a quick background on DOE and NREL’s extensive history in clean transit bus technical assistance We have over 15 years of experience providing technical assistance for clean transit buses (propane, natural gas, and electric), and are in our 30th year of providing technical assistance through the Clean Cities coalition network Not only do we proactively provide resources and planning based on anticipated needs, but we’re also great at providing reactive assistance to solve technical issues with a fleet We understand that hands on assistance that is unique to each transit agency is a key part of what’s needed with clean transit bus technical assistance
  11. The Joint Office Technical Assistance team is prepared to help with all of these topics. We have received dozens of TA requests in the last few months that have ranged from general inquiries to detailed and ongoing fleet and infrastructure analysis projects. Example scenarios / questions: (Note that this is just a sampling and not meant to be inclusive) Best practices and steps to coordinate with electric utility Funding availability (outside of FTA funds) Assistance determining charging infrastructure needs (# of chargers, layout, charging strategies) Route analysis - are electric transit buses a good fit for my routes? Route planning - how can I determine what routes may benefit the largest percentage of my agency’s disadvantaged communities? Assistance determining what kind of training is needed for your drivers, mechanics, first responders, and others What to think about when considering vehicle to grid or building The overall message is that if it's something you can't answer or aren't 100% certain about, that's when the Joint Office comes in The Transit Bus Concierge service is a team of experts in advanced transportation available to answer questions, identify resources, and make connections. You can count on us to provide this expertise and be an extra set of hands. The concierge also has connections to other government and national laboratory staff and other experts across the industry. If we don’t know the answer to your question, chances are we know someone who does and can reach that person quickly.
