The SYNOPSIS project concerns Storytelling and Fundraising for Cultural Heritage professionals. Cultural heritage covers a variety of activities, and a system of values, traditions, knowledge, and lifestyles that characterise society. The heritage sector has to deal with new challenges and it is therefore necessary to develop new professionalism, able to promote and support cultural heritage as it improves not only the overall economic growth and employment, but also social cohesion and environmental sustainability. Storytelling and fundraising skills assume a fundamental role in connecting the past to the future. Cultural Heritage storytelling is concerned with “communicating through stories”, creating narratives through which a cultural heritage enters into an emphatic relationship with people, managing to arouse public emotion. The purpose is to engage people to protect, exploit cultural heritage, and support it financially. This presentation presents a basic introduction to European culture policies

3. EU Cultural Policies
EU cultural policies, among others, are largely shaped by the six
priorities identified by the European Commission for the fifth-year
period 2019-2024.
 Together, these priorities form a cohesive strategic framework, part of
the overall political strategy of the EU, to which the contribution of
culture and creativity are considered of paramount importance.
 While the definition of the next European Agenda for Culture is still
ongoing, its 2018 version already lays out the challenges, objectives,
and proposed actions to support culture-based creativity in Europe.

4. The six priorities can be divided into three areas:
• Social
• Providing European citizens with more opportunities to experience culture and enhance their creativity;
• Promoting mobility in the cultural sector;
• Safeguarding and promoting European cultural heritage.
• Economic
• Promoting education and training in the field of culture;
• Providing cultural industries with more opportunities related to finance, innovation,
and cooperation.
• External
• Fostering culture as a vehicle for sustainable economic development, intercultural
dialogue, and cooperation.

5. These pillars are further developed in the multi-annual Work Plan adopted by the Council of the EU,
where Member States define their guiding principles and policy priorities in the field of culture. For
the period 2019-2022, its guiding principles are:
• The intrinsic value of culture and diversity;
• Their ability to contribute to social and economic development;
• A holistic and horizontal approach in legislation, financing, and cooperation;
• Dialogue and cooperation at the Member States, institutional, and civil society level;
• Constant engagement of all actors involved to achieve better governance;
• The monitoring role of the Presidency of the Council;
• A flexible Work Plan for Culture, able to adapt to the evolution of an ever-changing policy
environment.

6. EU policies and programs play a major role in supporting the
Agenda's goals at the operational level.

In this framework, EACEA (the executive agency of the
European Commission responsible for the management of
funds in the areas of education, culture, audiovisual, sport,
citizenship and volunteering) manages the European
programs most closely related to this sector, including
Creative Europe and Erasmus+
