1. The goal of the Bridging Affordability program is to
help families achieve self sufficiency.
Individualized Case Management and Supportive
Services are critical components in achieving that
goal.
Case Management, combined with the rental
subsidies, supports the client as they move toward
economic stability and long term housing stability.
Each client is assessed by a professional case
manager, who then works with the client to develop a
goal plan which meets the unique needs of that
family.
Clients are connected to other support services such
as education, employment, child care and life skills.
Progress towards goals is monitored closely and
adjusted as needed to ensure client success.
The Bridging Affordability Program is administered by Northern Virginia Family Ser-
vice (NVFS) in partnership with Fairfax County Department of Housing & Community
Development. The program combines rental subsidies and case management supportive
services with the intent of moving families forward toward self-sufficiency.

2. Client Impact: With rental assistance from Bridging Affordability and Case Management from
a community partner Jane has made great improvements in 6 months. She has maintained full time
employment and received a promotion. Her son began school at NOVA with a focus in International
Business while maintaining a part-time job. Jane is currently studying for a CDL license, and her
future goal is to become a commercial driver. She is working closely with an employment counselor
to assist with job search, update her resume and practice interview questions. Her short term goals
are to improve her English with ESL classes, increase her income and find employment with grow-
ing possibilities.
Program Requirements
Households must work towards self-sufficiency; rental assistance ends (24 months).
Household must agree to work intensively with a case manager.
Households will be responsible for 30% of adjusted-income toward rent and utilities.
Mandatory Eligibility Requirements
Must be homeless or on an approved Fairfax County affordable waitlist
Households must have a source of income.
Gross income must meet AMI income limits of 30% for homeless households and 50% for waitlist
households.
Must live or work in Fairfax County.
Household must meet US citizenship guidelines.
Household members must not violate criminal conviction guidelines.
Application and Referral Process
Homeless - Partner agencies may submit applications for in-house homeless clients.
Waitlist - A mailing will be sent to waitlist households who will be directed
To contact NVFS for an eligibility screening.
If eligible to submit completed application.
NVFS will determine eligibility and issue a BA Certificate.
HCD will provide upfront and annual HQS inspections.
NVFS will administer subsidies directly to landlords.
