Description:
Extend Metrorail Silver Line 11.2 miles from Wiehle-Reston East to Route 772 in
Ashburn. This rail extension will include the construction of six new rail stations: three in
Fairfax County, one at Dulles International Airport, and two in Loudoun County.
Total Project Estimate:
$2.778 billion

Soapstone Connector Project Status
• FCDOT responded to a request from the Virginia Department of Historic Resources.
• Necessary before Environmental Assessment (EA) approval.
• VDOT currently conducting preliminary engineering (e.g. survey, geotechnical, etc.)
tasks ahead of EA approval.
• Funding agreement between VDOT and Fairfax County for the implementation of the
project executed December 19, 2017.
• Current Funding:
• $ 9.9 million in FY 23-24 federal RSTP funds.
• $ 6.54 million in FY19-20 Revenue Sharing funds.
• Local Funds:
• $ 7.74 million in NVTA 30% Local or C&I
• Grant Applications Submitted:

Hunter Mill Road and Sunset Hills Road Study

Description:
Study alternatives along Hunter Mill Road and realignment options from Dulles Toll Road to Crowell Road, with
roundabouts as the intersection control. Alternatives are meant to address congestion; address queuing along
Hunter Mill Road and Sunset Hills Road; improve access to the Dulles Toll Road by minimizing congestion; and
maintain Hunter Mill Road’s character by applying context sensitive solutions.
Recommendation:
Sunset Hills Road as it terminates at Hunter Mill Road provides for the primary access to the Dulles Toll Road for the
residential areas and commercial office areas within the eastern periphery of Reston. To facilitate this access and
provide better spacing between intersections, Sunset Hills Road should be realigned east of the Edlin School to
Crowell Road to create a four-leg intersection. A roundabout is the preferred control at this intersection, and in the
vicinity of the intersection the realignment, should go no farther north than Crowell Road. The realignment should
avoid adverse impacts to the Resource Protection Area. When the road is designed, the distance from the Hunting
Crest community should be maximized, noise impact studies should be conducted, and there should be no direct or
indirect connection to Hunting Crest Way. The realigned Sunset Hills Road should retain the minor paved trail
designation for Sunset Hills Road recommended in the Countywide Trails Plan

Road to four lanes between Crowell Road and Sunrise

westbound Dulles Toll Road Ramps, and to include
consideration for a roundabout at the intersection of
Hunter Mill Road and the realigned Sunset Hills
Road/Crowell Road at the time the realignment of
Sunset Hills Road occurs.
Next Steps:
• Identify funding for initial design.

Description:
Extend Town Center Parkway from Sunrise Valley Drive west of Edmund Haley Drive
under the DTR to Sunset Hills Road. The facility will also include bike and pedestrian

Route 7 Widening (DTR to RestonAvenue)
Description:
Widen Route 7 from 4 to 6 lanes from Jarrett Valley Drive to Reston Avenue, with
intersection improvements, shared use trail on both sides of road, and upgraded
bus stops.
Total Project Estimate:
$314 million
Status/Schedule:
• Board endorsed design plans: Spring 2017
• VDOT issued a Design-Build Request for Qualifications in August 2017
• Formal Request for Proposals was issued in November 2017
• Bids received on March 29, 2018
• CTB award and NTP to the design-build contractor in July 2018

Fairfax County Parkway at Sunrise Valley Drive
Interim Improvement
Description:
This project will improve the capacity of the intersection. Geometric and operational changes are
proposed along the northbound and westbound approaches to the intersection. The northbound right-
turn lane would be converted to a shared through and right-turn lane. An additional westbound
through lane would be added to allow for two left-turn lanes. Other improvements include
bike/pedestrian facility enhancement and additional guidance signs.
Dulles Rail Phase 2 is responsible for a project to improve eastbound left turn capacity.
Total Project Estimate:
• ~$1-2 million
• The Reston Service District Advisory Board and County Board of Supervisors have approved
$500k for the project
