Tysons 3 Recap of FY 2017 Service District Tax Rate Recommendation • It is anticipated that the service district tax rate will be reviewed and reevaluated annually. • On March 29, 2016, the advisory board recommended holding service district rate at $0.05/$100 of assessed value for FY 2017. • The Board approved a service district rate of $0.05 for FY 2016 on April 26, 2016. • $3.6M collected in FY 2017 as of November 1, 2016. • ~ 52% of FY 2017 estimate.

Tysons 9 Approved Development • 27 major rezoning applications approved in Tysons • Five rezoning applications were approved in the past year; • Tysons Corner Center Proffer Condition Amendment – land uses changed from office to residential (no increase in Gross Floor Area), resulted in additional 230 residential units. • The Boro – 15 structures. 4.2M sq.ft. mixed‐use development with over 2,000 residential units. • Arbor Row, Block D – Modified Block D hotel to a residential use with 140 residential units. First FDP in Tysons for condos. • The Highland District – 6 structures. 1.8M sq. ft. mixed‐use development with up to 1,690 residential units. • Tysons Technology Center – approval for a lit, synthetic athletic field. No increase in GFA on the site.

Tysons 14 Tysons‐wide Roadway Projects Phase I Update (Table 7) Jones Branch Connector • Develop a new Multimodal Connection across the Beltway to improve circulation in Tysons, reduce congestion, support future development and enhance mobility for pedestrians, bicyclists, transit riders, and drivers. • FCDOT administered Design, and Right‐of‐Way (ROW) phases; VDOT will administer Construction (CN). • Final Design plans completed May 2016. • Advertisement for Construction in August 2016. • Bids due November 30, 2016. • Construction expected to begin in early 2017, and to be completed by late 2018.

Tysons 16 Tysons‐wide Roadway Projects Phase I Update (Table 7) Route 7 Widening Phase I (Reston Avenue to Dulles Toll Road) • Widen Route 7 from four to six lanes from Jarrett Valley Drive to Reston Avenue. • Project will include intersection improvements, and 10 foot shared use both on both sides of road. • Fully funded: $235 million. • Design in progress. • Project to be built in one phase. • Public Hearing held November 15, 2016. • Construction start Spring 2019, and estimated to be completed Fall 2025. Route 123 Widening (Route 7 to I‐495) • Staff is initiating an analysis of the Comprehensive Plan recommendation to widen Route 123 from six to eight lanes. • This segment of the roadway will be evaluated as part of the Route 123 Superstreet project.

Tysons 21 Tysons‐wide Roadway Projects Phase I Update (Table 7) Other Route 7 Improvements (Not funded by Service District) Route 7 Bridge over Dulles Toll Road • Project will widen bridge from 4 to 6 lanes. Total length ~0.4 miles. • Shared use path for pedestrians and bikes in each direction. • Project will improve access to Tysons and Spring Hill Metrorail Station from the west. • Design‐build contract awarded June 2015. • Final design, right‐of‐way, utility relocation, and construction underway. • Estimated construction completion May 2018.

Tysons 24 Tysons Grid Update (Not funded by the Service District) Lincoln Street • Proposed street to connect Route 123 to Magarity Road. • Serves to move traffic from existing/approved developments along Old Meadow Road to Magarity Road. • No new development expected along most of Lincoln Street. • Additional access to residential units on Old Meadow Road. • On October 18, 2016, the Board approved $1.2 million for feasibility study.

Tysons 26 Transit Service Enhancements (Not funded by the Service District) • Enhanced transit service to capitalize on Metrorail investment and support transit oriented development • Improvements include: • Neighborhood bus routes • I‐495 Express Lanes service • Bus Rapid Transit routes • Circulator routes serving Tysons’ Metrorail Stations • More information on the next slide • Fairfax Connector continually monitors ridership and redevelopment in central Tysons to provide convenient Metrorail station connections

Tysons 27 Transit Service Enhancements (Not funded by the Service District) Tysons Circulator Service (Short Term) • The first phase of the Circulator system, serving the Metrorail stations began July 24, 2014. • Changes implemented in May 2015 in response to rider feedback and to provide more direct, two‐way service for the majority of riders • Three routes: • 422 – Boone Blvd‐Towers Crescent • 423 – Park Run‐Westpark • 424 – Jones Branch Drive • Serving Tysons weekdays, Saturdays, and Sundays

Tysons 28 Transit Service Enhancements (Not funded by the Service District) May 2016 Service Changes 422 ‐ Restructured service and implemented a new schedule to align resources with ridership, focusing service on route segments with higher ridership, with a service frequency of approximately every 15 minutes. 424 ‐ Implemented Saturday service in response to ridership, public requests, and new development in Tysons. Route 424 is the busiest circulator route in Tysons, carrying approximately 800 weekday passengers.

Tysons 30 Tysons Neighborhood Study (Not Funded by the Service District) • Phase I of analyzed 19 intersections outside of Tysons to determine the traffic impact of the adopted Tysons Comprehensive Plan on adjacent communities. • Completed in 2010. • Phase II of the was initiated in 2012, and includes the following: • An additional 10 intersections; total of 29. • Latest land use information based on rezoning approvals/applications. • Use of Consolidated Traffic Impact Analysis model to analyze intersections and identify mitigation measures. • Development of mitigation measures. • Study expected to be complete late 2016. • Construction of improvements scheduled 2018 to 2030.

Tysons 32 TMSAMS Study • Tysons Metrorail Station Access Management Study (TMSAMS) purpose: prioritize access improvements to the Metrorail stations in Tysons. • Completed in 2011. • Staff recommendations approved in May 2012, and many funded in the Board’s Four‐Plan for Transportation. • Staff currently working to design/construct these projects. • 17 Complete • 9 in Design • 3 in Right of Way • 6 in Construction

Tysons 34 TMSAMS Major Projects (Not funded by the Service District) • Route 7 Walkways on Both Sides under Route 123 (2015 est. $3,965,000) • In design; anticipated completion in July 2017. • Vesper Trail from Vesper Court to Route 7 (2015 est. $1,715,000) • Design and ROW complete. Construction scheduled to begin in Fall 2019. • Route 7 Walkway from Dulles Toll Road to Beulah Road, est. $5,375,000 • This project to be constructed as part of VDOT’s Route 7 Widening project from Jarrett Valley to Reston Parkway. Tysons 36 Table 7B Projects (Not funded by Service District) Projects resulting from further analysis of the road network and planned land use densities. • Superstreet (Route 123 between the Dulles Access Road overpass and International Drive). • Underpass at Dolley Madison / Great Falls / Lewinsville intersection. • Improvement of the intersection of Magarity Road and Rt. 7 • Cleveland Ramp ‐ Modification to the eastbound off‐ramp from the Dulles Access Road to Dolley Madison • Two preferred alternatives have been identified and analyzed. • Coordination meetings with VDOT, MWAA, and Dominion Virginia Power have been held. • Final report was completed in Spring 2016. • Route7/Route 123 Interchange to allow additional capacity. • Gallows Road at Gallows Branch, to I‐495 SB Ramp
