This document provides a summary of development, transportation projects, and studies in Tysons, VA. It discusses: 1) Recent development including new residential and office buildings as well as current construction projects. 2) Planned and approved development that will add over 60,000 residents and 160,000 jobs by 2050. 3) Transportation projects to improve roads and connectivity including the Jones Branch Connector and Route 7 widening. 4) Amendments to Tysons' comprehensive plan to reflect completed studies and additional work.

- 3. Tysons 3 Recap of FY 2015 Service District Tax Rate Recommendation • The advisory board endorsed holding the service district rate flat from FY 2014. • Recommended a tax rate of $0.04/$100 of assessed value for FY 2015. • The Board approved a service district tax rate of $0.04 with the adoption of the FY 2015 budget. • It is anticipated that the service district tax rate would be reviewed and reevaluated annually.

Tysons 4 Recap of “Modified Bell Curve” Model Results • Payoff period finishes in 2048 • Reduces tax rates in last years • Most years at $0.06 tax rate • Increases gross tax revenue contributions • When combined with Dulles Rail Phase I, does not exceed $0.29 planning cap • Bell curve proposes an increase in tax rate from $0.04 to $0.05 in FY 2015.

Tysons 8 Current Major Construction Activity Currently seven buildings are under construction, totaling 2.4M square feet; Office ‐ 1,104,000, Retail – 38,000, Hotel – 252,000 Residential 1,015,000 (890 units) Projects currently under construction include; • Tysons Corner Center; three additional structures in Phase I, including a 28‐story residential, hotel, and retail structures • Tysons II; 1755 Tysons Blvd office building • Arbor Row Building E; 27‐story residential • Scotts Run South; MITRE 4 office building • Tysons Overlook; 11‐story LMI Headquarters office building

Tysons 10 Approved Development • 19 major rezoning applications approved in Tysons (six prior to plan approval) • Three rezoning applications were approved in past year. • 107 acres; an additional 605,000 SF of non‐residential and 1.9M SF of residential development (in 2,029 units). • The Capital One PCA application was an amendment that did not add any new development potential. • Estimated to accommodate 3,500 new residents and 1,400 new employees. 2014 Annual Report: Tables 3 & 4, pages 10‐13

Tysons 18 Tysons‐wide Roadway Projects Phase I Update (Table 7) Jones Branch Connector • Preliminary design (30% level) developed; • Comments received from VDOT. • The Interchange Modification Report (IMR) and National Environmental Policy Act (NEPA) reevaluation related documents have been prepared and are being reviewed. • Final approval anticipated early 2015. • FCDOT will administer the Preliminary Engineering (PE) and Right‐of‐Way (ROW) phases. VDOT will administer Construction (CN). • Current Activity: Intermediate design in progress, preparation continuing for a planned December 2014 public hearing. • Scheduled completion of construction – 2018.

Tysons 21 Tysons‐wide Roadway Projects Phase I Update (Table 7) Rte 7 Widening (Dulles Toll Road to Reston Ave) • Total project estimate is $300M • Partial funding for preliminary engineering included in VDOT’s Six Year Improvement Program. • VDOT currently pursuing additional funds through NVTA regional sources. • A market research study and traffic engineering study of constructing express lanes (high occupancy toll lanes) along corridor were recently completed by VDOT. • Preliminary design, including alternative intersection analysis, is in progress.

Other • Rte 7 Bridge over Dulles Toll Road • Project estimate ~ $34 million. • Design‐Build bridge widening project. • Project will begin implementation early CY 2015.

Tysons 24 Tysons‐wide Roadway Projects (Table 7) Tysons East Dulles Connector Ramp Alternatives Analysis • Study currently underway. • Developing and evaluating alternatives that provide a connection from eastbound Route 267 off ramp to Scotts Crossing Road, to enhance the grid of streets, as recommended in the Tysons East Consolidated Traffic Impact Analysis (CTIA). • Coordinating with VDOT and MWAA to ensure designs are constructible and can be carried forward to a future Interchange Modification Report/Request. • Analysis completion anticipated in Early 2015.

Tysons 25 Amendments to Tysons Comprehensive Plan • The Comprehensive Plan for Tysons, adopted in 2010, recommends additional work and studies that should be undertaken to implement the long‐term vision for Tysons • Examples of additional work and studies include detailed street grid and ramp studies, urban design guidelines, and a transportation funding plan • Most of the recommended studies and implementation plans have been completed, so the Tysons Plan is proposed to be amended to reflect this additional work.

Tysons 26 Amendments to Tysons Comprehensive Plan (continued) • The amendment to the Tysons Plan will be addressed in three separate sections: • Implementation, Land Use, Urban Design (review completed) • Transportation (review underway) • Parks, Public Facilities, and Other (review starting late 2014 or early 2015) • The three sections will be combined into one plan amendment with target Planning Commission and Board hearing dates Spring 2015

Tysons 28 Grid of Streets Update • Consolidated Traffic Impact Analyses (CTIAs), three conducted (Tysons East, Central, and West) to: • Determine current and future traffic conditions, • Evaluate and optimize the grid of streets, and • Determine right‐of‐way needs. • Examines best possible traffic flow with minimal impact to environment and property. • Examines how Tysons can be transformed into a walkable urban center through redevelopment of land and corresponding grid of streets.
- 29. Tysons 29 Grid of Streets Update (continued) • Tysons Central, East, and West CTIAs complete, and approval received from VDOT. • Currently working with stakeholders on the alignment of State Street • Three alternatives appear to be the most promising. • Final report drafted (under review)

Tysons 30 Transit Service Enhancements • Enhanced transit service to capitalize on Metrorail investment and support transit oriented development. • Improvements include: • Neighborhood bus routes • Express Routes • Bus Rapid Transit routes • Circulator routes serving Metrorail Stations in Tysons • More information in the next slide.

Tysons 31 Transit Service Enhancements Tysons Circulator Upcoming Service (Short Term) • The first phase of the Circulator System, serving the Metrorail stations started on July 24, 2014. • Three routes: • 422 – West Tysons – Greensboro • 423 – Central Tysons – Tysons Corner • 424 – North Tysons – Springhill • Serving Tysons weekdays, Saturdays, and Sundays • Initial bus ridership showing growth in weekdays over summer period in 2013. • Weekend bus ridership is up significantly over last year.
- 34. Tysons 34 Tysons Neighborhood Study • Phase I of this study analyzed 19 intersections outside of Tysons to determine the traffic impact of the adopted Tysons Comprehensive Plan on adjacent communities. • Completed in 2010. • Phase II of the Tysons Neighborhood Study was initiated in 2012, and includes the following: • An additional 10 intersections; total of 29. • Latest land use information based on rezoning approvals/applications. • Use of CTIA analysis model to analyze intersections and identify mitigation measures. • Draft mitigation measures being developed. • Public/Stakeholder meetings Fall 2014 to Winter 2015; study expected to be complete Spring 2015.

Tysons 35 Outline • Determine intersections to be analyzed (completed) • Estimate future (2030) morning and evening peak hour traffic volumes at the intersections (completed) • Conduct analysis and determine preliminary mitigation measures ‐ apply tiered approach (nearly complete) • Provide preliminary graphics of mitigation measures (nearly complete) • Conduct stakeholder meetings (being scheduled) • Revise mitigation measures and finalize documentation

Tysons 39 TMSAMS Study • Tysons Metrorail Station Access Management Study (TMSAMS) purpose: prioritize access improvements to the Metrorail stations in Tysons. • Completed in 2011. • Staff recommendations approved in May 2012, and many funded in the Board’s Four‐Plan for Transportation. • Staff currently working to design/construct these projects.
- 41. Tysons 41 TMSAMS Major Projects • Route 7 Walkways on Both Sides under Route 123, est. $2,400,000, est. complete 2015 • Proceeding with final design. Schedule adjusted in June due to the need for retaining wall. • Route 123 Walkway from Anderson Road to Great Falls Street/Lewinsville Road, est. $1,200,000, est. complete 2016 • Pre‐Final design submitted to VDOT for review September 2014. • Geotechnical report comments received (under review).

Tysons 42 TMSAMS Major Projects (continued) • Ashgrove Trail Repaved • Completed July 2014. • Vesper Trail from Vesper Court to Route 7, est. $1,500,000 • Intermediate plans received October 2014 (under review). • Scotts Run Walkway from Magarity Road to Colshire Meadow Drive, est. $2,300,000 • Expect FCPA to construct. • Route 7 Walkway from Dulles Toll Road to Beulah Road, est. $5,375,000 • Preliminary plans to be distributed the week of 10/20/14. • Schedule to be developed upon preliminary design review completion based on potential phasing of the project.
