Neither is worth the trouble of the work, expense, possible repercussions from the landlord, and
what they could do to your dogs.
If your dogs are outside unsupervised long enough for your neighbors and their visitors to be coming
and going and for this to happen repeatedly, I suspect they are out unsupervised for too long a time.
Other than a 2-5 minute potty break when needed, or, if one is in the mood for a long sunbath during
which I check on that dog frequently, I am out in the yard with my dogs when they go out.
I own my property and have a lock on the fence. I just want to make sure they are safe, happy, and
not barking and disturbing neighbors.
And, just in case, I've trained my dogs to
wait for permission before going through
the opened gate.
