The document summarizes a perimeter security solution from Huneed Technologies called FOMGuard. It uses fiber optic sensors installed along barriers like fences to detect intruders within 10 inches of accuracy without outdoor electronics. Combined with Cisco's Video Surveillance Manager, it automatically moves cameras and provides intruder location and response. The solution provides reliable, automated perimeter protection and surveillance for critical infrastructure at a lower long term cost than alternative options.

Product Description
FOMGuard is a Perimeter Intrusion Detection System providing the latest in innovation for securing
today’s vital infrastructures. A perimeter is secured with a Fiber Optic Sensor Net which is installed along
an existing perimeter barrier such as chain-link fences or walls. Based on Optical Time-Domain
Reflectometer (OTDR) technology, the system is able to detect all intruders within 50cm [10 inches]
accuracy, eliminate false alarms and requires no outdoor sensors, electronics or power supplies! With
the potential massive losses that can be caused by even a single intruder, FOMGuard provides
perimeter security and peace of mind like none other.

3. USAF Technical Evaluation
The FOMGuard system was tested by the US Air Force in 2004 as part of the US FCT (Foreign
Comparative Testing) program. The following results were achieved, which met or exceeded all USAF
requirements:
Average accuracy of ±25cm [10 inches]
Detected all assisted and unassisted climbing tests
99.78% Maintenance Operation Availability (next to no downtime)
No false alarms detected over the 3 month test duration
Not affected by EMI/RFI
Interfaced with USAF Annunciators
Eglin Air Force Base, Florida Assisted and unassisted climbing tests
The Challenge
Demand for perimeter security has risen sharply over the past several years. This demand has pushed
for great advancements in perimeter security technology, but even today most technologies are prone to
the same drawbacks:
High false alarm rates which greatly reduce the overall effectiveness of a system
Requires outdoor sensors, electronics and power supplies
Vulnerability to defeat
Zone detection, meaning intruders are reported by a large area and operators have to search for
the intruder’s location
But detection alone is not enough to effectively deal with an intruder. In the past, surveillance systems
would display dozens of camera feeds simultaneously with human operators having to monitor them all.
Human video monitoring is expensive and fails to identify many intruders. To effectively deal with
intruders and reduce hundreds of hours of video recording, the operator should only have to worry about
actual intruder events. The integration of IP and analog cameras also is an increasing concern, as many
systems today move towards IP based systems.
4. The Integrated Solution
Effective perimeter security allows end users to deal only with actual intruders and not worry about
whether or not the event was caused by other factors such as wind or small animals. FOMGuard
provides detection with a high amount of accuracy while eliminating the guess work associated with false
alarms. Cisco’s Video Surveillance Manager provides the Video Management, Storage and Access
capabilities needed to effectively monitor and assess a situation.
FOMGuard combined with Video Surveillance Manager provides a powerful, fully automated and highly
scalable system with comprehensive detection and surveillance capabilities. By communicating through
event messages over an IP network, the system can be configured to react to events in a wide variety of
ways, including:
Move camera presets to the exact alarm location
Automatically change monitor views to focus on the intruder
Display the intruder’s location on a digital map display
Send email notifications

6. The Value Proposition
Reliable perimeter detection and surveillance is vital in securing critical infrastructure. A single
undetected or mishandled intruder can lead to massive losses and requires nothing but the finest in
perimeter security for prevention. FOMGuard provides early warning against intruders while Cisco Video
Surveillance Manager provides the necessary tools to immediately assess and respond to a situation.
The value is seen not only in deterring and detecting intruders, but the short and long term benefits the
system provides:
The ability to locate intruders within 50cm [10 inches] and automatically move cameras to the
location cuts down on the number of cameras required to effectively cover a perimeter
FOMGuard requires no outdoor electronics that would need protection from environmental
conditions such as extreme temperatures or lightning
No power needs to be supplied to the Fiber Optic Sensor Net along the perimeter
System is low maintenance and does not need sensitivity adjustments or frequent maintenance
checks
Automation and reliable detection cuts down on the number of security guards needed to patrol
the perimeter
Can be expanded to include a full suite of video analytics to aid in the monitoring of areas close
to the perimeter
The ability to enhance the deployment with a broad range of future advanced technologies for
event notification to radio networks and users on extended networks with collaborative tools
