Background
Data compilation is from 2009-2011 PLHIV Stigma Index data from nine countries: Kenya, Nigeria, Zambia, Estonia, Poland,
Malaysia, Philippines, Argentina and Mexico. It reports and analysises 6078 informants’ (60% women) answers to eleven
questions focussing on the workplace, reviewed and disaggregated across different factors, particularly gender and location.
HIV continues to be a major obstacle to employment security. PLHIV-related stigma and discrimination directly impede access to
work, obstructing entry to the labour market, changing the type of work individuals are allowed to perform, preventing promotion,
triggering dismissal, and impeding access to adult education and training. In the 12 previous months:
• 8% respondents (Estonia) to 45% (Nigeria) had lost their job or source of income as a result of their HIV status alone.
• 5% respondents (Mexico) to 27% (Nigeria) were refused the opportunity to work.
• 4% respondents (Estonia) to 28% (Kenya) had had their nature of work changed or were refused promotion due to HIV status.
• Wide-ranging discriminatory attitudes from employers/ co-workers were reported: 8% respondents (Estonia) to 54% (Malaysia) reported
discriminatory reactions from employers once aware of employees HIV status. Similarly, 5% (Estonia) to 54% (Malaysia) reported discrimina
tory reactions from co-workers who became aware of colleagues HIV status.
HIV stigma and discrimination decrease individuals’ employment performance and employment prospects. Governments,
international agencies and civil society need to protect rights at work by implementing the ILO Recommendation on HIV and AIDS
and the World of Work (No.200), enshrined in the Political Declaration on HIV/AIDS 2011.
This abstract provides a global snapshot of HIV-related stigma and discrimination as it impacts on entering work or staying in work.
HIV remains a major obstacle to individuals attaining decent work and a reason why they are denied work.
