• main challenges : increasing droughts frequency, old tools ( monitoring,
forecasting) or lack of experience in Drought data analysis - info
management for decision support, lack of CL Ch aspects recognition in
agro-D management + lack awareness on IDM at national – local levels,
no link between RBM and DM;
• Objectives: Upgrading agricultural drought monitoring and forecasting
at country (Ukraine) and transboundary ( Dniester RB MD-UA) levels to
improve information for decision making related to DM

• analysis of main agroclimatic trends (T,R, W soil) for period 1961-2014 for
Ukraine territory + Dniester RB
• Analysis of drought indexes, introduction SPI (UA-MD), dry period index
development (MD)
• Revision of agroclimatic zoning under ClCh: Ukraine territory and Dniester RB
• Upgrading of forecasting model for identification of 2 crops yield losses
caused by droughts (UA)
• collection of data on Soil Moisture Holding capacities and measures for Soil
Water conservation/ harvesting and soil erosion reduction - Guide
development -MD
• Publishing of infomaterials+ awareness raising among N-L authorities and
farmers on IDM – 4 events ( UA)+ series of workshops for stakeholders (MD)

• T-R-W trends based on analysis agrometeorological data of 140-
180 HM stations in UA + 7 HM Stations in MD;
• Revised agro-climatic zoning and ACZ map of UA territory +
Dniester RB (MD-UA);
• Updated forecasting models for 2 crops (Winter Wheat +Spring
Barley) yield losses caused by droughts (UA)
• Case study on soil moisture conservation and harvesting (MD)
• Publications: New ACZ + Recommendations (UA) +Guide on soil
moisture conservation + IDMP ACZ of Dniester RB posters (MD)
for awareness raising on DM and DM planning among
politicians/authorities and farmers - stakeholders

• Introduction of SPI for operational work ( data analysis and
information provision for HM information consumers: state
authorities (Minagro) local - farmers
• Improvement of knowledge on soil water holding in
historic retrospective and droughts in UA context
• Estimation of soil moisture conservation & soil
erosion based on field experiment (MD);
• soil erosion reduction measures – (MD);
• Contribution to:
- NAP to combat desertification UA
- Strategy on ClCh and Rural develo-t 2015-2020 -MD

main CLCH trends and new ACZ maps can be used in other sectors: forestry ,
Water management and other RB Management Planning
Updated Forecast Model - for development of FM for other crops
Soil erosion protection measures for the Dniester could be applied in other RBs
lessons learned: Better coordination between partners & countries is needed
from project planning stage
Capacity development of key stakeholders on D risks assessment and proactive
IDM is needed
authorities are ready to commit to the planning of DM activities in local
agendas, but experience in this domain is very poor.
Cooperation with relevant EU institutions is needed
More attention - to erosion protection measures effective for soil moisture

•Obtained results will be used for the preparing of the project files for local
authorities for the implementation of the strategy on ClCh and rural development
for the period 2015-2020
•National events during 2015-2016 to assist to rural authorities in planning of the
water infrastructure and erosion reduction measures in Dniester river basin
•Main follow up: evaluation of risks and mapping of the risk zones based on erosion,
moisture content and other indicators
•Consultation meetings with rural authorities and development of proposals for
local agendas on drought management, moisture conservation, erosion reduction,
crops rotation and use of irrigation
•Main aspect for continuation of the activities risk management in case of droughts
and development of relevant proposals, methods for estimation and evaluation, EU
experience etc
