Parking petition at the
Crescent West
shopping parade
In July 2013 about 350 residents, shop and
business owners signed a petition asking
Enfield for help with the difficult parking
arrangements outside the parade of shops.
The Hadley Wood Association was involved
and after discussion with all the businesses
on the parade and with the intention to
improve customer attendance the petition
proposed a one hour free parking period
followed by a two hour chargeable period
enforceable between the 0900 and 1700
hrs.
In response the Council commenced a
three stage consultation process starting
with a questionnaire sent out on March 3rd
to the shop owners and businesses of
Crescent West as well as to residents in the
vicinity. The document points out that the
Council is seeking the views of traders,
businesses and residents and that all
comments received by Friday 21st March
‘will be carefully considered by the Council
before a decision is made and that if it is
decided to proceed with introducing Pay
and Display a further statutory consultation
will take place’.
Their proposals were to replace the peak
hour restrictions outside the shops with a
Pay and Display parking bay in front of the
shops and between the bus stop and
access to No.33 Crescent West. Loading
bays would be considered.
The on-street charges would be
as follows:
Up to 15 minutes £0.30p
Up to 30 minutes £0.60p
Up to 1 hour £1.20p
Up to two hours £2.40p
Further discussions with the shop owners
and businesses suggest that the majority
are NOT in favour of this proposal and
are unhappy with the absence of any
free parking period. Most feel that
these proposals would reduce customer
attendance and that if a free parking
period was not possible then the current
system should continue. Hopes were
expressed for an opportunity to discuss

Cookery Book gets
Royal seal of approval
to Princess Michael of Kent at a charity
dinner held at the House of Lords last
December.
Princess Michael, accompanied by
David Ellis OBE Chair of
Trustees, thought the book
was so good she gave a copy
to her son who is learning to
cook. The evening was a
charity event to help raise
money for Peace Hospice
Care at Watford who helped
to look after Sue during the
latter months of her life. So far
the book has sold almost 750
copies raising an estimated
£4750 for the Hospice. If any

keen interest in the public side of life, and I
recognise the need to have pursuits
beyond my professional life which have real
meaning and purpose.” He continued “the
exciting prospect of representing my own
neighbourhood and its interests to Enfield
Council is a serious responsibility, and one
which I would feel privileged to take on”. In
support of these sentiments he is not new
to community engagement already serving
as a Governor of Hadley Wood Primary
School and organizing successful
fundraisers for a well known disabled
children’s charity. “What about Hadley
Wood?” I continue. “I think it is really
important for local representatives to know
their area and its issues” Jason replied.
“Hadley Wood has a unique and special
character and it deserves a loud and clear
voice. Conservation of our Green Belt and
supporting our local businesses are
important objectives to name just two” He is
very interested in the Government’s plans
for Neighbourhood Forums and is already
sitting on a small HWA committee
researching this option. “Not to mention our
parking issues” he adds wryly. Hadley
Wood understandably given its relative
affluence, has always come well down the
pecking order in the Council’s list of
concerns. Nevertheless when appropriate
we need someone on our side and with the
loss of Paul McCannah from the Council
Hadley Wood would clearly benefit from a
homegrown representative. Here is a
talented and local young man trying for a
place in local affairs. We wish him well.

It was only when I became involved with the
Hadley Wood Association that the
importance of having good local councilors
really dawned on me. So it was with great
interest that I met Jason Charalambous
now selected by the Conservative Party as
a candidate for the Enfield Council elections
this May.
I asked him how the process of selection
worked. He replied “After expressing my
interest in standing, I went through a
selection process by the local political party
I support. In my case the Enfield Southgate
Conservative Party”. He was selected for
Cockfosters ward (that’s us) along with two
other candidates, Andy Milne and Michael
Lavender. A total of three councillors
represent each ward and the election will be
on May 22nd.
I asked Jason about his background.
Born in Hadley Wood, he attended Hadley
Wood Primary School, then Haberdashers.
From there he went to King’s College
London to study Law before being Called
to the Bar at the Middle Temple. He then
worked in the City and qualified as a
Solicitor.
Why a councillor? “Well” he replied,
“whilst I enjoy my work as a lawyer, I have a

presented during registration. The extended test drive period is for up to 24 hours from the time of vehicle collection. Vehicles may be collected Monday to Friday only. Extended test drives require longer to
arrange. Customers must give at least a week’s prior notice. Customers will be required to collect and return from the Dealer between 9.00am and 5.00pm Monday to Friday. The vehicle must be returned
at the agreed date and time which will be within working hours. If the vehicle is not returned at the agreed time the Dealer reserves the right to charge the driver £100 for late delivery. If necessary, this
will be deducted from the driver’s credit/debit card account. The customer will be required to sign a handover document for receipt of the vehicle. This will detail the fuel level and note any defects in the
condition. Vehicles must be returned with the same amount of fuel as noted on the delivery sheet. If the vehicle is returned with less fuel, there will be a charge applied for the amount of fuel used plus an
administration fee of £15. The mileage allowance for the extended test drive is 200 miles. Any excess will be charged at 10p plus VAT per mile. Any damage incurred shall be the responsibility of the driver,
and the Dealer reserves the right to charge for any such damage, by means of a deduction from the driver’s credit/debit card account. Extended test drive vehicles cannot be taken abroad. Any property
carried or left in the vehicle is at the driver’s own risk. Drivers must ensure that any personal belongings are removed from the vehicle at the end of the loan, as the Dealer will not be held liable for any loss or
damage. No accessories or parts are to be removed from or affixed to the vehicle. The driver will be responsible for payment of any congestion charges and fixed penalty fines incurred during the extended
test drive. The Dealer reserves the right to decline or withdraw/terminate the extended test drive and its use at any time without prior notice.

Completion of the
railway path.
Last Autumn Sustrans, a charity devoted to
sustainable and safe transport (eg cycle
and pedestrian ways throughout the UK)
upgraded the path which runs parallel to
the railway northwards from Hadley Wood
Station to Waggon Rd. Bryn Lockwood the
Sustrans Area Manager for North London is
in charge and has taken pains to discuss
all the work involved with neighbouring
residents, the Hadley Wood Association as
well as Enfield Council and various
experts.
The last part of this ‘permissive
pathway’ is now underway as it runs
through the woods on Hadley Wood
Association ground. The contractors
have dug out about 150 mms of the
existing path’s topsoil to create a solid
foundation for a tarmac surface.
Sustrans point out that ‘the tarmac will
quickly weather and be softened by
leaf fall as the path passes though the
woods. The path will curve slightly and
efforts will be made
to avoid damaging
tree roots. Small trees
overlapping the path will
be cut down but new
saplings will be planted for
every tree removed. To
mitigate the impact of the
construction log piles will
be left to create insect
habitats and bat and bird
boxes placed in the
woods. The path will
emerge onto Waggon
Road a few metres to the
east of the existing old
gate posts which will give
better alignment for cycles
joining and leaving the carriageway as well
as greater visibility and safety for
cycles/pedestrians for traffic on Waggon
road. Access to the path will be controlled
by an array of bollards. This will slow
cyclists down and deter unauthorized use
while maintaining access for wheel chair
users, pedestrians with buggies and cycles.
Unauthorised use by motorcycles is a
concern which should be monitored.
Enfield Council will review access controls if
unauthorized use occurs and causes
problems to residents and other users of
the path and open space’.

always a lot of fun, and consists of a general knowledge quiz, a bar, and a fish and chip supper. The quiz is not just for the eggheads and
brainboxes amongst you there is something for everyone. Why not support your local school and have fun at the same time? Up to

The ladies of the Hadley Wood WI do know how to enjoy themselves. Apart from
the monthly meetings they have a Sew and Chit Chat group which has more chat
than sew with lots and lots of laughs over cake and tea. Marion Jones was last
month’s excellent hostess. The Book Club is run by Margaret Floyd and is like no
other Book Club! It is just hilarious fun. Visitors are most welcome. Do try us and

Councillor Paul
McCannah retires.
We are sorry to report that Paul
McCannah is retiring from the
Council. A Conservative Councillor
since 2002 Paul moved with his
family to Hadley Wood in 1987 and
now lives in Cockfosters. His main
work is with the Local Government
Association (LGA), the national lobbying
body for all the councils in the country. (In
London, if you are not of retirement age, it
is usual for councillors to work full-time and
then carry out their council duties in the
evening and at the weekends). Paul has
been a councillor for 12 years and will stand
down in May. He has no current plans for
future elected politics though he admits that
one never knows what might happen in
the future.
Paul has always been easily available,
quick to reply to messages and effective.
He has, from the perspective of Hadley
Wood, made many valuable contributions
to our lives and environment. He was
heavily involved in the successful campaign
against the proposed expansion of
Middlesex University in Trent Park a few
years ago. This would have had a very
adverse impact on local people who love
and use the park. He has worked closely
with the Hadley Wood Association and local
residents to successfully secure funding for
the new playground and the resurfacing of
the car park. Outside of Hadley Wood he
has particularly sought to help those
residents living in areas of deprivation
which can be found even in the generally
affluent Cockfosters Ward. His most difficult
issues have been planning
disputes between neighbours.
He comments “the issue is
rarely 100% clear cut but you
will always end up upsetting
one of the parties (or
sometimes both!)”. We asked
Paul why he had resigned “For
me, 12 years is enough. I have
greatly enjoyed my time as a
councillor but I think that now is the time to
give an opportunity to someone with fresh
ideas”.
So it is goodbye to Paul at least for the
time being. He will be very much missed by
everyone here and we would like to warmly
thank him for all his efforts on Hadley
Wood’s behalf. We wish him well in the
future.

Neighbourhood Forums
The Government’s Localism Act of 2011
introduced statutory Neighbourhood
Planning to England. It allows communities
to draw up a Neighbourhood Plan for
guiding ‘development, regeneration and
conservation’ in the area. Grants are
available, councils must give assistance
and already many communities are putting
forward their applications. What about
Hadley Wood?
The Hadley Wood Association has set up
a working party to consider whether to form
a Neighbourhood Forum. The group
includes a Councillor (Anne-Marie Pearce),
an urban design planner (Esther Kurland),
solicitor (Jason Charalambous), mapping
expert (John Leatherdale) and two local
residents (Tony Floyd and Rod Armstrong).
The steps needed to be taken are
several. First a map of the proposed
Neighbourhood has to be agreed upon and
submitted to the Council for designation.
Then a Neighbourhood Plan has to be
prepared. This has to include local
partnerships, the collection of an evidence
base and the formulation of a policy. The
Forum has to include at least twenty one
(21) people who will lead and co-ordinate
the plan making process. This group have
to be a diverse cross section of the
community with representatives of local
businesses, a wide age range, ethnic mix
and residents of different economic means.
Other organisations can be employed to
assist if the community has sufficient
financial strength to get professional help.
After full community consultation this plan
is submitted to the local planning authority
who will check that proper procedures
have been followed. At that stage,
assuming the plan is acceptable, there
follows a period of publicity and a public
referendum organized by the Council.
It is clear from reading the advice on the
Neighbourhood Forums that this is a
serious planning operation requiring time
expertise and effort. Do we need one?
Opinions differ but it may be that with a
Neighbourhood Forum in place we as a
community will be less likely to be just
helpless onlookers when future develop-
ments are being planned in our area.

Jimmy, Ivy and Diane bought their house
in Claremont Road off plan in 1960, it
was the first house in the road and they
lived there ever since. Jimmy spent his

Children's Hour programmes. He was
the leader of the RAF Command band
serving in Persia, Iraq, Syria, Palestine,
Egypt and Italy between 1939-1949 and
appeared with many world famous
entertainers. He worked at Boosey and
Hawkes from 1933-1960 starting as post
boy and rising through the ranks to
Chairman of the South Africa division
where he spent 8 years. He then worked
as Managing Director for Hammond
Organs until 1974 and was a member of
Harold Wilson's promotional team to
Russia, Poland and Hungary. After
establishing his own company, Mr Music,
a retail chain specialising in musical
instruments with an educational focus,
he retired in 1985.
Diane followed her father into the
music industry and worked at Chappells
of Bond Street and latterly with him at Mr
Music. They were both familiar and
popular faces around Hadley Wood and
will be missed by all who knew them.

Anxious to see the revamped Market in
action I went to meet Jane Northam who
has a stall there. She and a friend Helen
run a company called Chalk and Stone
(www.chalkandstone.co.uk). They source
and renovate vintage furniture and home
wares as well as designing and making soft
furnishings, jewellery and gifts. It was not
really the best time to visit. The night before
had been very windy with gales all over the
UK. By the time we arrived at 10.00 am it
was still cold with enough of a breeze to
cause the canopies to flap and lightweight
items to move stealthily off the counters.
Not expecting to see much activity I was

surprised to see that all the stalls
were in action, the whole place
looked clean and well organized
and even though the conditions
were chilly there were plenty of
customers. “How are the stalls set
up” I ask Jane, imagining she and
Helen battling to get the canopy up
before the market opened. Jane
introduced me to Nick. Nick works
for Saunders Markets who
manages this and several other
markets including New Covent
Garden. He looks like a man to be
reckoned with and it was he (and
his team) who got to the site about
0300 hrs and put all the stalls and
the canopies in place.
“What is it like working here?” I
ask looking around. “Friendly”
replies Jane, “everyone is very
supportive of one another and we
all have the same ambition to
see the market thrive. “And what
about customers?” “Nice” says
Jane, “ Chatty. And there is always
a steady flow of people of all ages
coming by”.
Remembering how the market
looked before the upgrade I had
a look round. Much better. The
dismal hoardings have gone, it
has been resurfaced and trees
planted. As usual the market opens
on Wednesdays and Saturdays
from 7.00am to about 4.00pm
sometimes closing a little earlier in
winter. At other times it doubles up
as a car park. Currently there are
two lines of stalls and a crosspiece
at the Spires end of the site with
parking for the vans over the

because of a mix-up between the

Letter to
the Editor
Late last year the whole of Hadley Wood
School took part in a speech week to
mark the inaugural event of a newly
launched Arts Trophy, aimed to raise the
profile of the Arts in the curriculum.
Our ‘Value of the Month’ was
‘inspiration’. During their Literacy
lessons, the children listened to inspiring
speeches. They wrote, edited and
improved and then performed their own
speeches to an audience of their peers.
Two finalists were chosen from each year
group and entered the Grand Final.
During the final, the children, ranging
from 5 – 11 years old, performed their
speeches to an audience of 210 children
and a panel of judges made up of Beverly
Benson (Headteacher), Karen Fernandes
(Chair of Governors) and Rosemary
Keane (a much loved, former teacher).
The topic of their speeches ranged
from a best friend to Tony Blair, from a
Dad to Martin Luther King. Each
individual performed with passion and
articulation that exceeded their years and
made the panel’s job to find an overall
winner a real dilemma.
The overall winner was judged to be a
Hadley Wood
Primary School
little girl named Yasmin (7 years old), who
wrote and performed a beautiful speech
about her older sister who was studying to
become a lawyer. The judges commended
her on her sincerity and persuasiveness.
The 210 strong audience left the hall to
the tune of ‘celebrate good times’ and have
since seemed much more confident in the
way in which they speak publicly. The
school used some of this confidence in an
Enfield-wide debating tournament recently
reaching the semi-final and only just missing
out on a place in the final. The school is
very proud of their achievements.
The next competitions for the coveted
Arts Trophy is a traditional spelling bee,
where children of all ages will be asked
to spell some very tricky words and a
short story writing competition, based on
the BBC Radio 2 500 words competition.
Exciting times ahead for the children at
Hadley Wood!

I trudge off reflecting how nice it is to see
the market back in action. There has, after
all, been a market in Barnet since King John
granted its Royal charter in 1199.
