The overall objective of HoCaRe project is to boost generation of innovative Home Care solutions in regional innovation chains by strengthening of cooperation of actors in regional innovation ecosystems using Quadruple-Helix approach. Project aim is to improve policy instruments tackling above mentioned objective at two levels. Strategic policy level will focus on the improvement of policy framework at national/regional level to boost the generation and adoption of innovative products using of quadruple helix cooperation model, while practical policy level will focus on the generation of practical project in the framework of Structural funds.

Project acronym HoCaRe
Project title Delivery of Innovative solutions for Home Care by strengthening quadruple-
helix cooperation in regional innovation chains
Project position Project HoCaRe targets the improvement of delivery (by generation and
adoption) of innovative Home Care Solutions by actors in regional innovation
ecosystems. It means partners, who would like to join the project, need to
have tackled area (e-health) mentioned as priority area in their regional Smart
Specialisation Strategy. Partners, coming from regions, which doesn’t fulfil this
criteria, can’t unfortunately join the consortium.
Project HoCare as project under Interreg Europe program has to tackle the
policy instruments through the exchange of practices between participating
partners. Each partner is thus kindly requested to clearly select policy
instrument which has to be target by the project activities. To raise chances to
join the project, it’s strongly recommended to select program for Investment
for Growth or Jobs (structural fund) or European Territorial cooperation fund.
During the selection of respective fund, please keep in mind that our project
operates in Priority 1.2., thus you should select policy instrument tackling
Home Care and Innovation / Research. Please make sure you don’t include
policy instruments which are focusing on Home Care, but targets i.e. purely
deployment of solutions in regions, purely SME support or capacity
developments which are not related to research and innovation. In case of
doubt please consult Lead Partner’s team to get assistance.
Issue addressed Aging of the population in Europe is well known phenomena, while currently
there is expected that in 2050 there will be …. Millions of Europeans older
than 65. Other worrying aspect is that in majority of EU regions, there is living
more than 50% of elderly people (above 65) in rural areas. It generates the risk
of exclusion for them including the exclusion from social and health services.
Above mentioned issue means in the same time also an opportunity for
Growth and Jobs as there is created great potential in so called Silver Economy
and in particular in Home Care (or tele-health ). Current studies of Gartner
group estimate the market size of Home Care solution market ……. in US in
year ……. And …… in Europe …… in year. Clear interest of European

Commission declared in Europe 2020 strategy is to keep competitiveness
through innovation and research in traditional industrial and also target
emerging industries with high promise for the generation of future Growth
and Jobs. European leading position in such industries can be achieved just
through the smart investment in research and innovation as we are talking
about highest innovative industries, where the competition with traditional
innovative economies ( like US, Japan, South Korea) as well as with emerging
innovators ( like BRIC countries) is getting more and more tough ( i.e. findings
of Global Innovation Index 2014)
It is such crucial to maximize the potential for generation of innovative Home
Care solutions in regional innovation ecosystems (innovation chains) in regions
where ICT and health solutions (e-health) were found as excellent or highly
promising industries in regional economies. Faster development of those
solutions suffers from various barriers addressed at EC level especially through
Digital Agenda for Europe, like non-existence of DMS (Digital Single Market).
But the contribution to maximize the generation of innovative Home Care
solutions can be achieved at regional level too, mainly through unlocking the
potential in cooperation of actors of innovation ecosystems, especially
through efficient extension of traditional triple-helix approach to quadruple-
helix one. While traditional fourth stakeholder in quadruple-helix approach is
represented purely by the general public (in particular in Home Core solutions
we can talk about informal careers), various initiatives under AAL or our
previous experience (projects: Innovation4Welfare, InOvAge and
IntraMed_C2C) shows that key enablers are also providers of formal health
and social care ( hospitals, senior houses) and those who finance social and
health care ( mostly health insurances).
Unlocked potential in cooperation of traditional triple helix actors and
additionally inclusion of fourth stakeholder represented by up-takers of Home
Care solutions (formal, informal health care providers and health care
insurances) is common issue addressed by HoCaRe project.

The overall objective of HoCaRe project is to boost generation of innovative
Home Care solutions in regional innovation chains by strengthening of
cooperation of actors in regional innovation ecosystems using Quadruple-Helix
approach.
Project aim is to improve policy instruments tackling above mentioned
objective at two levels. Strategic policy level will focus on the improvement of

innovation for Home Care in regional innovation chains. The first sub-objective
is to focus on generation of innovation through addressing unmet needs
identified by 4th
stakeholder group in quadruple-helix model - means formal
and informal carers. The second sub-objective is to focus on generation of
innovation through public driven innovation by boosting adaption of
innovative solution by part of 4th
stakeholder group – means formal carers.
The third sub-objectives is to bring innovative Home Care solutions quicker to
the market by using, again, quadruple-helix approach.
Project budget 1 mio – 1.5 mio EUR
Project duration Phase 1: approximately 18 months ( depends on final amount of partners)

Improve implementation of regional development policies and programs, in particular programs for investment for Growth and Jobs and, where relevant, ETC programs, that support the delivery of innovation by players in regional innovation chains in areas of “smart specialisation” and innovation opportunity Project acronym HoCaRe Project title Delivery of Innovative solutions for Home Care by strengthening quadruple- helix cooperation in regional innovation chains Project position Project HoCaRe targets the improvement of delivery (by generation and adoption) of innovative Home Care Solutions by actors in regional innovation ecosystems. It means partners, who would like to join the project, need to have tackled area (e-health) mentioned as priority area in their regional Smart Specialisation Strategy. Partners, coming from regions, which doesn’t fulfil this criteria, can’t unfortunately join the consortium. Project HoCare as project under Interreg Europe program has to tackle the policy instruments through the exchange of practices between participating partners. Each partner is thus kindly requested to clearly select policy instrument which has to be target by the project activities. To raise chances to join the project, it’s strongly recommended to select program for Investment for Growth or Jobs (structural fund) or European Territorial cooperation fund. During the selection of respective fund, please keep in mind that our project operates in Priority 1.2., thus you should select policy instrument tackling Home Care and Innovation / Research. Please make sure you don’t include policy instruments which are focusing on Home Care, but targets i.e. purely deployment of solutions in regions, purely SME support or capacity developments which are not related to research and innovation. In case of doubt please consult Lead Partner’s team to get assistance. Issue addressed Aging of the population in Europe is well known phenomena, while currently there is expected that in 2050 there will be …. Millions of Europeans older than 65. Other worrying aspect is that in majority of EU regions, there is living more than 50% of elderly people (above 65) in rural areas. It generates the risk of exclusion for them including the exclusion from social and health services. Above mentioned issue means in the same time also an opportunity for Growth and Jobs as there is created great potential in so called Silver Economy and in particular in Home Care (or tele-health ). Current studies of Gartner group estimate the market size of Home Care solution market ……. in US in year ……. And …… in Europe …… in year. Clear interest of European

European leading position in such industries can be achieved just through the smart investment in research and innovation as we are talking about highest innovative industries, where the competition with traditional innovative economies ( like US, Japan, South Korea) as well as with emerging innovators ( like BRIC countries) is getting more and more tough ( i.e. findings of Global Innovation Index 2014) It is such crucial to maximize the potential for generation of innovative Home Care solutions in regional innovation ecosystems (innovation chains) in regions where ICT and health solutions (e-health) were found as excellent or highly promising industries in regional economies. Faster development of those solutions suffers from various barriers addressed at EC level especially through Digital Agenda for Europe, like non-existence of DMS (Digital Single Market). But the contribution to maximize the generation of innovative Home Care solutions can be achieved at regional level too, mainly through unlocking the potential in cooperation of actors of innovation ecosystems, especially through efficient extension of traditional triple-helix approach to quadruple- helix one. While traditional fourth stakeholder in quadruple-helix approach is represented purely by the general public (in particular in Home Core solutions we can talk about informal careers), various initiatives under AAL or our previous experience (projects: Innovation4Welfare, InOvAge and IntraMed_C2C) shows that key enablers are also providers of formal health and social care ( hospitals, senior houses) and those who finance social and health care ( mostly health insurances). Unlocked potential in cooperation of traditional triple helix actors and additionally inclusion of fourth stakeholder represented by up-takers of Home Care solutions (formal, informal health care providers and health care insurances) is common issue addressed by HoCaRe project. Overall objective and sub objectives Note: Please note overall objective and sub-objective might be slightly modified based on the data provided by HoCaRe partners. The overall objective of HoCaRe project is to boost generation of innovative Home Care solutions in regional innovation chains by strengthening of cooperation of actors in regional innovation ecosystems using Quadruple-Helix approach. Project aim is to improve policy instruments tackling above mentioned objective at two levels. Strategic policy level will focus on the improvement of policy framework at national/regional level to boost the generation and adoption of innovative products using of quadruple helix cooperation model, while practical policy level will focus on the generation of practical project in the framework of Structural funds. The first sub-objective is to focus on generation of innovation through addressing unmet needs identified by 4th stakeholder group in quadruple-helix model - means formal and informal carers. The second sub-objective is to focus on generation of innovation through public driven innovation by boosting adaption of innovative solution by part of 4th stakeholder group – means formal carers. The third sub-objectives is to bring innovative Home Care solutions quicker to the market by using, again, quadruple-helix approach.
