The study assesses the community policing towards peace and order sustenance in
the eight (8) municipalities of 2nd District of Pangasinan. It focused on profiling of
community policing implementation, status of performance, level of effectiveness and
problems encountered for the period 2008 - 2010. The respondents involved 130 PNP
members of the PNP and barangay officials. The main source of information was the
questionnaire and PNP reports as served as source of secondary data.
Profile of the Implementation
of Community Policing
1.1 Manpower involved. The actual manpower in PNP, 2nd district of Pangasinan
as of July 2011 287 who are assigned as follows: Aguilar (26); Basista (33); Binmaley
(52); Bugallon (33); Labrador (28); Lingayen (52);;Mangatarem (31), and Urbiztondo
(32); This excludes 186 member of PNP personnel assigned at the Pangasinan Police
Provincial Office based at Brgy. Libsong Road.Municipality of Lingayen.
1.2 Budgetary Support. The annual budgetary support of the PNP 2 nd District is
( 3,444,000.00 The PNP and their respective Local Government Units share
Maintenance and Operating Expenses (MOOE) distributed as follows: Aguilar
( P312,000); Basista ( 396,000.00); Binmaley; ( P624,000.00); Bugallon (
395,000.00); Labrador ( P336,000.00); Lingayen ( P624,000.00); Mangatarem (
372,000.00); and Urbiztondo ( P 384,000.00).
1.3 Facilities and Equipment. The eight PNP Stations have an annual procurement
of basic office supplies and other equipment such as typewriters and telecommunications.
They have a total of 11vehicles consisting of (1) rescue van and (10) patrol cars. Based
on a documentary analysis of the PNP’s 2012 Annual Procurement Program, the three
municipalities namely: Binmaley, Labrador and Mangatatem have two service vehicles
each while each of the remaining five municipalities had one service vehicle.
1.4 Services being rendered. The PNP offices have wide array of services as
follows: (1) locating missing persons; (2) issuing police clearances and anti-carnapping
clearances; (3) conducting rescue operations in coordination with concerned agencies
during emergencies and disasters; (4) providing community policing through patrolling;
peacekeeping and counseling;(5) providing security services on holidays and special
occasions; (6) issuing firearm licenses;(7) executing court orders and municipal
ordinances; (8) conduct of Barangay Information Network (BIN) and mediation to family
feud; (9) conducting consultations with community members; and (10) providing security
escorts to VIP’s and foreign liasoning.
1.5 Population. Based from the 2007 population census, the 2nd district of
Pangasinan has a total population of 424,845 distributed as follows: Aguilar (33,213);
Basista (28,104); Binmaley (76,214); Bugallon (62,237); Labrador (20,508); Lingayen
(95,773); Mangatarem (65,366); and Urbiztondo (43,430).
1.6 Ratio of Policeman to Population. The ratio computation resulted to the
following information; Aguilar (1:1277): Basista (1:852): Binmaley (1:1466): Bugallon
(1:886): Labrador (1:732): Lingayen (1:1842): Mangatarem (1:2108): and Urbiztondo
(1:1357). The average ratio for the 2nd District is 1:1480.
1.7 Partnership with Community. The respondent rated the PNP as being
“moderate” in their interaction and partnership with the communities.

2. Status of the Performance of the PNP
2.1 Crime Solution Efficiency Rate. the computed proportion of crimes solved to
total number of crimes committed was 91% (Very Satisfactory) in 2008, 89%
(Satisfactory) in 2009 and 90% (Satisfactory) in 2010. The average rate for three
consecutive years is 90% which is described “satisfactory”.
2.2 Number and Percentage of Index Crime Solved. The status of PNP
performance in this aspect was 85% (Fair) in 2008, 82% (Fair) in 2009 and 84% (Fair) in
2010. The average performance rating in three consecutive years is 83.66% which is
depicted as “fair”.
2.3 Percentage of Non Index Crime. The PNP’s performance in the 2 nd District
reveals 96% (Excellent) in 2008 for crime solution efficiency rate, 97% (Excellent) in
2009 for number and percentage of crime solved and garnering 97% (Excellent) in 2010
resulting a computed average rating of 97% described as “Excellent”.
3. Level of Effectiveness of the PNP Involved in Community Policing Relative to the
Peace and Order Situation
The PNP rating in the 2nd District manifested a “highly effective” along
(1) transparency as well as greater consultation and participation by PNP with community
leaders (4.41) and (2) The PNP as the protector of the people (4.56).
4. Proposed Intervention measures
The proposed intervention measures are categorized as follows: capability and
efficiency building thru education and training; institutional governance of the PNP;
upgrading the facilities and equipments, and financial support for implementation by the
PNP in each municipality to sustain peace and order in the 2nd District of Pangasinan
CONCLUSIONS
Based on the findings, the following conclusions were drawn:
1. The PNP in the 2ND District of Pangasinan have a limited number of manpower
serving a big population and operations with minimal budget with an array of
public safety services programs rendered.
2. The Performance of PNP in solving index crime is “fair” and non index crime
is “excellent” and crime efficiency ratio rate is “satisfactory”.
3. The PNP involvement in community policing relative to the peace and order
situation is “effective”.
4. The problems of the PNP that were found to be “serious” are inadequate
number of manpower and lack of facilities such as patrol cars, radios and
office equipments as well as the provision of regular funds for their MOOE
for repair of its facilities, equipments, and gas for crime prevention programs
and overall public safety services

Based from the conclusions, the following recommendations are highly and
tactfully forwarded.
1. The LGUs should provide substantial budget to maintain peace and order
programs in their localities and for PNP to lobby in the Congress for an
increase in their budget as this will contribute greatly to maintain peace and
order in the country.
2. To improve community policing towards peace and order sustenance in the
implementation, the implementation of the intervention measures is proposed
for all the municipalities in the 2nd District of Pangasinan.
3. Enhancing the PNP personnel capability and effectiveness through Police
Information and Continuing Education (PICE) program should be taken into
account in order for them to serve the community effectively, efficiency and
orderly.
