15. In Region I, the last three(3) typhoons
that hit the country was the central point of
the calamity and the province of La Union was
not exempted. Millions of properties were
heavily damaged and loss of lives were
experienced due to high level of waters in the
rivers, slides covered the highways and large
bridges were destroyed. These ere all caused
by environmental problems like deforestation,
river siltation, bad waste management and
the last typhoon that the hit Luzon area,
typhoons Cosme, Ondoy and Pepeng.
16. In the first district of La Union, the locale of this
study was also hardly hit the past three (3) typhoons.
The municipalities of Sudipen, Bangar, Luna, Balaoan
and San Gabriel were flooded because of the swelling
of the ambaruyan river. Every time there is a typhoon
in Region I the first district is not spared, hence this
researcher was challenged to study the La Union
Police Community Relations on Global Warming.

planning on environmental programs for the first district of La Union.
Community. It serves as support to the existing activities of the various
barangays in line with the conservation and preservation of national
resources.
Other government agencies. This study serves as references for all
researchers in proposing programs and policies relative to the solutions of
issues on global warming.
Researcher Himself. It serves as his best contribution to all the people
of the first district of La Union and to its mother agency the PNP.

This study covers the last three years of implementation of the
programs and projects addressing issues on global warming. The
respondents are the PNP Personnel assigned in the first district, the PCR
Personnel and the community residents of the first district represented by
the Barangay Captains. Non- government offices and the church leaders.
It is delimited in the preparation of the proposed intervention
measures to improve the level of implementation of the programs and
projects addressing the issues on global warming.
