Policies are nothing without a cohesive corporate strategy supporting them.
Classification is part of your corporate workplace strategy.

Storage, Retention, Mobile Devices, File/Site Permissions
Think about policies for your Facilities, Projects, Training, Job Performance (Promotions), Recruiting, Travel, Customer Relations, Partner Management, etc.

Be wary of thinking that Groups are synonymous with team sites.
Push to add automation around Group creation and retirement
Connected to (Azure) Active Directory, so you want them to be related to user-permissions
Connected to Teams, so you are tempted to think every project is an O365 Group.
The default Office 365 Team Site creates a Group, so that relationship is important, right?
Planner requires Groups
Stream Video service uses Groups, err Channels. Wait – what?
A Teams team leverages the Group Team Site, right? Oh. Only a Document Library?
Again, Groups are SCARY if you are using Out of the Box Groups and matching it with Out of the Box Team Sites or Communication Sites and matching them both with your NOT OUT OF THE BOX User Requirements.
The Best Guidance is to look at your User Requirements and Organizational Requirements and then match Group requirements where appropriate!
