17. Some questions that the scan suggests
• How important is it that GELP is able to identify with
and distinguish itself from other opportunities?

GELP to deliver on its aims now and grow and stay
relevant in the future?

During autumn 2012, the GELP learning team completed a horizon scan to try to discover as much of the global education transformation market place as possible. Our aim was to provide good intelligence to inform conversations about the future of GELP. The short presentation that follows summarises the findings. The full, detailed output from the scan (a large excel spread sheet) is available on request.Our scan discovered 67 opportunities to take part in activities relating to transforming education – opportunities included books and papers to read, networks or forums to join, organisations to subscribe to or buy products and services from. Our criteria were that opportunities should be: about and for education; of international relevance, and preferably global – based in or referring to more than one country; futures oriented i.e. concerned with transforming education to meet the changing needs of the C21st
From amongst the 67, we have selected a ‘Top 20’ to explore in more depth. We have excluded – individual researchers and thought leaders; and organisations who are principally active in just one country. Mostly this was the USA. These criteria rule out some important players and some close to our hearts and practice. So its important to acknowledge them here and recognise how significantly they are shaping the transforming education agenda.

We think these organisations are the most active, and most engaged and most visible on the global stage. Its important to note that they are all at different points on an improvement-to-transformation continuum. We are not offering an evaluation of their place on that continuum for the simple reason that many would be on all points on it. Because they are so active and there is diversity within individual opportunities and across the range. A more interesting way to analyse the Top 20 is terms of their focus. In every case, the focus offered in this analysis is the principal, web presences, are focused on system change.

Actually the world is not so nearly well organised. Agenda, funders and networks overlap considerably. One way to look at this is as mostly a good thing, creating opportunities for efficiencies and value add as the organisations and foci intersect. But there are costs.
Although the market is crowded it is still relatively immature with limited demand from early adopter and high leverage participants. If we look just at the intersection between the tech and ped foci, how would a jurisdiction choose between these opportunities to participate. And what is being crowded out?
If we plot GELP onto this analysis we’d have to be honest and say that we are stronger and more confident in the pedagogy focus that in the use of technology. In our own (programme) practice and in our refocused discussions about technology in education we are doing better. But given the expertise of jurisdictions and the opportunities available we could be in further into the intersection that we probably are. IS that the right way to think about this? Or should we notice how crowded the space is and differentiate ourselves?

Not all of the tech companies are interested in system change, preferring to focus instead on recruiting individual teachers, schools and districts – and in some cases learners.
