Preface
Open Knowledge Resources (OKR) or open educational resources are freely
accessible, openly licensed documents and media that are useful for
teaching, learning, educational, assessment and research purposes. The
development and promotion of OKR is propelled by a desire to curb the
commercialization of knowledge on one hand and an aim to provide an
alternative platform for learning through use of a spectrum of technologies
converging for new media in e-learning.
In the recent years the idea of OKR has emerged as a new
dimension of educational initiatives to put ‘knowledge’ in the public
domain through various platforms including the Internet. With
convergence of technologies and a global trend to offer at least a part of
the vast storehouses of knowledge from traditional institutions like MIT,
Oxford etc. have been released under an intellectual property license that
permits their free use and re-purposing by others. OKR is thus not only
focuses on the “open access” issues in educational resources but also deals
with the plethora of new technologies and types of media that deliver
text, audio, images, animation, and streaming video, and includes
technology applications and processes such as audio or video tape, satellite
TV, CD-ROM, and computer-based learning, as well as local intranet/
extranet and web-based learning.
While advocates of open access to learning and knowledge
resources vouch for freely accessible, openly licensed documents and
media that are useful for teaching, learning, educational, assessment and
research purposes, the economics of ‘open’ resources are still a resolved
debate. Generating digitized contents, their processing and storage costs
huge amount of money even with the decreasing prices of hardware and
software. The question often asked: who pays or will pay for it to remain
‘open’? The antithesis of ‘commodification of knowledge’ sometimes
challenges the traditional ideas of return on investment in business. Hence,
an important theme of discussion has emerged in recent years that focuses
on the marketing of knowledge resources. While marketing par se smacks
of commercialization, it is nevertheless remains a broader issue that has
to be resolved if the open knowledge movement has to sustain in the long
run.
This volume presents a cross-section of chapters that will enable
a reader to dive into the new notion of ‘Digital Library’ ‘open knowledge’
‘ETD’ and ‘OSS’ while grounding the core concept of e-learning and use of
electronic media and information and communication technologies (ICT)
in education. Starting with emerging scenarios in the broad arena of
Digital Library, it goes deep into the illustrative cases of open resources
and institutional repositories that are opening newer avenues of
educational opportunities for all marking a new democracy of universal
access the world of learning. The specific focus of the volume will include
digitization of knowledge resources, processing, storage and
dissemination, multimedia learning, technology-enhanced learning,
online education, virtual education, virtual learning environments and
library platforms. I hope that the papers included in the volume will be
very useful to the readers.
I am thankful to the contributors of this volume and also thankful
to all members of the editorial / reviewer team for their painstaking effort
in the editing and reviewing the volume.
I have no words to express my thanks to my friends and well-
wishers for their care, cooperation and moral support.
I would also like to appreciate Mr. Ravi Ahuja of Shankars Book
Agency Pvt Ltd. New Delhi and Rajiv Gupta of Images & Impressions,
New Delhi for bringing out this book in time.
Last but not the least, I deeply indebted to my parents, brother,
sister and family members since this book could not have seen the light of
the day without their sacrifice and constant encouragement.

  • 8. viii Preface Open Knowledge Resources (OKR) or open educational resources are freely accessible, openly licensed documents and media that are useful for teaching, learning, educational, assessment and research purposes. The development and promotion of OKR is propelled by a desire to curb the commercialization of knowledge on one hand and an aim to provide an alternative platform for learning through use of a spectrum of technologies converging for new media in e-learning. In the recent years the idea of OKR has emerged as a new dimension of educational initiatives to put ‘knowledge’ in the public domain through various platforms including the Internet. With convergence of technologies and a global trend to offer at least a part of the vast storehouses of knowledge from traditional institutions like MIT, Oxford etc. have been released under an intellectual property license that permits their free use and re-purposing by others. OKR is thus not only focuses on the “open access” issues in educational resources but also deals with the plethora of new technologies and types of media that deliver text, audio, images, animation, and streaming video, and includes technology applications and processes such as audio or video tape, satellite TV, CD-ROM, and computer-based learning, as well as local intranet/ extranet and web-based learning. While advocates of open access to learning and knowledge resources vouch for freely accessible, openly licensed documents and media that are useful for teaching, learning, educational, assessment and research purposes, the economics of ‘open’ resources are still a resolved debate. Generating digitized contents, their processing and storage costs huge amount of money even with the decreasing prices of hardware and software. The question often asked: who pays or will pay for it to remain ‘open’? The antithesis of ‘commodification of knowledge’ sometimes challenges the traditional ideas of return on investment in business. Hence, an important theme of discussion has emerged in recent years that focuses on the marketing of knowledge resources. While marketing par se smacks of commercialization, it is nevertheless remains a broader issue that has to be resolved if the open knowledge movement has to sustain in the long run.
