3. EVALUATING THE SITUATION
1. Evaluate the facts twice. Without panicking.
2. Evaluate the level of crisis.
3. Contemplate the worst scenario: A lot of dead and injured
people, panic of the crowd, loss of control, more
attacks, insecurity, fear, inability of hospitals to handle the
situation, constant intervention of the media.

• Government
• Authorities

• We communicate via press release IMMEDIATELY
• We are the ones that present the news first
• We make a statement representing the American government
• It is our responsibility to inform, reassure and make clear that the American
nation is still united and strong
• Accept the situation, make sure that everything is under control and
investigations have already started
CIVILIANS
• We communicate via TV broadcast
• It is our responsibility to inform, reassure and make clear that the
American nation is still united and strong

5. AUTHORITIES
• We communicate with the superiors.
• We give all the information we have
• We order the authorities to ensure that there is no
danger of more attacks and start handling the situation
GOVERNMENT
• We stress out the danger without trying to reassure.
• We keep up with all the new informaton
6. RISK ASSESSMENT
1. We DON’T HAVE TIME for a detailed analysis.
We need to react immediately
2. Who is in danger? Civilians, government, everyone!
3. Make sure that the media is informed and has
transmitted the message we want
4. Make sure that the authorities are informed and are
in action
5. Is there real danger? YES.
6. We have to show that the American government is
alert and is taking care of the situation. The civIlian
MUST feel protected.
