Executive Summary 
Traffic and parking are two biggest issues every metropolitan faces today and Istanbul is no exception. This is a fact that every driver living in Istanbul is very familiar with. Parking violations such as double parking, parking on restricted areas in return contribute to traffic further. Turkey has an estimated population of 70 million. 20 percent of this population lives in Istanbul which is roughly 14 million people. And it is estimated that 4 million vehicles are in traffic every day in Istanbul. Availability of land to build car parks around congested areas is very scarce; costs associated are very high and due to current demand for business and residential developments in such areas, Istanbul municipality has build and operate incentive program for car park facilities throughout the city. Due to many constraints, locations where conventional car parks can be developed are limited even when these parks are underground. On the other hand automated car parks provide many benefits over conventional parking systems. Capability to open small to medium sized car parks strategically located throughout the city of Istanbul where high utilization rates can be realized is possible via underground automated parking systems. Minimal above and below ground requirements make automated car park system to be built in places conventional car parks cannot be. Park silos that are capable holding 50, 75 and 100 cars will be constructed in high demand locations. If more capacity is demanded in the same location more silos can be built – paving a road to invest as you go. Contrary to expectation overall construction costs are lower than construction of similar structures above ground. Timeframe for construction is expected to be 3 to 6 months depending on location’s environmental status. Overall investment funding is structured as for the initial investment for the first 2 to 3 parks are made via direct investment from seed capital. Financing necessary to build more parks will be through bank loans. Turnaround time averaging at 2 to 4 years and return of investment around 40% makes it an attractive investment especially when the low risk nature of the investment is considered. 30 year lease terms by Istanbul municipality allow long period revenue period; short development times; 4 to 6 months enable start to realize revenue in short amount of time. Overall data points out the opportunity to invest in development and operation of strategically located automated car parks present low risk and healthy revenue. Low operational costs and labor requirements ease and quicken business expansion; enable pursuing multi city and multi country expansion opportunity.

Background 
The Problem 
It is an eternally frustrating way to pass 15 minutes or half an hour: circling the block, looking for a parking place. Or you could sit in line to get into a multistory garage and, once inside, wind your way up and up and up, ramp by ramp, before driving slowly past ranks of parked cars, searching for a space, any space… 
Like most metropolitans, Istanbul is no different; not only there is never ending traffic but also lack of parking spaces adds up to daily stress and frustration. As of 2007, around 4 million vehicles are in traffic daily1 in Istanbul, there are total of 1487 car parking lots with 135,247 lot capacity2. On the other hand, Istanbul needs approximately 800,000 car parking capacity2 in order to meet the daily parking demand. On one side availability of only a fraction of parking spaces is frustrating as a citizen; on the other this provides an investment opportunity. Though the solution seems to be a simple one; by building more car parking; the challenges do exists and are the main barriers for such developments not taking place. Availability of land to build car parks around congested areas is very scarce; even when such areas are available, costs associated with lands are very high due to demand for business and residential developments in those areas.

The Solution 
Current congested areas such as Tesvikiye, Mecidiyekoy, Levent, Taksim, Maslak, Kadikoy, Bagdat Caddesi , all have high demand for car park spaces especially if such areas are available close proximity to business and shopping areas. Open lands are almost nonexistent in these locations; purchasing land via building acquisition to build free standing car parks would yield low ROI due to commercial and residential development demand keeping land prices at premium in these locations. 
On the other hand, underground structures provide a remedy to high land prices and open possibilities to develop car parks in such high-in-demand areas. However, when the requirements such as below are considered: 
 Drive in and out ramps 
 Parking space between vehicles 
 Ceiling heights for vehicle owners 
 Ventilation for hazardous fumes 
 Lighting and security 
such an opportunity becomes available to only few places due to above ground requirements and even then unless rent fees for these locations are low, investment opportunity is not very attractive due to long turnaround times.

Fortunately fully automated car parking systems eliminate such requirements with added benefits such 
as security. Beside minimal above ground structure needs, providing 
almost 50% more park area for the same volume as conventional parking 
systems makes it suitable to construct in populated areas where demand 
for car parks are very high. Car parks built in these areas would yield high 
utilizations and premium parking fees to be charged – increasing overall 
investment return while decreasing initial investment turnaround.

Benefits and Advantages 
Smaller Space Requirements 
Automated parking systems require up to 50% less space to handle the same number of vehicles compared to conventional, ramped parking facilities. These factors make automated parking garages a competitively priced, flexible alternative to conventional parking facilities. 
Lower Construction Costs 
While the conveying technology and equipment installation required for automated car parking units, may initially make the costs seem higher than conventional installations, it is important to point out that automated garages do not require many of the auxiliary systems that conventional garages require. For example ventilation systems, pedestrian elevators, emergency staircases and fire doors that are typical requirements for conventional garages, are not needed in automated garage installations. Keeping this in mind, construction costs for automated garages are comparable to the average costs for conventional parking buildings. The cost of real estate to build the facility may even be lower, since the space requirements are lower for a comparable size garage. 
Building Maintenance 
While automated parking facilities require considerably more electric power than their conventional counterparts, the management and maintenance aspects are much less labor intensive, resulting in cost savings overall. In addition, conveying technology eliminates the need to move cars manually through the parking structure, eliminating polluting vehicle exhaust emissions throughout the parking structure. 
Automated Traffic Guidance for Access and Departure 
Traffic guidance systems utilized by automated garages eliminate the need for drivers to back up their vehicles when driving to or from the retrieval station. All vehicle maneuvering tasks are performed by a computerized transfer station, improving safety for all drivers. 
Greater Security 
Conventional parking garages are typically associated with vehicle damage and decreased personal security. Robotic parking systems eliminate these problems by providing sophisticated transfer stations for entering and retrieving vehicles. Once vehicles are housed in the automated parking system, they are safe from damage, dents, theft and vandalism. In addition, transfer stations are located in well-lit, safe areas that are continually monitored by security cameras. This ensures customers feel safe and protected when dropping off or picking up their vehicle. Exposure to vehicle exhaust while waiting in lines is also avoided with automated systems. 
Integration 
Computer controlled parking systems offer the integration of additional services, such as parking space reservation systems, traffic control, carwash stations for parked vehicles and many more innovative service and support options.

Design Flexibility 
Conventional ramped parking facilities often offer an unfavorable appearance in urban surroundings. Automated parking systems, on the other hand, are constructed with a closed facade, allowing city planners and architects considerable flexibility in designing the shape and appearance of the finished parking facility with a considerable wow factor. 
Investment 
Automated parking systems often offer high returns on investment due to increased space utilization, convenience and less labor intensive maintenance. In fact automated parking facilities can be great investment opportunities from municipal authorities, parking corporations, property and business owners, as well as other investors. In addition to the overall advantages of automated parking in general, specific design criteria for our system enables us to avoid costs associated with certain automatic parking systems, very small footprint requirements for above and below ground enables it to be built in very narrow locations such as road side pockets and its simplicity provides fast car deposits and retrievals increasing customer satisfaction, utilization rate and therefore revenue.

Being able to build automatic car parking systems locations where conventional car parks cannot be built – be able to provide what is needed where is needed – as well as lower operational costs make such an investment a win case. From driver point of view such systems have more benefits compare to conventional car park systems such as;

How the System Operates 
Though there are alternative way how the system could be set up to work below is to provide an idea by describing one of the potential ways the system can operate. In below example it has been assumed that above ground area is a covered single car park area. In certain implementations with very limited above the ground land availability, initial parking and drive away sections can be in build without a cover. 
A car approaches one of the garage's entrances. An overhead door goes up, and the car drives onto a steel pallet. The driver gets out of the car, goes to the front of the garage and gets a ticket with a PIN code, like the ones people use at ATMs. Then the overhead door closes, and the driver walks away. 
Inside the garage, a computer- controlled system goes to work. A steel frame on wheels goes under the car's pallet. Motors lift the pallet up about 2 cm, and the pallet moves into a vast central atrium. The pallet is put on a carrier and then moved horizontally or down a few floors and horizontally again, depending on where the computer can find an empty slot. 
To get the car out, the driver puts in the coded ticket, punches in the PIN, pays the fare shown, and the car comes back the same way it left. 
Nobody touches the car, so there are no chances of dings, dents or outright demolition from careless attendants. And because the car is in its own isolated spot, there is no chance it will be stolen or broken into, and no chance you will be mugged on your way to a remote parking stall. In fact, the door can be left unlocked.

Backup in Case of a Problem 
The process of retrieving the car in an automatic system takes no more than about one and half minutes, even when several drivers are waiting. In case there is a glitch, there are a backup generator and two computers running in tandem. The garage also has an around-the-clock attendant who can run the system manually if necessary. 
`The technology is based on the automated transfer system in the car industry, moving half-finished cars back and forth from assembly point to assembly point and it is also widely used in automated warehouse technology, moving material and products around. Hence it is well proven technology and has relative implementations all around the world and in different segments.

By combining simplicity of palette system with the speed and low operational costs of trolley system we are able to enhance customer experience by lowering retrieval times, maximizing utilization and increasing revenue while lowering costs.

Build & Operate; Operate & Transfer 
Construction Costs, Timing and Some of the Challenges 
Construction costs include shaft construction required resource and equipments rentals. Since every location could differ geologically, average constructions costs are taken into account. Below presented construction cost table does not take into account above ground structure if covered structure will be implemented for a given location. Electro mechanic infrastructure and steel construction material and assembly costs are presented as per car slot. There are limitations in terms of how many cars a lift can serve in a given structure. These limitations are based on serve time rather than capability. All designs and associated costs are based on single lift system. Manufacturer suggests no more than 100 cars should be served by a single lift. On average, the speed of lift is ~1m/s and maximum time to deposit and retrieval is expected to be less than or equal to 60 seconds once the driver initiate the task. This will allow car park with 100 slots to be fully filled or emptied in 90 minutes, greatly enhancing customer satisfaction and maximizing revenue. Approximate time to construct a 50m deep shaft capable of holding 100 cars (25 cars in each edge of a plus shaped structured and a lift positioned in the middle) is expected to be between 3 to 5 months depending on construction site access and geophysical conditions. Assembly of steel shelf structure is expected to be around 1 month. Total of 4 to 6 months is expected time frame for an operational car parking system. 
Operational Costs and Considerations 
Electricity costs are based on a more complex system hence expected to be lower than stated below. However, these costs’ impact on overall profitability is nominal and thus further detailed analysis on electrical usage has not been done. Maintenance costs include scheduled; both minor and major; services done by manufacturer authorized company. Major Service includes inspection of lift, the structure, electrical and mechanical systems. Though overall system is very reliable, details of average fix costs for main items such as lift will be further included in the risk buffer in overall costs. Additionally, MTBF and more importantly MTTR are not currently known in addition to spare part stock local distributor carries in case of major malfunction. There will be additional (these costs have been captured under ‘Other’ section in financial forecasting) costs such as insurance and personnel who may be located at each parking premise to assists customers and a small supervisor group made up of 1 or 2 persons to manage the personnel at the parking locations when more than one location is in operation. Depending on operational model and hours of operation; self service or human assisted; 12 hour day or 24 hours; 2 or more shift may be required and depending on such requirement, initially estimated costs could be higher; however, in case hours of operations are going to be longer, higher revenue would offset such additional costs. It is expected that self service model will be sufficient in most areas due to system’s ease of use but in any case additional personnel costs are already taken into account and made as part of the operational fixed cost.

Municipality Rules, Regulations and Expected Costs 
License fees include rental amounts that will be paid to municipality for the lease of the location; both above and underground sections for the duration of 30 years. Further the cost also includes all setup and processing fees for the construction of the facility – that is expected to be low given park facilities will not be used to accommodate drivers, passengers or employees. Current leasing rules for municipality selected park locations are via public tendering process. The winner is selected based on minimum rental time requirements and highest rental fee offering. However such tendered car park locations are pre determined locations by municipality; usually based on construction and operation of conventional car parking spaces even in cases where the location is for underground. Due to very small footprint requirements both for under and below ground for our envisioned car parks, it is assumed specific locations will be leased from municipality with or without public tendering process.

Revenue, Profit and Financial Outlook 
In this section a set of assumptions based on time series cash flow streams have been made available in order to provide possible outcomes. Potential revenue outcome greatly depend on characteristics such as; 
 Operation times 
 Utilization rates depend on driver habits; 
 1 hr to 2 hrs parking durations can be expected in areas where governments and businesses are populated 
 3 hrs and more duration times can be expected where shopping and dining areas are located 
Below data and utilization statistics are based on average costs. Detailed analysis for each location and feasibility test for selected locations will provide better estimation of expected revenue streams. However, below data suggest overall turnaround of 2 – 4 years on investment before taxes and also points out ROI of 30% - 60%, given the low risk nature of the investment, such return rate is very attractive. 
Major Assumptions 
 Currency rates are set at €1= 1.70 YTL, $1 = 1.30 YTL and €1=$1.35 
 An annual rental fee will be paid to municipality. Historical data based on conventional underground parking systems suggests annual rental cost is between 60,000 YTL to 100,000 YTL. Rental amount have been accounted in ‘Operational Costs’ under financials section. Rental costs for our developments are expected to be less due to small aboveground footprints and lower total volume requirements compared to similar facilities 
 When estimated; monthly parking takes no more than 10% of overall space or forecasted to be an up sell opportunity via off peak hours parking only 
 Hourly parking fee is 5 YTL for the first hour and 2 YTL for 2nd hour and 1 YTL for each additional hour thereafter 
 Utilization is averaged at 80% to 90% for hourly parking, average car park duration varies between 2 to 4 hrs for 12 to 22 hrs per day and there are 257 to 360 days per year 
 Electricity cost is based on average vendor data .15 YTL per car (in/out) 
Exit Strategy 
Exit strategy is based on selling the business to potential investor after building and operating for a certain amount of time – 5 to 10 years. Possibility of transferring leasing rights to another entity has not been researched however, in case there is such a legal limitation, the company can be sold to potential investor avoiding any issues with rights’ transfer. At the time of transfer a market value will calculated based on a set of assumptions for the future outlook of business and parking space pricing trends as well as previous performance in order to reach an acceptable market value.

A Look at Potential Value Added Business 
In order to maximize revenue and profit, the main focus should be increasing utilization while decreasing duration of stay. Parking times are location specific and hard to influence due to its direct dependency on surrounding business requirements. Utilization increase – with the assumption of extra capacity availability – is an area further improvements can be done via implementation of value added services. Hence the main focus of this section is to look into ways to increase utilization in parking facilities via bundled internal and external service offerings. Though revenue that can be realized from offering such bundled services are negligible amounts, such potential revenues have also been mentioned assuming such low amounts could be pooled into a sizable amount when an economy of scale is reached. Value added services have been explored in 3 different ways: 
 Internal value added services such as SMS activated car retrieval 
 Utilization of 3rd party services such as valet services 
 Collaboration with different vendors to increase awareness and provide ease of use such as payment via mobile phones 
Main focus of exploring internal value added services are towards increasing utilization rates, simplifying and providing ease of use and enhancing drivers’ overall experience; 
 Offering lower parking rates for off peak hour parking 
 Monthly parking offerings when there is extra capacity to utilize or in order to utilize off peak hours parking 
 Bulk parking time purchase for customers and businesses 
 SMS activated car retrieval service to enhance customer experience and exit times 
 Online park status and reservation service for no surprises and lower frustration 
Differentiation services will provide increased utilization and may even allow higher rates to be charged. Since implementation of such add on services are rather trivial, the costs associated with them would be negligible. Utilization of valet service could be explored in two different ways: 
 A fixed number of spots for a fixed cost and time 
 Night operations 
 50% of space 
 Between 23.00 and 4.00 
 8 YTL per car 
rented out in advance. The service would be very similar to after hour’s residential parking offering with higher revenue yield. However, such potentials only exist in areas where night clubs and bars are located hence the applicability of this service is restricted to areas with specific requirements.

While car washing service seems to be another potential business, the time it requires – assuming close proximity service is a manual car wash facility – renders it as an attractive option if average park durations are 2 hours or less. As a future outlook, an auto car washing unit that can be integrated into automatic car parking system is being currently explored. Since such a service can be provided while cars are parked selected during parking process, it could be attractive for the consumers and additional revenue and differentiator for the parking facility. This option is currently being discussed with some of the manufacturers. Collaboration with different vendors is towards increasing awareness for the use of the facility to promote self service as well as ease of use the facility services. Collaboration with mobile operators and Istanbul municipality and integration of mobile payment and municipality sponsored ‘akbil’ – smart payment token – would simplify park payment process and allow indirect advertisement of parking facilities by these entities when they advertise their product and services. Overall revenue impact of additional services is expected to be minimal compared to mainstream business. At this moment we have not included potential revenue from value added services into main financial outlook or accounted them in financial forecasts.

Each location will provide different user profile and therefore different park usage trends. More case studies with further usage statistics are possible however when we look into a longer usage statistics only three variables become critical in revenue generation; utilization level, average duration times and operational time. While longer operational times depend on availability of night life in the surrounding area, average duration times depend on consumer actions in surrounding areas. Since estimation for parking space is not an exact science, it is better to look into different scenarios where surrounding areas differs. Revenue and costs are calculated on annual bases by rolling up hourly, monthly amounts for expected revenue and costs.

  • 4. 4 Car Parking System | Parkmatic Company Executive Summary Traffic and parking are two biggest issues every metropolitan faces today and Istanbul is no exception. This is a fact that every driver living in Istanbul is very familiar with. Parking violations such as double parking, parking on restricted areas in return contribute to traffic further. Turkey has an estimated population of 70 million. 20 percent of this population lives in Istanbul which is roughly 14 million people. And it is estimated that 4 million vehicles are in traffic every day in Istanbul. Availability of land to build car parks around congested areas is very scarce; costs associated are very high and due to current demand for business and residential developments in such areas, Istanbul municipality has build and operate incentive program for car park facilities throughout the city. Due to many constraints, locations where conventional car parks can be developed are limited even when these parks are underground. On the other hand automated car parks provide many benefits over conventional parking systems. Capability to open small to medium sized car parks strategically located throughout the city of Istanbul where high utilization rates can be realized is possible via underground automated parking systems. Minimal above and below ground requirements make automated car park system to be built in places conventional car parks cannot be. Park silos that are capable holding 50, 75 and 100 cars will be constructed in high demand locations. If more capacity is demanded in the same location more silos can be built – paving a road to invest as you go. Contrary to expectation overall construction costs are lower than construction of similar structures above ground. Timeframe for construction is expected to be 3 to 6 months depending on location’s environmental status. Overall investment funding is structured as for the initial investment for the first 2 to 3 parks are made via direct investment from seed capital. Financing necessary to build more parks will be through bank loans. Turnaround time averaging at 2 to 4 years and return of investment around 40% makes it an attractive investment especially when the low risk nature of the investment is considered. 30 year lease terms by Istanbul municipality allow long period revenue period; short development times; 4 to 6 months enable start to realize revenue in short amount of time. Overall data points out the opportunity to invest in development and operation of strategically located automated car parks present low risk and healthy revenue. Low operational costs and labor requirements ease and quicken business expansion; enable pursuing multi city and multi country expansion opportunity.

Or you could sit in line to get into a multistory garage and, once inside, wind your way up and up and up, ramp by ramp, before driving slowly past ranks of parked cars, searching for a space, any space… Like most metropolitans, Istanbul is no different; not only there is never ending traffic but also lack of parking spaces adds up to daily stress and frustration. As of 2007, around 4 million vehicles are in traffic daily1 in Istanbul, there are total of 1487 car parking lots with 135,247 lot capacity2. On the other hand, Istanbul needs approximately 800,000 car parking capacity2 in order to meet the daily parking demand. On one side availability of only a fraction of parking spaces is frustrating as a citizen; on the other this provides an investment opportunity. Though the solution seems to be a simple one; by building more car parking; the challenges do exists and are the main barriers for such developments not taking place. Availability of land to build car parks around congested areas is very scarce; even when such areas are available, costs associated with lands are very high due to demand for business and residential developments in those areas.
  • 6. 6 Car Parking System | Parkmatic Company The Solution Current congested areas such as Tesvikiye, Mecidiyekoy, Levent, Taksim, Maslak, Kadikoy, Bagdat Caddesi , all have high demand for car park spaces especially if such areas are available close proximity to business and shopping areas. Open lands are almost nonexistent in these locations; purchasing land via building acquisition to build free standing car parks would yield low ROI due to commercial and residential development demand keeping land prices at premium in these locations. On the other hand, underground structures provide a remedy to high land prices and open possibilities to develop car parks in such high-in-demand areas. However, when the requirements such as below are considered:  Drive in and out ramps  Parking space between vehicles  Ceiling heights for vehicle owners  Ventilation for hazardous fumes  Lighting and security such an opportunity becomes available to only few places due to above ground requirements and even then unless rent fees for these locations are low, investment opportunity is not very attractive due to long turnaround times.

Automated Traffic Guidance for Access and Departure Traffic guidance systems utilized by automated garages eliminate the need for drivers to back up their vehicles when driving to or from the retrieval station. All vehicle maneuvering tasks are performed by a computerized transfer station, improving safety for all drivers. Greater Security Conventional parking garages are typically associated with vehicle damage and decreased personal security. Robotic parking systems eliminate these problems by providing sophisticated transfer stations for entering and retrieving vehicles. Once vehicles are housed in the automated parking system, they are safe from damage, dents, theft and vandalism. In addition, transfer stations are located in well-lit, safe areas that are continually monitored by security cameras. This ensures customers feel safe and protected when dropping off or picking up their vehicle. Exposure to vehicle exhaust while waiting in lines is also avoided with automated systems. In below example it has been assumed that above ground area is a covered single car park area. In certain implementations with very limited above the ground land availability, initial parking and drive away sections can be in build without a cover. A car approaches one of the garage's entrances. An overhead door goes up, and the car drives onto a steel pallet. The driver gets out of the car, goes to the front of the garage and gets a ticket with a PIN code, like the ones people use at ATMs. Then the overhead door closes, and the driver walks away. Inside the garage, a computer- controlled system goes to work. A steel frame on wheels goes under the car's pallet. Motors lift the pallet up about 2 cm, and the pallet moves into a vast central atrium. The pallet is put on a carrier and then moved horizontally or down a few floors and horizontally again, depending on where the computer can find an empty slot. To get the car out, the driver puts in the coded ticket, punches in the PIN, pays the fare shown, and the car comes back the same way it left. Nobody touches the car, so there are no chances of dings, dents or outright demolition from careless attendants. And because the car is in its own isolated spot, there is no chance it will be stolen or broken into, and no chance you will be mugged on your way to a remote parking stall. In fact, the door can be left unlocked.

  • 12. 12 Car Parking System | Parkmatic Company Build & Operate; Operate & Transfer Construction Costs, Timing and Some of the Challenges Construction costs include shaft construction required resource and equipments rentals. Since every location could differ geologically, average constructions costs are taken into account. Below presented construction cost table does not take into account above ground structure if covered structure will be implemented for a given location. Electro mechanic infrastructure and steel construction material and assembly costs are presented as per car slot. There are limitations in terms of how many cars a lift can serve in a given structure. These limitations are based on serve time rather than capability. All designs and associated costs are based on single lift system. Manufacturer suggests no more than 100 cars should be served by a single lift. On average, the speed of lift is ~1m/s and maximum time to deposit and retrieval is expected to be less than or equal to 60 seconds once the driver initiate the task. This will allow car park with 100 slots to be fully filled or emptied in 90 minutes, greatly enhancing customer satisfaction and maximizing revenue. Approximate time to construct a 50m deep shaft capable of holding 100 cars (25 cars in each edge of a plus shaped structured and a lift positioned in the middle) is expected to be between 3 to 5 months depending on construction site access and geophysical conditions. Assembly of steel shelf structure is expected to be around 1 month. Total of 4 to 6 months is expected time frame for an operational car parking system. Operational Costs and Considerations Electricity costs are based on a more complex system hence expected to be lower than stated below. However, these costs’ impact on overall profitability is nominal and thus further detailed analysis on electrical usage has not been done. Maintenance costs include scheduled; both minor and major; services done by manufacturer authorized company. Major Service includes inspection of lift, the structure, electrical and mechanical systems. Though overall system is very reliable, details of average fix costs for main items such as lift will be further included in the risk buffer in overall costs. Additionally, MTBF and more importantly MTTR are not currently known in addition to spare part stock local distributor carries in case of major malfunction. There will be additional (these costs have been captured under ‘Other’ section in financial forecasting) costs such as insurance and personnel who may be located at each parking premise to assists customers and a small supervisor group made up of 1 or 2 persons to manage the personnel at the parking locations when more than one location is in operation. Depending on operational model and hours of operation; self service or human assisted; 12 hour day or 24 hours; 2 or more shift may be required and depending on such requirement, initially estimated costs could be higher; however, in case hours of operations are going to be longer, higher revenue would offset such additional costs. It is expected that self service model will be sufficient in most areas due to system’s ease of use but in any case additional personnel costs are already taken into account and made as part of the operational fixed cost.

Further the cost also includes all setup and processing fees for the construction of the facility – that is expected to be low given park facilities will not be used to accommodate drivers, passengers or employees. Current leasing rules for municipality selected park locations are via public tendering process. The winner is selected based on minimum rental time requirements and highest rental fee offering. However such tendered car park locations are pre determined locations by municipality; usually based on construction and operation of conventional car parking spaces even in cases where the location is for underground. Due to very small footprint requirements both for under and below ground for our envisioned car parks, it is assumed specific locations will be leased from municipality with or without public tendering process. Potential revenue outcome greatly depend on characteristics such as;  Operation times  Utilization rates depend on driver habits;  1 hr to 2 hrs parking durations can be expected in areas where governments and businesses are populated  3 hrs and more duration times can be expected where shopping and dining areas are located Below data and utilization statistics are based on average costs. Detailed analysis for each location and feasibility test for selected locations will provide better estimation of expected revenue streams. However, below data suggest overall turnaround of 2 – 4 years on investment before taxes and also points out ROI of 30% - 60%, given the low risk nature of the investment, such return rate is very attractive. Major Assumptions  Currency rates are set at €1= 1.70 YTL, $1 = 1.30 YTL and €1=$1.35  An annual rental fee will be paid to municipality. Historical data based on conventional underground parking systems suggests annual rental cost is between 60,000 YTL to 100,000 YTL. Rental amount have been accounted in ‘Operational Costs’ under financials section. At the time of transfer a market value will calculated based on a set of assumptions for the future outlook of business and parking space pricing trends as well as previous performance in order to reach an acceptable market value.

Parking times are location specific and hard to influence due to its direct dependency on surrounding business requirements. Utilization increase – with the assumption of extra capacity availability – is an area further improvements can be done via implementation of value added services. Hence the main focus of this section is to look into ways to increase utilization in parking facilities via bundled internal and external service offerings. Though revenue that can be realized from offering such bundled services are negligible amounts, such potential revenues have also been mentioned assuming such low amounts could be pooled into a sizable amount when an economy of scale is reached. Value added services have been explored in 3 different ways:  Internal value added services such as SMS activated car retrieval  Utilization of 3rd party services such as valet services  Collaboration with different vendors to increase awareness and provide ease of use such as payment via mobile phones Main focus of exploring internal value added services are towards increasing utilization rates, simplifying and providing ease of use and enhancing drivers’ overall experience;  Offering lower parking rates for off peak hour parking  Monthly parking offerings when there is extra capacity to utilize or in order to utilize off peak hours parking  Bulk parking time purchase for customers and businesses  SMS activated car retrieval service to enhance customer experience and exit times  Online park status and reservation service for no surprises and lower frustration Differentiation services will provide increased utilization and may even allow higher rates to be charged. Since implementation of such add on services are rather trivial, the costs associated with them would be negligible. Utilization of valet service could be explored in two different ways:  A fixed number of spots for a fixed cost and time  Night operations  50% of space  Between 23.00 and 4.00  8 YTL per car rented out in advance. The service would be very similar to after hour’s residential parking offering with higher revenue yield. However, such potentials only exist in areas where night clubs and bars are located hence the applicability of this service is restricted to areas with specific requirements.  Alternative valet service

Since such a service can be provided while cars are parked selected during parking process, it could be attractive for the consumers and additional revenue and differentiator for the parking facility. This option is currently being discussed with some of the manufacturers. Collaboration with different vendors is towards increasing awareness for the use of the facility to promote self service as well as ease of use the facility services. Collaboration with mobile operators and Istanbul municipality and integration of mobile payment and municipality sponsored ‘akbil’ – smart payment token – would simplify park payment process and allow indirect advertisement of parking facilities by these entities when they advertise their product and services. Overall revenue impact of additional services is expected to be minimal compared to mainstream business. At this moment we have not included potential revenue from value added services into main financial outlook or accounted them in financial forecasts.

More case studies with further usage statistics are possible however when we look into a longer usage statistics only three variables become critical in revenue generation; utilization level, average duration times and operational time. While longer operational times depend on availability of night life in the surrounding area, average duration times depend on consumer actions in surrounding areas. Since estimation for parking space is not an exact science, it is better to look into different scenarios where surrounding areas differs. Revenue and costs are calculated on annual bases by rolling up hourly, monthly amounts for expected revenue and costs.
