Logical Heuristics seeks consensus and understanding from Client X on
Project Monitoring and Quality Assurance (PMQA) in relation to Systems
Migration – its definition, values, tenets and principles.
It is our goal that with this document, Client X would have all the information
it needs to make an informed decision to pursue PMQA services.
BACKGROUND
This document was developed based on discussions with Client X and the
need to understand the impact of PMQA on its initiatives to migrate existing
functionalities of Sys1, Sys2 and Sys3 to Client X specific stand alone
systems , in light of LH’s’ value add and expertise.
ASSUMPTIONS
This document is the first step for Client X in exploring the value of PMQA
with the goal of successful deployment of systems on time, on budget and
with quality.

THREE STAGES: SYSTEM MIGRATION LIFE CYCLE
SMLC STAGES
PRE-MIGRATION STAGE: This is the core stage; aims to
understand, analyze, and investigate the system functions and
components using different techniques and different quality
metrics. This stage has several phases (Definition,
Assessment, and Planning). E.g. Project Management, Solution
Management.,
MIGRATION STAGE: The second stage aims to accomplish the
migration itself and the modernization / transformation of legacy
systems. It uses several quality assurances techniques,
including RAID/FMEA/SWOT. This stage has three phases
(Redesign, Development, Deployment). E.g. Vendor
Management, Performance Management
POST-MIGRATION STAGE: The third and final stage is the
post-transformation stage. This stage aims to check the new
system operations, provides all the required checks and
system’s functionality to ensure program correctness and
reducing risks. This stage has two phases (Evaluation and

INCREMENTAL: The legacy system is redeveloped into a new
paradigm gradually. This strategy is leveraged if the business
value is out of line and does not support current business
needs, PMQA approach developed based on risks, time,
budget, talent and requirements
COMPLETE: This refers to converting the entire old system
into a new infrastructure. This strategy is leveraged if the
existing system is meeting the business needs but is of low
quality. PMQA approach is based on requirements, time, risks
and talent.
PARTIAL: This refers to migrating part of the system
components—for example, using commercial off-the-shelf
(COTS) software. This strategy is leveraged when the business
value is wide, PMQA approach developed based on suitability,
requirements, software customization and reliability.
WRAPPING: This refers to encapsulating the existing code into
a modern interface. This strategy is leveraged if the business
value is meeting the current business needs but the
organization needs to integrate parts of the legacy system and
make only a few changes. PMQA based on impact to
maintainability.
