Mission Statement of the US Forest Service
Caring for the land, serving people.i
General Information
Chippewa National Forest is located in north central Minnesota between Bemidji on the west to Grand
Rapids on the east, with Walker on the south to Blackduck in the north. The Chippewa National Forest is
managed by the United States Forest with the headquarters located in Cass Lake, MN managing over
666,500 acres of forest land.ii
In 1889, the Office of Indian Affairs, (Bureau of Indian Affairs today) started to manage the forest trees
located on tribal lands for future generations. To manage this task, the Office of Indian Affairs severely
lacking adequate resources from trained foresters, forestry organizations and inadequate funding. The
Native Americans that served as agents “were talked into timber contracts that led to fraud on
reservation forest”. When loggers arrived to central Minnesota to start harvesting the timber under the
supervision of the General Land Office, the only timber that was found was dead and down timber. To
offset the little timber that was found, the loggers started cutting burning the green trees. The Office of
Indian Affairs, following the guidelines of the Department of Interior had addressed the problems to
regulate any forestry on Native American Reservations in relying on the United States Department of
Agriculture (USDA) foresters. The USDA and the Office of Indian Affairs had rocky beginning; not
integrating resources until 1902 with the passage of the Morris Act that expanded the 1889 dead and
down act giving the USDA supervision of logging on the Chippewa lands. The Chippewa Forest land
dispute grew into a fight groups that would see private ownership of the land and individuals wanting
government ownership be it state or federal government. Within the state of Minnesota,
conservationists supported foresters from the government and in 1902, congress declared the Chippewa
lands the Minnesota Forest Reservesiii
According to the Chippewa National Forest website, in 1908 President Theodore Roosevelt signed into
law the establishment of Chippewa National Forest, making it the first national forest east of the
Mississippi River.
Forest Service Career paths
The US Forest Service has many career paths for individuals to choose from. The Forest Service
employees, MIST survey teams, Fire Technicians, Silverculture, Wildlife, Biologist, Office Administrative,
Recreation Technician, Law Enforcement and Investigation, National Environmental Policy Act (NEPA) to
name a few.
In the Chippewa National Forest’s Deer River Ranger District; MIST, Recreation, Fire, Silverculture,
Biologist, Forestry and Reforestation and Office Administrative position work together in support of the
district ranger in preforming tasks every day to benefit the land and support the people that use it.

The recreation crew at the Deer River Ranger District is staffed with the Supervisor Forestry Technician,
Foresty Technician Lead, three seasonal Forestry Technicians and five semi-retired recreation
technicians, and nine volunteer campground host families. On occasions, the fire crew would have been
brought in to assist with trail maintenance as well as cleanup of brush around the campgrounds and
major storm events.
The supervisor Forestry Technician asks the crew every morning on projects being completed for the day
and gives input on the project. The supervisor also sends the crew to locations that need top priority in
cleanup before special events or holidays come up.
The Forestry Technician Lead fills in for the supervisor in their absence and assigns projects to the crew.
The lead also assists with the crew in maintaining campsites in disperse locations, trail and campground
maintenance cleanup.
The Forestry Technician seasonal crew works a range of four to six months in a fiscal year. Projects range
from campground collection officer work, trail and campground maintenance, sign maintenance and
vehicle and equipment maintenance.
The Chippewa National Forest’s Deer River Ranger District employs five semi-retired recreation crew
technicians in providing support to the campground hosts, and the forestry technician team. Their work
entails vault toilet cleaning, fish gut removal and cleaning of location and lawn mowing.
The Deer River Ranger District oversees 11 campgrounds throughout the camping season that lays in the
Cut Foot and Marcell areas. 10 of the 11 campgrounds are home to seasonal campground hosts that
managing the grounds and report to the supervisor on maintenance issues in each location.
In the summer of 2016, three back-to-back-to-back severe thunderstorms with strong straight line winds
came through the Chippewa National Forest blocking access on trails and roadways. The Forest Service
worked with local authorities to reestablish day to day activities for smooth repairs. Within the Deer
River Ranger District, two of the seasonal Recreation crew members joined the Fire Crew for a day
project in cleaning the High Banks roads access, Plug Hat, Tamarack Point, Macavity Bay and Williams
Narrow Campground to open the access back up for recreational use.
Equipment Use
The Deer River Ranger District’s Recreation crew operates a Polaris side-by-side, four riding lawn
tractors, multiple push mowers, weed trimmers, trucks and trailers. There is a working agreement with
the Fire Crew in using their brush saws to perform brush cleanup in campgrounds and along sides of
recreation trails.
The District Ranger informed the staff of the district to start the summer season 2016 to preform safety
checks on vehicles the moment the vehicles get signed out to document any mechanical issues and get
the repairs needed to operate the vehicle.

Results There where small trees down on the trails to clean up; however, most
of the residences of Star Island cleaned up the trails from the
windstorms in July and utilized the down branches for camp fires.

Results The recreation crew removed the signs from Birches Picnic
Ground for cleaning and repainting of the signs. The signs were
painted in late September and left in the warehouse for the
semi-retired recreation crew to store for the winter season.

Result of the project Took off on the north side of the trail heading up to Multiple trees 001 clearing
the trail free of down trees. Stopped at Multiple trees 001 with the trail being
damped and unsafe to travel on with the Polaris Ranger side-by-side.

  • 3. 2 Mission Statement of the US Forest Service Caring for the land, serving people.i General Information Chippewa National Forest is located in north central Minnesota between Bemidji on the west to Grand Rapids on the east, with Walker on the south to Blackduck in the north. The Chippewa National Forest is managed by the United States Forest with the headquarters located in Cass Lake, MN managing over 666,500 acres of forest land.ii In 1889, the Office of Indian Affairs, (Bureau of Indian Affairs today) started to manage the forest trees located on tribal lands for future generations. To manage this task, the Office of Indian Affairs severely lacking adequate resources from trained foresters, forestry organizations and inadequate funding. The Native Americans that served as agents “were talked into timber contracts that led to fraud on reservation forest”. When loggers arrived to central Minnesota to start harvesting the timber under the supervision of the General Land Office, the only timber that was found was dead and down timber. To offset the little timber that was found, the loggers started cutting burning the green trees. The Office of Indian Affairs, following the guidelines of the Department of Interior had addressed the problems to regulate any forestry on Native American Reservations in relying on the United States Department of Agriculture (USDA) foresters. The USDA and the Office of Indian Affairs had rocky beginning; not integrating resources until 1902 with the passage of the Morris Act that expanded the 1889 dead and down act giving the USDA supervision of logging on the Chippewa lands. The Chippewa Forest land dispute grew into a fight groups that would see private ownership of the land and individuals wanting government ownership be it state or federal government. Within the state of Minnesota, conservationists supported foresters from the government and in 1902, congress declared the Chippewa lands the Minnesota Forest Reservesiii According to the Chippewa National Forest website, in 1908 President Theodore Roosevelt signed into law the establishment of Chippewa National Forest, making it the first national forest east of the Mississippi River. Forest Service Career paths The US Forest Service has many career paths for individuals to choose from. The Forest Service employees, MIST survey teams, Fire Technicians, Silverculture, Wildlife, Biologist, Office Administrative, Recreation Technician, Law Enforcement and Investigation, National Environmental Policy Act (NEPA) to name a few. In the Chippewa National Forest’s Deer River Ranger District; MIST, Recreation, Fire, Silverculture, Biologist, Forestry and Reforestation and Office Administrative position work together in support of the district ranger in preforming tasks every day to benefit the land and support the people that use it.
  • 4. 3 The recreation crew at the Deer River Ranger District is staffed with the Supervisor Forestry Technician, Foresty Technician Lead, three seasonal Forestry Technicians and five semi-retired recreation technicians, and nine volunteer campground host families. On occasions, the fire crew would have been brought in to assist with trail maintenance as well as cleanup of brush around the campgrounds and major storm events. The supervisor Forestry Technician asks the crew every morning on projects being completed for the day and gives input on the project. The supervisor also sends the crew to locations that need top priority in cleanup before special events or holidays come up. The Forestry Technician Lead fills in for the supervisor in their absence and assigns projects to the crew. The lead also assists with the crew in maintaining campsites in disperse locations, trail and campground maintenance cleanup. The Forestry Technician seasonal crew works a range of four to six months in a fiscal year. Projects range from campground collection officer work, trail and campground maintenance, sign maintenance and vehicle and equipment maintenance. The Chippewa National Forest’s Deer River Ranger District employs five semi-retired recreation crew technicians in providing support to the campground hosts, and the forestry technician team. Their work entails vault toilet cleaning, fish gut removal and cleaning of location and lawn mowing. The Deer River Ranger District oversees 11 campgrounds throughout the camping season that lays in the Cut Foot and Marcell areas. 10 of the 11 campgrounds are home to seasonal campground hosts that managing the grounds and report to the supervisor on maintenance issues in each location. In the summer of 2016, three back-to-back-to-back severe thunderstorms with strong straight line winds came through the Chippewa National Forest blocking access on trails and roadways. The Forest Service worked with local authorities to reestablish day to day activities for smooth repairs. Within the Deer River Ranger District, two of the seasonal Recreation crew members joined the Fire Crew for a day project in cleaning the High Banks roads access, Plug Hat, Tamarack Point, Macavity Bay and Williams Narrow Campground to open the access back up for recreational use. Equipment Use The Deer River Ranger District’s Recreation crew operates a Polaris side-by-side, four riding lawn tractors, multiple push mowers, weed trimmers, trucks and trailers. There is a working agreement with the Fire Crew in using their brush saws to perform brush cleanup in campgrounds and along sides of recreation trails. The District Ranger informed the staff of the district to start the summer season 2016 to preform safety checks on vehicles the moment the vehicles get signed out to document any mechanical issues and get the repairs needed to operate the vehicle.

  • 24. 23 Project Tasks Painting Portal sign on Highway 2 west of Ball Club, MN and Bowstring Portal sign on Highway 6 Tools needed for project 1) Weed trimmer for knocking down tallgrass 2) Ladders 3) Scrappers and Wire brushes 4) Wrenches and sockets for removing signs 5) Sign paint and stain 6) Water and bucket 7) Personal Protection Equipment Task: Was to clean the sign up and apply paint to give a fresh look. Note: Project took three days to complete. The completion of the sign gives a fresh look on Highway 2 entering and leaving the Chippewa National Forest.

Location Cass Lake, MN Date September 8, 2016 Tools needed for the project: 1) 2 USGC approved watercrafts 2) JHA reviews of projects and equipment use 3) Personal Protection Equipment/First Aid Kit 4) Handsaws/Chainsaws 5) 50:1 Chainsaw Fuel and bar oil 6) Loppers Results There where small trees down on the trails to clean up; however, most of the residences of Star Island cleaned up the trails from the windstorms in July and utilized the down branches for camp fires.
  • 26. 25 Project Birches Picnic Ground Sign cleaning and painting Tools Needed 1) Scrapper and Wire Brush 2) Sander 3) Staining paint Results The recreation crew removed the signs from Birches Picnic Ground for cleaning and repainting of the signs. The signs were painted in late September and left in the warehouse for the semi-retired recreation crew to store for the winter season.

Tools Needed Maintenance Notes 1) Polaris Ranger 2) Chainsaw w/tools 3) First Aid Kit 4) Chainsaw fuel 5) Pull rope 1) Down trees cleared - Multiple Trees 001 - Down tree 005, 006, Bur Oak, Aspen 001 2) Notes: Snag and down tree location has a branch from a maple tree a broken part of the tree. Result of the project Took off on the north side of the trail heading up to Multiple trees 001 clearing the trail free of down trees. Stopped at Multiple trees 001 with the trail being damped and unsafe to travel on with the Polaris Ranger side-by-side.
