Economically, Environmentally and Socially sensible for Tasmania
Tasmanian Towns individually and jointly
are a critical contribution to the various
characters and nature of the unique
Tasmanian lifestyle experience. Modern
economic pressures weigh heavily on small
towns and small states alike.
Tasmania is best served by planning for a
synergy of;
Burgeoning townships,
Limited-growth burgeoning cities and
Environmental recreation with
Links to the megapolii.
Even now, in our rundown condition, a
potpourri of delight and interest awaits
both the visiting and local driver. And this,
whilst oft die-hard towns people enjoy
deeply humane lifestyles and others depart
to survive.
In the fostering of our country towns there
are cultural, economic, social, lifestyle and
industrial potentials for the State and the
Nation. A way forward for Tasmania that
makes maximum use of some of our niche
market characteristics and our preferred
values: a way forward that also offers,
through coordinated decentralisation, some
relief from city sprawl.
Local communities, local ownership, local
uniqueness, local administration and local
hospitality exist in towns simultaneously
with some matching aspects of State and
Federal values…….but these values are
justified first and foremost by township
lifestyle and natural locale.
In creating the “bigger picture” we have
somewhat neglected the smaller, and so
suffer the emotional pain of dying towns
and the increasing emotional and
environmental problems of over-
centralisation.
The nub of this is that today practical
and synergetic liaison does not
adequately occur among towns people,
region(s), Municipality(s), State, Nation
and the various pertinent non-political
expertise.
Town people need pertinent practical
advice and skill, as do the broader bodies –
a one-stop township action shop - at hand.
A ‘townships unit’, potent in urban and
social skills, could participate with an ‘all
parties liaison committee’, ascertaining,
advising and undertaking balanced Town
and State development objectives.
The inspired energy of local activists can in
this way be fostered for authentic
community development and placemaking
of Town and State.

THE CONSOLIDATED TASMANIA
COMMITTEE
All Parties liaison
As a partial measure to secure this renewed
actualisation of towns and State, a
committee is necessary. Perhaps called
the Consolidated Tasmania Committee, it
will be primarily a union of four ‘people of
place’ elements;
Communities (wider and local),
Local Councils,
State Government and
Federal Government with
Expertise.
It would be established under State
auspices, on behalf of each committee
member. It’s focus will be on mutual
benefit for all constituents.
The Committee’s objective will be to make
best use of township resources,
potentials and initiatives; while placing
axiomatic value on the significance to the
State of the unique authentic character
and locale of each township.
It is envisaged that it’s objectives will be
to;
FOR THE TOWNSHIPS
Achieve appropriate improvements in
liveability, trade, employment,
sustainability, services, cultural and
natural heritage, environment,
infrastructure, expertise resource,
education, and cultural development.
Strengthen the genius loci for each
town regarding special interest
objectives, identity in the State,
demographics, locational advantage,
and uniqueness criteria.
FOR THE STATE
Sustain and develop critical assets - the
towns.
Create and enhance access to regional
natural assets - forests, beaches, skiing,
fishing etc.
Develop decentrality of state industry
and lifestyle.
Discover and foster potentials for
economic diversity and
microeconomics.
Foster regional employment.

The townships unit will refine, facilitate
and implement the goals decided by the
Committee.
Committee project goals might include
such as;
Transport concessions – perhaps lower
petrol tax in the country.
Industry development – perhaps land-
use planning that limits cities in favour
of towns.
Touring network – routes, facilities,
information and townscape for tourists.
A regional concert venue program – a
venue per region from a common plan
and tender, with local finishing.
Settlement programs – urban planning
and promotion.
Model environmental engineering
programs – economy of scale for council
guidelines.
Town for town development
coordination.
Etceteras.
A Scenario
An example scenario may be say the
fostering of say St Marys in the interest of
both the State and the locale for its value as
an access point to substantial recreational
assets. This will involve ‘sprucing up’ the
town, in accord with any local desire, to
enhance visitor interest. Included would be
townscape work, orientation signs,
facilities and services to suit and
administrative coordinations. It may be
that in addition St Marys suits a program of
new settlement or employment that can be
incorporated into the strategy. Local skills
and industry will be used and developed.
Above all, the viability of the town
supports the viability of the State.

THE TASMANIAN TOWNSHIPS UNIT
Urban and Social professionals
The Tasmanian Township Unit, as an
implementing and advisory arm of the
Committee, will work to improve and
sustain the liveability of towns. It may also
support, under supplementary arrangement,
stand-alone projects – projects that do not
directly match State objectives.
All towns will undergo strategic
consideration within the State and
therefore a developing database and
economy of scale will streamline the cost,
effectiveness and value of the Unit. (As
such it will potentially be valuable for
other areas of political planning
intelligence and decision making.)
The Unit will coordinate design of
programs that integrate local, regional
and State objectives. The programs will
involve best use of existing township
infrastructure, resource, regional access,
environment, heritage and growth potential
in conjunction with local skill and
aspiration. They will include townscape,
facility, environment, locale-specific
industry, land-use and social programs,
new settlement promotion, public
culture, Federal programs and “regional
access, resource utilisation, locational
advantage” State development strategies
all sensitive to State and locale -
coordinating policy with place.
The Unit’s work will be community
research and workshops, townscape design,
economic development programs, heritage
interpretation, signing, facilities programs,
resource audits, promotion, urban planning
environmental engineering, documentation
and town image.
The programs will support and assist a
new coordination of existing programs
by the State in regional communities and
by the local Councils and Community
Organisations in community cultural and
economic development.
A fundamental ethic of the Unit is
sensitivity to local community values,
aspiration and consent.

FUNDS AND RESOURCES
The Federal and State portfolios and Local Government programs channel funds variously for
townscape, culture, employment, environment, heritage, roads, water, power, tourism,
palliative care, crime etc. Portions of these existing expenditures can be rationalised and
focused through the Consolidated Tasmania Committee.
Volunteer energy has a strong history in local community development.
The Township Unit may also be funded for individual projects by any Committee Constituent.
Many existing regional assessment and proposal reports are languishing on shelves; these
and local area plans can be called into use in conjunction with new material to support
achievement of the Committee’s objectives.
A program over five years buoyed by economies of scale and joint effort would make a very
substantial impact on programs and work on the ground, potentially benefiting all towns and
Tasmania.
The work will be incremental and probably require relatively small initial funding without
long term commitment; the program developing only as sustainability of the strategy is
proved.
By definition, the expenditure is investment and the extent of investment is a matter for the
Committee constituents.

Modern economic pressures weigh heavily on small towns and small states alike. Tasmania is best served by planning for a synergy of; Burgeoning townships, Limited-growth burgeoning cities and Environmental recreation with Links to the megapolii. Even now, in our rundown condition, a potpourri of delight and interest awaits both the visiting and local driver. And this, whilst oft die-hard towns people enjoy deeply humane lifestyles and others depart to survive. In the fostering of our country towns there are cultural, economic, social, lifestyle and industrial potentials for the State and the Nation. A way forward for Tasmania that makes maximum use of some of our niche market characteristics and our preferred values: a way forward that also offers, through coordinated decentralisation, some relief from city sprawl. Local communities, local ownership, local uniqueness, local administration and local hospitality exist in towns simultaneously with some matching aspects of State and Federal values…….but these values are justified first and foremost by township lifestyle and natural locale. In creating the “bigger picture” we have somewhat neglected the smaller, and so suffer the emotional pain of dying towns and the increasing emotional and environmental problems of over- centralisation. The nub of this is that today practical and synergetic liaison does not adequately occur among towns people, region(s), Municipality(s), State, Nation and the various pertinent non-political expertise. Town people need pertinent practical advice and skill, as do the broader bodies – a one-stop township action shop - at hand. A ‘townships unit’, potent in urban and social skills, could participate with an ‘all parties liaison committee’, ascertaining, advising and undertaking balanced Town and State development objectives. The inspired energy of local activists can in this way be fostered for authentic community development and placemaking of Town and State.

Perhaps called the Consolidated Tasmania Committee, it will be primarily a union of four ‘people of place’ elements; Communities (wider and local), Local Councils, State Government and Federal Government with Expertise. It would be established under State auspices, on behalf of each committee member. It’s focus will be on mutual benefit for all constituents. The Committee’s objective will be to make best use of township resources, potentials and initiatives; while placing axiomatic value on the significance to the State of the unique authentic character and locale of each township. It is envisaged that it’s objectives will be to; FOR THE TOWNSHIPS Achieve appropriate improvements in liveability, trade, employment, sustainability, services, cultural and natural heritage, environment, infrastructure, expertise resource, education, and cultural development. Strengthen the genius loci for each town regarding special interest objectives, identity in the State, demographics, locational advantage, and uniqueness criteria. FOR THE STATE Sustain and develop critical assets - the towns. Create and enhance access to regional natural assets - forests, beaches, skiing, fishing etc. Develop decentrality of state industry and lifestyle. Discover and foster potentials for economic diversity and microeconomics. Foster regional employment.

Committee project goals might include such as; Transport concessions – perhaps lower petrol tax in the country. Industry development – perhaps land- use planning that limits cities in favour of towns. Touring network – routes, facilities, information and townscape for tourists. A regional concert venue program – a venue per region from a common plan and tender, with local finishing. Settlement programs – urban planning and promotion. Model environmental engineering programs – economy of scale for council guidelines. Town for town development coordination. Etceteras. A Scenario An example scenario may be say the fostering of say St Marys in the interest of both the State and the locale for its value as an access point to substantial recreational assets. This will involve ‘sprucing up’ the town, in accord with any local desire, to enhance visitor interest. Included would be townscape work, orientation signs, facilities and services to suit and administrative coordinations. It may be that in addition St Marys suits a program of new settlement or employment that can be incorporated into the strategy. Local skills and industry will be used and developed. Above all, the viability of the town supports the viability of the State.

It may also support, under supplementary arrangement, stand-alone projects – projects that do not directly match State objectives. All towns will undergo strategic consideration within the State and therefore a developing database and economy of scale will streamline the cost, effectiveness and value of the Unit. (As such it will potentially be valuable for other areas of political planning intelligence and decision making.) The Unit will coordinate design of programs that integrate local, regional and State objectives. The programs will involve best use of existing township infrastructure, resource, regional access, environment, heritage and growth potential in conjunction with local skill and aspiration. They will include townscape, facility, environment, locale-specific industry, land-use and social programs, new settlement promotion, public culture, Federal programs and “regional access, resource utilisation, locational advantage” State development strategies all sensitive to State and locale - coordinating policy with place. The Unit’s work will be community research and workshops, townscape design, economic development programs, heritage interpretation, signing, facilities programs, resource audits, promotion, urban planning environmental engineering, documentation and town image. The programs will support and assist a new coordination of existing programs by the State in regional communities and by the local Councils and Community Organisations in community cultural and economic development. A fundamental ethic of the Unit is sensitivity to local community values, aspiration and consent.

Volunteer energy has a strong history in local community development. The Township Unit may also be funded for individual projects by any Committee Constituent. Many existing regional assessment and proposal reports are languishing on shelves; these and local area plans can be called into use in conjunction with new material to support achievement of the Committee’s objectives. A program over five years buoyed by economies of scale and joint effort would make a very substantial impact on programs and work on the ground, potentially benefiting all towns and Tasmania. The work will be incremental and probably require relatively small initial funding without long term commitment; the program developing only as sustainability of the strategy is proved. By definition, the expenditure is investment and the extent of investment is a matter for the Committee constituents.
