         Some data on mobility in EU
• Communication 1998/0431 from the Commission to the Council,
  the European Parliament, the Committee of the Regions and the
  Economic and Social Committee - Developing the citizens'
  network - Why good local and regional passenger transport is
  important, and how the European Commission is helping to
  bring it about
   – Acknowledgment of the need of good transport systems to
     contribute to economical development, to employment, and to reduction
     of traffic-jams and for a better environmental protection and to avoid
     social exclusion.
   – Description of the case of rural areas where private cars have
     become necessary whereas the offer of public transport is
     decreasing, limiting the access to services to the population without a
     car. The EC will collect cases on specific services in rural areas.

       Some data on mobility in EU
• Total passenger transport activities in the EU27
  by any motorized means of transport in 2009:
  – on average 13.063 km per person (transport
    activities between the EU and the rest of the world not
    included).
  – Passenger cars accounted for 73.5% of this total
• Passenger car stock in EU-27 (2009): 236,1 M
• Motorisation: 473 cars/1000 persons

   Some data on mobility in France
• Population: 21% of French population in
  periurban areas, 18% in rural areas
• Car:
  – About 35M cars in France for 65M inhabitants
    (about 700 cars for 1000 adults).
  – About 20M cars circulate in rural and peri-
    urban areas and produce about 40Mt CO2
    (8% of total CO2 emissions in France).

• Calculation of the number of km driven everyday:
  – Proximity urban mobility (cities):
  119 in 2002, 114 in 2008, 92 to 112 estimated in 2030
  – Proximity rural, peri-urbain and town mobility:
  232 in 2002, 223 in 2008, 201 to 245 estimated in 2030
  – Long-distance mobility:
  114 in 2002, 122 in 2008, 179 to 183 estimated in 2030
• In rural areas, between 9 and 16% of population
  has a public transport line at less that 1km.

     TADOU – Transport on demand
• Service proposed on demand to the inhabitants
  of the Central Doubs.
• Aims at fighting again the isolation of people
  without private means of transportation and of
  disabled persons, by offering them a cheap offer
  of transport to travel on the territory of Central
  Doubs.
• A commission of local elected representative
  regularly meets to improve the service.

  taxis with 1 for wheel chairs

  mixt syndicate

     Process and detailed content (1)
• Transport of people on the territory of Central Doubs
  and to 8 bus stations not in the territory (end-stations of
  bus lines to Besançon)
• From Monday to Saturday between 6.00 am and 07.30
  pm (except on bank holidays).
• Users
   – For inhabitant of the territory,
   – up to 20 times/ month after having registered to the service.
   – Children:accompanied by an adult if <10; with authorisation
     letter if >10 and <18.
   – Accompanying person for free with disabled person.
   – Price divided by 2 if booking for several persons.                   14

    Process and detailed content (1)
• Service to be ordered/cancelled at least 1 day
  before the travel. Booking office open from
  Monday to Friday between 8.00 and 11.00 am.
• To make the service more efficient, the booking
  office can group together trips and may also
  modify the booked travelling time/cancel the
  trip. The user is informed at least the day before
  the foreseen travel.
• Written rules to be accepted by users prior to the

   Detailed description of the practice
• Effectiveness – results
– reaches the objectives of providing a cheap mean to travel and
  access the services within the area
– About 400 users per month. In November 2011 was transported the
  25000 user (after 5 years of existence).
• Possible success factors
– Commission of land planning and mobility: 20 elected people from
  the municipalities involved, meeting every 2 months and ensure that
  the service is improved.
– The feedbacks of users collected when they book a new trip.
– Demands for going to Besançon
• Difficulties encountered
– service improved since its creation in 2006.                           17

   transport in the region

 • Objectives: to coordinate and to simplify

   on ticketing, etc.

– One objective is to maintain the opening of services that
  would have closed else (e.g.: PIMMS of the Canton de
  Chauffailles
– Several services on the same site:

      •   Water and electricity services
      •   Support for using IT, for managing family budget, paying
          taxes, …

Your logo Here Some data on mobility in EU • Communication 1998/0431 from the Commission to the Council, the European Parliament, the Committee of the Regions and the Economic and Social Committee - Developing the citizens' network - Why good local and regional passenger transport is important, and how the European Commission is helping to bring it about – Acknowledgment of the need of good transport systems to contribute to economical development, to employment, and to reduction of traffic-jams and for a better environmental protection and to avoid social exclusion. – Description of the case of rural areas where private cars have become necessary whereas the offer of public transport is decreasing, limiting the access to services to the population without a car. The EC will collect cases on specific services in rural areas. 4

Your logo Here Some data on mobility in France • Population: 21% of French population in periurban areas, 18% in rural areas • Car: – About 35M cars in France for 65M inhabitants (about 700 cars for 1000 adults). – About 20M cars circulate in rural and peri- urban areas and produce about 40Mt CO2 (8% of total CO2 emissions in France). 7

Your logo Here Some data on mobility in France • Calculation of the number of km driven everyday: – Proximity urban mobility (cities): 119 in 2002, 114 in 2008, 92 to 112 estimated in 2030 – Proximity rural, peri-urbain and town mobility: 232 in 2002, 223 in 2008, 201 to 245 estimated in 2030 – Long-distance mobility: 114 in 2002, 122 in 2008, 179 to 183 estimated in 2030 • In rural areas, between 9 and 16% of population has a public transport line at less that 1km. 8

Your logo Here TADOU – Transport on demand • Service proposed on demand to the inhabitants of the Central Doubs. • Aims at fighting again the isolation of people without private means of transportation and of disabled persons, by offering them a cheap offer of transport to travel on the territory of Central Doubs. • A commission of local elected representative regularly meets to improve the service. 10

Meet every two months • 1 Taxi company selected by the Commission to carry out the service after a call for tender. 9 taxis with 1 for wheel chairs • Central desk to collect the demands: staff of the mixt syndicate 13

Your logo Here Process and detailed content (1) • Transport of people on the territory of Central Doubs and to 8 bus stations not in the territory (end-stations of bus lines to Besançon) • From Monday to Saturday between 6.00 am and 07.30 pm (except on bank holidays). • Users – For inhabitant of the territory, – up to 20 times/ month after having registered to the service. – Children:accompanied by an adult if <10; with authorisation letter if >10 and <18. – Accompanying person for free with disabled person. – Price divided by 2 if booking for several persons. 14

Booking office open from Monday to Friday between 8.00 and 11.00 am. • To make the service more efficient, the booking office can group together trips and may also modify the booked travelling time/cancel the trip. The user is informed at least the day before the foreseen travel. • Written rules to be accepted by users prior to the service 15

Your logo Here Detailed description of the practice • Effectiveness – results – reaches the objectives of providing a cheap mean to travel and access the services within the area – About 400 users per month. In November 2011 was transported the 25000 user (after 5 years of existence). • Possible success factors – Commission of land planning and mobility: 20 elected people from the municipalities involved, meeting every 2 months and ensure that the service is improved. – The feedbacks of users collected when they book a new trip. – Demands for going to Besançon • Difficulties encountered – service improved since its creation in 2006. 17
