2. Have you used OER for learning or teaching?
Yes, for learning.
What does it take that you feel ownership for something (teaching
materials, essay, idea, …)
Materials which is created by myself. For example presentations, articles, etc.
Who would you share your ideas with?
With collegues of the same teaching/research area, to gain more knowledge and
experience.
How to best express new ideas and innovations?
In collaboration/discussion with other collegues, by discussing idea with collegues
in meetings, seminars.
Where would you share?
Chat, discussion forums, f2f meetings.
Which tools would you use?
Depends on idea. But usually free tools such as Google Docs, mindmaps, discussion
forums, etc.

3. How to create use engagement to increase re-use and development of OER in
collaborative settings?
The university should let students know more about these tools and give the
possibility to use them during courses.
The development and reuse of OER must necessarily pass by the joint commitment
of governments of nations to fund organizations and certificated consortia to
produce international standards that can bring OER to be truly reusable.
Why do you think people hesitate to create and share OER?
Fear of sharing wrong things and for search for a financial reward in their works.
Small individual interests and the lack of culture in the new media and the new
digital world, especially in Italy. Italian teachers are for the most part very
uncooperative, jealous of their works, studies and researches and definitely not
accustomed to using new forms of media education.
Which tools allow / do not allow to re-use and modify OER?
I use Wikis for researches and studies. All sites that allow download of material
If we refer to intellectual tools, then I can tell laziness....if we talk about technical
tools, I'm sure eXelearning has developed the ability to make the OER reusable.

4. Have you used OER for learning or teaching?
Yes, for the study I often use OER to integrate traditional learning materials.
Yes, in the development of a computer course held at the Faculty of
Medicine, University of Pavia.
Who would you share your ideas with?
I usually share idea and materials with friends. I participate in blogs and web
discussion on social media.
The ideas should be free. The ideas should always be shared. The share of ideas
disregards from the personal, cultural, religious, sexual condition tagging
everyone, but starts from much farther categories that Platone would call "objective
forms".
How to best express new ideas and innovations?
In places on the web accessible to all. Giving the opportunity to share the material
and gain advantages in a reciprocal manner.
The cultural context that surrounds us is crucial. The support from those who think
like us then is crucial and for this reason, in an inhomogeneous context but open to
dialogue and discussion, ideas can certainly have a greater thrust. Obviously, there
is a need of the will of the governments that can economically stimulate cultural

collaborative settings?
I think that only in each Department, where people share goals in terms of
knowledge and in terms of time, it would be possible to create an

modules re-usable in different context it would be very useful, helping
teachers not wasting their time.
Institutional engagement, such as the University of Florence, would be very
complicated: it needs a business case.
We can create this kind of engagement only if the institutions want it.

Training course should be organized and proposed.
Institutional engagement is fundamental to create re-use and development
of OER in collaborative settings. OER are not well know everywhere and
sometime they are seen as a threat and not really as an opportunity.

web can do the rest!
In Italy we have two problems. First of all we don’t have money to create and
manage the OER; second, we don’t really know why they could be important
in the future, what are the advantages for the community.

7. Why do you think people hesitate to create and share OER?
I think that Italians hesitate to create, use and share OER because of their
language. Italians have difficulties in re-using other's OER and the others
can’t use Italian OER. Some initiatives have been product but they are “open”
only to their members.
There is no information about OER and there is no collaborative culture. It’s
common to think that what we create can’t be re-used in other fields.
I think that people hesitate to create and share OER because of many
reasons: evaluation don’t like re-use of resources, people fear of exposing
their work to others and of being copied, they don’t know very well copyright
and copyleft, there is no time and no support from the institutions to create
OER, because institutions don’t recognize the value of the initiatives and so
they don’t waste time on training, but there is also technology’s difficulties or
digital devide.

8. Which tools allow/ do not allow to re-use and modify OER?
I think that technical tools are not very important because we already know
what they are and how we can use them. I think that are more important the
competencies in modifying and assembling OER.
The regulations on OER and Creative Commons should be clearer and more
detailed because they restrict themselves. At the moment is more flexible
copyright than copyleft! Every editors and authors, in fact, fear the
ambiguous consequences of Copyleft. For example: if there is a limitation of
“no commercial” this could be very problematic. An editor who want to
publish OER on his website fear of doing that because the website is no
commercial but the intentions are commercial.
Open source tools allow to re-use and modify OER, such as e-learning
platform and CMS (e.g. Wordpress).
Collaborative tools that allow to re-use and modify OER are wiki (we can find
software open source), other software open source for the production of
podcast and SCORM but also for sharing the presentations (e.g. Slideshare).
The web is full of free useful applications but there is no places where people
can exchange information about them. I think this place could be Wikipedia.

9. What context would help users to start collaborating on idea development
already? In an early stage of OER development?

The ideal context that would help users to start collaborating on idea
development could be the one where the OER concept is well known .
First of all Wikis and social network as well.
How would you explain the emotional relationships between the creator of
OER and his/her collaborators and the artefacts that they create?
The artefacts are dynamic: the creator constantly modify them. In my
opinion it is not a problem of emotional relationship but an epistemological
problem.
I think that is quite natural the emotional relationship between the creator
of OER and his/her collaborators and the artefacts that they create. This is
due not only for the satisfaction of have created something, but especially for
share the artefacts with others and for being responsible versus the world
who’s going to use our OER.

10. Prof. J. Pawlowski argues that collaborative OER development can be
fostered by creating „emotional ownership“ of the process and the artefact.
„Emotional ownership“ might be created accidentally or
intentionally, depending upon the management of collaborative process and
consciousness of collaborators.
When do you think intentional and conscious feeling of „emotional
ownership“ can be better created? Under which conditions?

I think that collaboration is fundamental to create the feeling of “emotional
ownership” . The ideal context within this feeling could be created is the
one where the owner is well motivated to cooperate e collaborate.
The intentionality is necessary: it can further energy and serendipity.
