10 demographic trends that are shaping the U.S. and the world
1) Americans are more racially and ethnically diverse than in the past, and the U.S. is
projected to be even more diverse in the coming decades.
2) Asia has replaced Latin America (including Mexico) as the biggest source of new
immigrants to the U.S.
3) America’s demographic changes are shifting the electorate-and American politics.
4) Millennials, young adults born after 1980, are the largest U.S. generation surpassing the
Baby Boomers.
5) Women’s role in the labor force and leadership positions has grown dramatically.

6) The American family is changing. Adults who have never been married is at an historic high.
7) The share of Americans who live in middle class households is shrinking.
8) Christians are declining as a share of the U.S. population, and the number of U.S. adults who do
not identify with any organized religion has grown.
9) The world’s religious makeup will look a lot different by 2050.
10) The world is aging.

Three levels of meaning for public policy
Policy-in-intentions, the stated aims of the policy makers as
expressed in the laws and regulations that frame the policy.
Policy-in-implementation, the domain of administrators who carry it
out more or less consistently with the intentions—providing the
outputs defined in the policy.
Policy-in-experience, the outcomes and impacts of the policy for its
target populations (and any others) for better or worse.

Childcare Reforms
Rewriting the tax code to allow working parents to deduct from their income taxes child care
expenses for up to four children and elderly dependents.
 Allow parents to enroll in tax-free dependent care savings accounts for their children or
elderly relatives.
 Provide low-income households an Expanded Earned Income Tax Credit – in the form a
Childcare rebate – and a matching $500 contribution for their savings accounts.
 Creating a new, dynamic market for family-based and community-based solutions.
 Incentivizing employers to provide childcare at the workplace.
 Provide 6 weeks of paid leave to new mothers before returning to work.

2. Empower families to choose the care that is right for their family.
3. Create a new, dynamic market for family-based and community-based

Veterans Affairs Reform
Ensure our veterans get the care they need wherever and whenever they need it. No more
long drives. No more waiting backlogs. No more excessive red tape. Just the care and
support they earned with their service to our country.
Support the whole veteran, not just their physical health care, but also by addressing their
invisible wounds, investing in our service members' post-active duty success,
transforming the VA to meet the needs of 21st century service members, and better
meeting the needs of our female veterans.
 Make the VA great again by firing the corrupt and incompetent VA executives who let our
veterans down, by modernizing the VA, and by empowering the doctors and nurses to
ensure our veterans receive the best care available in a timely manner.

Immigration
Prioritize the jobs, wages and security of the American people.
Establish new immigration controls to boost wages and to ensure that open
jobs are offered to American workers first.
Protect the economic well-being of the lawful immigrants already living here
by curbing uncontrolled foreign worker admissions
Select immigrants based on their likelihood of success in the U.S. and their ability
to be financially self-sufficient. (Guest worker programs)
Vet applicants to ensure they support America’s values, institutions and people,
and temporarily suspend immigration from regions that export terrorism and
where safe vetting cannot presently be ensured.
Enforce the immigration laws of the United States and restore the Constitutional
rule of law upon which America’s prosperity and security depend.

Immigration- Ten Point Plan
1. Begin working on an impenetrable physical wall on the southern border, on day one. Mexico
will pay for the wall.
2. End catch-and-release. Under a Trump administration, anyone who illegally crosses the
border will be detained until they are removed out of our country.
3. Move criminal aliens out day one, in joint operations with local, state, and federal law
enforcement. We will terminate the Obama administration’s deadly, non-enforcement
policies that allow thousands of criminal aliens to freely roam our streets.
4. End sanctuary cities.
5. Immediately terminate President Obama’s two illegal executive amnesties. All immigration
laws will be enforced - we will triple the number of ICE agents. Anyone who enters the U.S.
illegally is subject to deportation. That is what it means to have laws and to have a country.

6. Suspend the issuance of visas to any place where adequate screening
cannot occur, until proven and effective vetting mechanisms can be put into
place.
7. Ensure that other countries take their people back when we order them
deported.
8. Ensure that a biometric entry-exit visa tracking system is fully
implemented at all land, air, and sea ports.
9. Turn off the jobs and benefits magnet. Many immigrants come to the U.S.
illegally in search of jobs, even though federal law prohibits the employment
of illegal immigrants.
10. Reform legal immigration to serve the best interests of America and its
workers, keeping immigration levels within historic norms.

TRUMP POLICY
Ten Executive Actions Signed by President Trump:
1. ACA rollback. Mr. Trump has allowed all agency heads to waive requirements
of the Affordable Care Act to the “maximum extent permitted by law.”
2. Regulation freeze. The president has frozen all regulations now in process
(but not approved) until they are approved by him or an agency after he took
office.
3. Abortion. President Trump has ordered that federal dollars cannot go to
organizations that provide abortion services.
4. TPP. This memorandum withdraws the United States from all Trans-Pacific
Partnership negotiations and from signing the trade deal.
5. Federal hiring freeze. The president has told agencies they cannot fill any
vacant positions nor open new ones, with two exceptions: military personnel
and critical public safety positions.

6 + 7. Allowing Keystone and Dakota Access Pipelines. Makes construction of
the controversial pipelines easier.
8. Pipelines must hire American. Action requires that pipelines be built by
American workers.
9. Expediting permits for infrastructure. Action is aimed at making high-priority
infrastructure get through permitting procedures more quickly.
10. Speeding up environmental review/regulation. Aimed at expediting the
environmental review process for some projects.

Mr. Trump has allowed all agency heads to waive requirements of the Affordable Care Act to the “maximum extent permitted by law.” 2. Regulation freeze. The president has frozen all regulations now in process (but not approved) until they are approved by him or an agency after he took office. 3. Abortion. President Trump has ordered that federal dollars cannot go to organizations that provide abortion services. 4. TPP. This memorandum withdraws the United States from all Trans-Pacific Partnership negotiations and from signing the trade deal. 5. Federal hiring freeze.   1. Thank you very much for the kind introduction and for having this conversation this morning as we enter a new political era. These are certainly interesting times. In fact, when I received the invitation to speak with this group about President Trump and public policy, I hesitated for a few minutes. It was early. President Trump hadn’t formulated his agenda yet and had literally stated on election night that the script was not written yet. Which from a policy perspective is a little concerning but not all together uncommon from a political perspective. Despite the promises of a campaign, it takes a while for candidates to make the transition from campaigning to policy. He also had a campaign website which did outline policy positions. I think the real challenge was wrestling with the atmosphere that saw a rather contentious election cycle that was sensational to say the least. This was an unconventional and others have said unprecedented (CNN) election cycle. As diversity, equity and inclusion professionals there were plenty of issues that were raised during the election cycle that directly impact our work. There are also plenty of issues both at the policy level and non-policy related that may be of interest or even concern to not only individuals working in the diversity and inclusion space but also to citizens more generally. Afterall we just witnessed millions of women march throughout the country expressing their concerns about what may and is likely to come from a Trump Presidency. Before I get into my views on this topic I feel like I shared highlight some information about my own background, identify my approach and offer a little disclaimer.
  2. I often wear many hats. In approaching this topic I wanted to make sure that I was objective as well as transparent. I’m a certified diversity executive, which to me means figuring out how to advocate for and leverage the value of diversity to achieve triple bottom line results while also working to cultivate an inclusive culture. We do this work within the context of organizations where diversity is best understood as being multidimensional. Diversity isn’t just about race, or gender identity, or class, or power. It is about the intersectionality of how people live with a variety of social identities. It’s about understanding the needs of the millennial single dad, or Veteran returning to the workforce after serving over seas. It’s about being inclusive and not marginalizing white men by using phrases like diversity and inclusion to mean their exclusion. Its about understanding that women should be a part of succession planning for the highest levels of the organization including at the board level. As a lecturer of public affairs at SPEA-IUPUI, I make it a point to be transparent about a few things with my students. I have opinions but my job isn’t to preach. My job is to present the field or the discipline and help students gain a better understanding of some of the theories and approaches in a given area. It is a journey where we all are learning. What I don’t share with my students and what I will share with you is that I am an advocate. I share my ideas on diversity, equity and inclusion in the IBJ’s Forefront magazine. I’m the past president of a civil rights organization and a current member of a national civil rights organization. I’m on facebook and I tweet.
  3. I say all that to say…the opinions expressed in this presentation are my own. I own them, but I also believe there is a factual way to asses and understand President Trump’s potential impact on diversity, equity and inclusion issues. As an advocate, I recognize that President Trump injected racist, xenophobic and misogynists ideas into the public discourse….these are not alternative facts. They are the truth. There are concerns about normalization of these ideas. But I also recognize that President Trump is a powerful communicator who spoke to people who felt forgotten. As diversity, equity and inclusion professionals I believe our challenge is to remain focused on the task of creating inclusive environments that increase the triple bottom lines of profitability, sustainability and corporate social responsibility. This presentation will focus on policies that diversity and inclusion professionals should be aware of in their professional capacities. When thinking about the various policies to highlight I have circumscribed my analysis to HR, supplier diversity and marketing functions.

But there are additional political realities The St. Louis Federal Reserve as of October 2016 has documented a steep decline for white male labor force participation, 20 years and over from approximately 88% to 72%. Another reality is that President Trump gained a greater share of the electorate over Mitt Romney in every racial category, with 18-29 year olds and with people making under $50,000, and even self-described Democrats, according to New York Times exit polls. Lets explore why?
  6. To prepare for this presentation I purchased and read Trump: The Art of the Deal with particular attention to chapter 2…titled Trump Cards: The Element of the Deal. Trump has earned many adjectives and the one most interesting to me is “disruptive. “ According to dictionary.com in Business the idea of disruption “relating to or noting a new product, service, or idea that radically changes an industry or business strategy, especially by creating a new market and disrupting an existing one. One example of President Trump’s disruptive tendency has been his use of twitter to go directly to the public and around the media, or the 4th estate. For our purposes attempting to understanding the renegotiation of trade deals like NAFTA, which challenges both established democratic and republican ideas on the benefits of trade agreements, can have implications on immigration policy specifically guest worker programs. We will explore this and other issues from Trump’s admittedly stridently nationalist “America first” political philosophy, which connects to ideas espoused about negotiation in his book. I want to provide some perspective on policy formulation and where we might anticipate ideas that might impact our work. But most important, I want to empower you to take on what could be a particularly challenging time for professionals in this field. I will highlight some potential policies that if implemented could positively impact the workforce but I recognize that the context of our work and highlight even proposed policies and policy shifts will make our work more challenging…but ultimately if we preserve it will be all the more impactful. So are you ready…
  7. These are the 11 principles outlined in Chapter 2 of Trump Cards: The Elements of the Deal. While I’m certain someone far smarter could identify a Trumpian political philosophy, for the purposes of the this presentation I think items 1, 2, 3, 4 and 5 are instructive immediately for diversity and inclusion professionals.
  8. At this point I’d like to give each of you the opportunity to contemplate the possibilities. What could you do as diversity, equity and inclusion professional in your position that aligns with these idea? I am giving each of you a blurb that outlines what Trump meant and I’d like to see you use your imagination. I know its early but this is the kind of thinking we will need to do as diversity and inclusion professionals for the next 4 years so we might as well get used to it.

I’m going to highlight policies as mentioned above considering the various roles diversity and inclusion professionals might have in an organization including HR, supplier diversity and marketing. The first set I believe are positive developments and I’ll highlight why. Then we will review others.
  16. President Trump has identified childcare as a policy area.
  17. Proposed childcare reforms will Help every family with the costs of childcare and eldercare. Empower families to choose the care that is right for their family. Create a new, dynamic market for family-based and community-based solutions. Incentivize employers to provide childcare at the workplace. Provide 6 weeks of paid leave to new mothers before returning to work.
  18. Annual contributions to a dependent care savings account and earnings on the account will not be subject to tax. Immediate family members and employers will also be able to set aside funds in these accounts, which will be established for the benefit of specific individuals, including unborn children. Total contributions could not exceed $2,000 per year from all sources, but balances in a DCSA will rollover from year-to-year so that substantial amounts could be accumulated over a period of years. When established for a child, parents can use the accumulated funds to enroll their kids in a school of their choice or for other enrichment activities that prepare them for their future. Funds remaining in the account when the child reaches 18 can be used for higher education expenses. To encourage low-income families to establish DCSAs for their children, the government will provide a 50 percent match on parental contributions of up to $1,000 per year. That’s an extra $500 per child for families that qualify. This will encourage savings, and position families to be better able to withstand the unexpected costs of childrearing. When established for an elderly dependent, the funds can be used for adult day care, in-home or longterm care services. The ability to set aside funds tax-free would be particularly helpful to women, low income workers and minorities, who are typically primary care providers that reduce paid time worked in order to provide care. The ability to set aside funds for elder care is critically important because taking time off from working to care for elderly family members reduces a woman’s financial readiness for retirement, and can increase a woman’s risk of living in poverty in old age.
  19. We’ve been in two very long wars and I believe policies for veterans are an important and positive policy development Specifically addressing their invisible wounds, investing in our service members' post-active duty success and making sure there is quality access to healthcare for our veterans.
  20. We are, most of us familiar with President Trump rhetoric on immigration. We anticipate changes to guest worker programs that will impact countries that have experienced terrorist which could mean Israel and France, Middle East and African countries. I’m also concerned about the impact on immigrant families.
  21. We also have to be mindful of the impact of policies aimed at sanctuary cities as they impact how workers may be perceived.
  22. I’m anticipating the Suspending of the issuance of visas to any place where adequate screening cannot occur. We don’t really know what vetting means. I’m also anticipating overall a reduction in visas for guest workers overall.
  23. On November 20, 2014, Secretary of Homeland Security Jeh Johnson issued new policies which allow certain aliens who arrived in the United States on or before January 1, 2010 to apply for deferred action, a form of prosecutorial discretion under which aliens are not removed from the United States and that authorizes them to seek permission to work lawfully in the United States. The Secretary’s policies apply to certain individuals who came to the United States as children under the age of 16 of who are parents of U.S. citizens or lawful permanent resident children. Update: On February 16, 2015, a federal district court temporarily enjoined the government from proceeding forward on the Secretary’s policy of DAPA and expanded DACA. The injunction does not affect the existing 2012 DACA initiative. DACA and DAPA has the potential to impact families. We should be prepared for this.
  24. Here we have a list of agencies that are targeted to for elimination of funding reductions, as reported by The Hill. The Hill also reports that, Overall, the blueprint being used by Trump’s team would reduce federal spending by $10.5 trillion over 10 years. Many of the specific cuts were included in the 2017 budget adopted by the conservative Republican Study Committee (RSC), a caucus that represents a majority of House Republicans.
