2. INTRODUCTION
- Located at the entrance to the Red
Sea in the Horn of Africa
- Area: 23 200 km²
- Population (2009): 818,159
inhabitants
- Semi-arid climate, desert,
- Low rainfall (150mm / year
- Limited water resources (water
stress)
- Composed mainly of volcanic and
mountainous regions
3. ENVIRONMENTAL PRESSURES
Djibouti faces 5 types of environmental challenges:
Water resources → strapped and under pressure from
saltwater intrusion
Desertification → increasing rapidly due to recurrent
droughts
The urban environment → unhealthy and where landuse
is acute
The marine environment → Coral reefs and mangroves
are in an advanced state of degradation
Natural disasters and catastrophes → with sismicity
Djibouti is under constant threat of floods and droughts
4. NAPA OF DJIBOUTI
Mission: Communicate urgent and immediate adaptation needs and
response options to the adverse impacts of CC + develop capacity
building strategies of stakeholders and grassroots communities
Objectives:
Protection of lives and livelihoods, resources, infrastructure and environment
Identifying and implementing urgent needs of climate change and variability
Integration of adaptation measures and objectives into sectoral policies and
national planning
Community outreach, civil society and decision-maker on the magnitude of CC
impacts and related adaptation needs
In line with the country's planning framework (LOES, CSLP, PANE..)
5. INVENTORY
CCA not sufficiently taken into account in Vision 2035
Limited awareness of CCA policy makers and the general public
Insufficient integration in budgeting
Existence of coordination mechanisms (CNCC, CNDD)
HR needs strengthening, technical and management capacity
Lack of instruments and CCA integration tools
Limited observation of climate information network
Lack of communication platform, support and information sharing
6. INVENTORY
Need to update climate scenarios (with AR5) and vulnerability
studies
Insufficient training of players on option pricing tools
Need management skills (project management, monitoring and
evaluation, ...) and techniques (cost-benefit analysis,
vulnerability assessment, GIS ...)
Added value of the NAP: developing coherent vision, taking into
account climate risks, increase systematic monitoring capacity of
climate information, strengthen institutional capacity and professional
skills, integrate CCA at the local level, to improve access to climate
finance

Training was held in Djibouti
from 30 March to 2 April 2015

8. ELEMENTS OF ROADMAP-DJIBOUTI
A. Preparatory work and consideration of gaps
• Existence of a coordination mechanism CC (CNCC), but need a
mandate, vision and operationalization for the NAP
• Need for awareness and ownership
• Need to update the weather information
• Need to take stock of the projects and information related to the
CCA, SCAPE, Vision 2035, but CCA taking account very limited (No
national strategy CC)
B. Elements of the preparatory phase
• Climate information system, including dissemination and valorisation
strengthening (particularly for certain regions and sectors)
• Development / ownership of technical tools and skills (modeling,
vulnerability studies, economic evaluation, integration), management
and strengthening of HR
9. C. Implementation strategy
• Strengthening intersectoral coordination and NAP process
• Integration in national processes: annual plans, three-
year macro-fiscal framework, 2020-2024 SCAPE, etc…
• Development of a comprehensive and continuous
program of technical capacity and functional
D. Notification, Monitoring and Review
• Communication on the activities and awareness of
stakeholders
• Monitoring and evaluation based on the existant
mechanism with indicators and tools specific to CC
• Continuous updating of knowledge on initiatives on
adaptation to climate change in different sectors
