2. Abstract
Outcome-based Education(OBE) has become the center of educational reform in the
Philippines.OBE clearly focusing and organizing everything in an educational system around
what is essential for all students to be able to do successfully at the end of their learning
experience. In Misamis University Outcome-based Education has been adopted in all academic
program including Maritime Education. However, there is no study on the awareness on
Outcome-based education among maritime students. This study aimed to assess the
awareness on OBE Instruction among maritime students in Misamis University in terms of its
advantages, disadvantages and on the different activities of Outcome-Based Education.
Descriptive research design using a standard questionnaire was used to gather data from 150
maritime students. The findings revealed that OBE fosters a better integration between education
at school, workplace and higher education level are an utmost advantage of Outcome-Based
Education. However, people with vested interests and strong personalities in standard-
generating bodies may manipulate the standard setting process to achieve their own objectives,
the utmost disadvantages of OBE. Number of students is the greatest factor that affects the
implementation of OBE in Misamis University. Board work and actual demonstration were the
most effective activity of OBE that can greatly improve the academic performances of maritime
students in MU. The university administrator may conduct trainings and orientation with the
professors and students to increase the students awareness on OBE.

6. Statistical Analysis
In order to analyze the gathered data, weighted
mean was applied to consolidate the answers of
respondents to each question. Composite mean
was used to get the average mean to come up
with the general results of students’ response to
each part of the questionnaire. Then, ranking
was used to derived the highest and lowest
points of weighted mean. Likert Scale was used
with corresponding values from 1 to 4 scales,
one being the lowest and four being the highest.
7. The computed mean ratings were evaluated according the following
interval scale as follows:
Response Equi. Point Interpretation
Scale
Not Aware (NA) 1 1.0 - 1.75
Slightly Aware (SLA) 2 1.76 - 2.50
Aware (A) 3 2.51 - 3.25
Strongly Aware (SA) 4 3.26 - 4.0

1.Learners know exactly what is expected from them as unit standards
make it very clear what is required from them 2.83 Aware 6
2. There is greater buy-in and support for OBE from all role-players due to
the extensive level of consultation and stakeholder involvement. 2.8 Aware 7

10. Disadvantages WM VI Rank
1 .Most learners are not ready to adopt the OBE because the gap between a
trainer-led system and a learner-centered approach does not happen
overnight.
2.96 Aware 4
2. OBE requires that all learning materials be rewritten which requires a
major investment in time and resources. 2.9 Aware 5
3. The process of generating and registering of unit standards is very slow. 2.86 Aware 6
4. People with vested interests and strong personalities in standard-
generating bodies may manipulate the standard setting process to achieve
their own objectives.

5. OBE requires quality assurance systems which were not part of the
previous educational dispensation. 3.01 Aware 2
6. The scope in greater variety and application of OBE assessment
methods are extremely time-consuming to implement. 2.82 Aware 7
7. All trainers must be retrained to acquire the knowledge, values and
competencies to implement OBE. 2.99 Aware 3

Table 4. Different Activities of Outcome-Based Education that can Improve the Academic
Performance of Maritime Students
13. OBE fosters a better integration between
education at school, workplace and higher
education level are an utmost advantage of
Outcome-Based Education. However, people with
vested interests and strong personalities in
standard-generating bodies may manipulate the
standard setting process to achieve their own
objectives, the utmost disadvantages of OBE.
14. Number of students is the greatest factor that
affects the implementation of OBE in Misamis
University. Board work and actual demonstration
were the most effective activity of OBE that can
greatly improve the academic performances of
maritime students in MU.
Misamis University must enlighten their students
especially the maritime students on the
importance of OBE in preparing their future
careers.
15. The university have to continue to provide a
quality maritime education for their students to
enhance their knowledge and skills. MU especially
the maritime faculty members must strongly
implement OBE program to the maritime students.
It can be of great help in making OBE a great
success making students understand the
effectiveness of OBE in improving their academic
performance. MU students and most of all to the
Maritime students must be made aware of how
OBE practice can greatly improve the quality
education for the students to enhance their
knowledge and skills.
16. The university administrator may conduct
trainings and orientation with the professors and
students to increase the students awareness on
OBE. The administrators may take consideration
the action plan that was proposed by the
researchers to increase the maritime students’
awareness on OBE.
