Overview
What is the goal?:
Our 2012-2015 Strategy is geared towards achieving one
 overarching goal:
Measurable & significant contribution towards transforming
 Oyo state.

How?
By achieving specific, realistic & sustainable success in the
areas of protecting the rights of and empowering women and
children.
Background on the ministry

Key departments through which to drive change:
(i) Women Programme
(ii) Child Welfare
(iii) Social Welfare
(Iv) Community Development and
(v) Finance and Administration Services.
Operational Zones and Functions

KPIs set & compared across 4 op zones and across 7 functions.
Activities of Women and Children are carried out in four(4) operational
 zones across the State. (Ogbomoso, Saki, Ibadan/Ibarapa and Oyo
zones). The under listed statutory functions are carried out in order to
reach the Physically Challenged, Women and Children at the grassroots.
• Community/Women Development services
• Public Enlightenment on Human Development
• Social Welfare, Rehabilitation and Rural Development Schemes.
• Child Welfare services.
• Social Welfare, rehabilitation and relief services
• Juvenile Welfare services
• Income Generation activities.
Vision and Mission
• Vision:
  Provide an enabling environment where the rights to survival,
  protection and development of the people, more especially the most
  vulnerable groups, including their empowerment to participate in, and
  benefit from the socio-economic development process.
• Mission:
  To work in collaboration with relevant stakeholders towards ensuring
  gender mainstreaming in policy formulation, planning and budgeting
  process especially in the critical areas of concern, such as Child Care,
  Health, Education, Resettlement and Relief. This is with a view to
  ensuring the rights to survival, protection, development and
  participation of the vulnerable groups i.e. women, children, aged
  people, people living with disabilities, destitutes and the less
  privileged generally, with the aim of attaining the Millennium
  development Goals (MDGS).

Perform needs assessment on care facilities for various vulnerable groups including orphanages,
homeless shelter & women health care centres, rural development schemes. Review rural
development schemes. The participation of women in entrepreneurial activities with special focus on      1
women in rural areas; also an orphan needs audit.

Identify corporate and multilateral partners including NGOs and FBOs.
Establishment of networks among women focused organisations through the development of a

compendium of such organisations.


Sensitization of target groups and Stakeholders on Ministry Goals. Start child HIV care campaign
|(focusing on reducing mother to child transmission rate). Start child right campaign. Start campaign

against child abuse.



Advocacy visits and sensitization for all forms of Discrimination Against Women . Raise
Contingency fund for Women Rescue Operation. Provision of Help desk facilities and trainings in
major Hospitals. Girl child education rights sensitization.                                              4

Improve by 30% access to micro credit finance for women; widowhood loan support scheme.
Enhance Workforce Development within the Ministry with 80% improvement in ICT skills.

Renovate the breastfeeding centre, day care and rehabilitation centres.

Completion of the women training centre in Samonda.
Establishment of a care home for the elderly.

Develop Data Banks with Biometrics for funds disbursed in microcredit schemes and

Adult Education programmes implementation for sustainable livelihood scheme.

Expanding Adult Literacy and Life-Skills
Building a profile of illiterates and semi-illiterates
Engage in various rehabilitation projects                                                     3

Promote family literacy in Oyo State

            Specific projects have been identified

            Design and Develop KPIs measuring tools for assessing and evaluating existing and new
            Porgrammes and projects.
M           Incorporate independent assessors in strengthening existing and new project monitoring and
-           evaluation processes.


            Impact assessment of all women, child and community development projects to be conducted
A       -   before approval of the projects and after completion. This is to enable corrective actions to be
            taken where necessary and provide information for improving the design of future.

            Assessing the existing budget commitments of the Ministry to determine the extent to
            which these will accomplish the goals and programmes and existing resource commitment
R       -   reality of the Ministry. And specifying outcomes for programmes.
            Prioritising amongst these projects, and developing costing for each.
            To be achieved by specific timelines TBD and documentary reports submitted on or before
T           expiration of each project/programme deadline.

  • 3. Overview What is the goal?: Our 2012-2015 Strategy is geared towards achieving one overarching goal: Measurable & significant contribution towards transforming Oyo state. How? By achieving specific, realistic & sustainable success in the areas of protecting the rights of and empowering women and children.
  • 4. Background on the ministry Key departments through which to drive change: (i) Women Programme (ii) Child Welfare (iii) Social Welfare (Iv) Community Development and (v) Finance and Administration Services.
  • 5. Operational Zones and Functions KPIs set & compared across 4 op zones and across 7 functions. Activities of Women and Children are carried out in four(4) operational zones across the State. (Ogbomoso, Saki, Ibadan/Ibarapa and Oyo zones). The under listed statutory functions are carried out in order to reach the Physically Challenged, Women and Children at the grassroots. • Community/Women Development services • Public Enlightenment on Human Development • Social Welfare, Rehabilitation and Rural Development Schemes. • Child Welfare services. • Social Welfare, rehabilitation and relief services • Juvenile Welfare services • Income Generation activities.

Vision and Mission • Vision: Provide an enabling environment where the rights to survival, protection and development of the people, more especially the most vulnerable groups, including their empowerment to participate in, and benefit from the socio-economic development process. • Mission: To work in collaboration with relevant stakeholders towards ensuring gender mainstreaming in policy formulation, planning and budgeting process especially in the critical areas of concern, such as Child Care, Health, Education, Resettlement and Relief. This is with a view to ensuring the rights to survival, protection, development and participation of the vulnerable groups i.e. women, children, aged people, people living with disabilities, destitutes and the less privileged generally, with the aim of attaining the Millennium development Goals (MDGS).

Short Term Goals Programmes/Projects rank Perform needs assessment on care facilities for various vulnerable groups including orphanages, homeless shelter & women health care centres, rural development schemes. Review rural development schemes. The participation of women in entrepreneurial activities with special focus on 1 women in rural areas; also an orphan needs audit. Identify corporate and multilateral partners including NGOs and FBOs. Establishment of networks among women focused organisations through the development of a 2 compendium of such organisations. Sensitization of target groups and Stakeholders on Ministry Goals. Start child HIV care campaign |(focusing on reducing mother to child transmission rate). Start child right campaign. Start campaign 3 against child abuse. Advocacy visits and sensitization for all forms of Discrimination Against Women . Raise Contingency fund for Women Rescue Operation. Provision of Help desk facilities and trainings in major Hospitals. Girl child education rights sensitization. 4

Medium Term Goals Programmes/Projects Key Harness corporate & multilateral partnerships to transform women vocation centres in Oyo state in the 4 zones in Oyo state. 1 Upgrade some care facilities for various vulnerable groups. Select rural women development scheme focus. Improve by 30% access to micro credit finance for women; widowhood loan support scheme. Enhance Workforce Development within the Ministry with 80% improvement in ICT skills. 2 Workforce development for vulnerable group (about 60,000 could be trained) Renovate the breastfeeding centre, day care and rehabilitation centres. Completion of the women training centre in Samonda. Establishment of a care home for the elderly. 3 Sensitizing private sector companies on benefits of CSR projects targetted at vulnerable groups tagged as good will. Use of social/electronic media to reach the populace and as a feedback mechanism 4
  • 10. Long Term Goals Programmes/Projects Key Establish rehabilitation centres for rape victims. Sustain the rights of women and children, aged people, people living with disabilities and 1 destitutes in Oyo state. This can be measured by increased awareness. Develop Data Banks with Biometrics for funds disbursed in microcredit schemes and accessibility to information for proper planning. 2 Adult Education programmes implementation for sustainable livelihood scheme. Expanding Adult Literacy and Life-Skills Building a profile of illiterates and semi-illiterates Engage in various rehabilitation projects 3 Design KPIS for assessing and evaluating existing and new Programmes and projects Promote family literacy in Oyo State 4 Develop family literacy public service announcements to be aired on local radio stations

Framework Indicators Indicators Specific projects have been identified S - Design and Develop KPIs measuring tools for assessing and evaluating existing and new Porgrammes and projects. M Incorporate independent assessors in strengthening existing and new project monitoring and - evaluation processes. Impact assessment of all women, child and community development projects to be conducted A - before approval of the projects and after completion. This is to enable corrective actions to be taken where necessary and provide information for improving the design of future. Assessing the existing budget commitments of the Ministry to determine the extent to which these will accomplish the goals and programmes and existing resource commitment R - reality of the Ministry. And specifying outcomes for programmes. Prioritising amongst these projects, and developing costing for each. To be achieved by specific timelines TBD and documentary reports submitted on or before T expiration of each project/programme deadline.
