4. In Pakistan, Second Schedule of the 1973 Constitution
of Pakistan provides for election to president of
Pakistan [1]. According to which, before one month to
expiration of president tenure, it is the responsibility of
the Election Commission of Pakistan to hold and
conduct election to the office of President, and Chief
Election Commissioner shall be the Returning Officer

10. The purpose of the caretaker administration in Pakistan is to ensure the
neutrality of the government overseeing elections and reduce the scope
for abuse or misuse of power and state resources in election campaigns.
After the National Assembly (NA) is dissolved, the President appoints a
neutral caretaker cabinet to oversee the conduct of elections and serve
until the formation of the elected Government. Similarly, at the provincial
level, the Governor appoints a caretaker cabinet for the Province ahead of
