Subject: HOD ANNUAL SESSION
Dear Delegates:
Greetings of peace!
The annual session is fast approaching and we hope to get you ready for the humongous tasks that lay
ahead. This year’s Annual Session theme “ Celebrating the 50 Golden Years of Creative Legislation” is a
great culmination of the work we as Chief and Official Delegates of our respective chapters and
affiliates tackled since the start of our term. We hope to give due honor and recognition to the Past HOD
Speakers who have served House Of Delegates over the last 50 years during the Opening Ceremony.
The Technical Working Group Committees have finally completed the review, styling and refinement of
the output during the HOD Midyear Session in Cebu last September 2012. This was accomplished with
the able leadership of the TWG Chair and HOD Past Speaker Dr. Arlissa Aguiluz together with the
Constitution & By laws Committee Chair: Dr. Diampo J. Lim, Committee Co-Chair: Trustee Dr. Manny
Centeno, Committee Members: Trustee Dr. Mirasol Cabal, Trustee Dr. Aster Campanero, HOD Pro-
Tempore Dr. Joan Carbonell, HOD Floor Leader Dr. Raymundo Edesio Lope, Parliamentarian and HOD
Past Speaker Dr. Luis Uy with the expert guidance of former senator Atty. Jose D. Lina.
The Affiliates Forum held on January 10, 2012 at the PDA Bldg. headed by Trustee Dr. Malou
Coronacion addressed the missing provisions concerning the Affiliates Societies. This is the new addition
that have not been tackled during the Midyear Session and will be of prime significance in our
discussion. The rest of the amendments were already discussed and only underwent editing by styling
and use of correct grammar and will not be subject for amendment.
The attachments of this communication include the following:
1) Minutes of the Midyear Session 2012
2) Amended Constitution & Bylaws
3) Amended Dental Code of Ethics
4) Amended Philippine Dental Law (Republic Act 9484)
5) Pending Resolutions
Please review them extensively and set aside a day for discussion in your chapters and affiliates so
that we can fast track the discussion and approval on the first day of the annual session specially the
provisions on the affiliates.
2. We hope to submit this Constitution & Bylaws with previously approved provisions submitted to and
accepted by the Securities & Exchange Commission last January 8, 2013 to the delegates. If 2/3 of the
voting delegates during the Annual Session will approve this then immediately on the next day April 12,
2013 this will be submitted for ratification by the general members together with the Amendments to
the Dental Code of Ethics and the Philippine Dental Law or Republic Act 9484. This is the best and most
economical way of getting the approval of the general members as provided for in:
Article XXVII
Sec. 1 The provisions of this Constitution & Bylaws or any part thereof may be amended by a
two thirds (2/3) vote of the voting delegates present at a session of the House of Delegates provided,
however that such document shall be submitted to a postal referendum or ratification by the
members of the Association at a General Assembly.
However, the ultimate success is dependent upon our commitment to bringing these amendments to
our members, get them to understand and make comments and finally getting their commitment to
exercise their right to vote. In light of this may I appeal for your cooperation in ensuring that the yes
votes will get the majority of the total number of votes cast. Let us not put to waste our concerted
effort, time and money spent during the Midyear Sessions in Cebu and in the forthcoming Annual
Sessions. Let us work together in pushing for its approval by the general members as it will also add a
feather in the cap to your term of office as Chief and Official Delegates.
Be reminded however, that we still have pending resolutions that were not tackled during the Midyear
Session and these will be given priority after the amendments to the Constitution & Bylaws is finished.
We will then take up the pending resolutions and only discuss new resolutions if there is still sufficient
time to do so.
We are the lifeline of the PDA and have in our hands the task of determining the course it will follow in
the next 50 years or more of its existence. We are all responsible for its success and therefore inherent
upon us to be united in exercising the authority vested upon us to steer the course towards upholding
our dignity as the most outstanding professional organization and bring glory and fame to the Philippine
Dental Association.
Per an approved house resolution dated March 2009, we, as CD and OD of our chapter and affiliate, are
entitled to a 50% discount of our convention registration fee This will be refunded only after the
convention.

Second Plenary Session: April 13, 2013 – 8:00 a.m. – 1 2:00 noon
Election of HOD Officers: April 13, 2013 – 12:30 – 2:00 p.m.
Attire: Business attire
