10. Dear Residents,
I hope that this article finds everyone in the best of health.
I wanted to write an article about driving techniques in our city. People
have not been using signals when they are making a turn. I don't know if
you have noticed, but I sure have. What irks me is that when you are trying to
pull out and you are waiting for oncoming traffic, the person makes a turn
right in front of you without any turn signal.
The primary reason that they don't use the turn signal is because, while
using one hand to hold a cell phone, they cannot use both hands to maneuver
the car in the safe and lawful way that a car is supposed to be driven on the
road. In effect, they have no hands left; one is on the wheel and one is on a

cell phone. Now, I know the law says that you do not have to use a turn signal
when you are changing lanes. Wouldn't it be nice if we could anticipate what
the other driver was going to do?
The other issue I wanted to write about is communication. When I go around
the community and meet with residents, I ask them why they did not come to a
Town Hall meeting, or other city meetings. Many of them say that they were not
aware of the meeting. I have been diligent about putting meeting notices on our

OCTV public channel, sandwich boards and sending letters and making phone
calls to Homeowners Associations. I have asked the City Manager to look into
the portable electronic message boards that we could place strategically
