1. Higher temperature: (daytime average temperature higher
than 35OC and increasing)
2. Abnormal hydrology regime (Severe dry season at the
beginning of the year and greater inundation at the end of
the year)
3. Saltwater intrusion (Even in the dry season and the wet
season)
4. Extreme weather events increase (Hurricanes, tornados,
lightning, etc.)

I. Community health problems (increased cases of
Dengue fever; Diarrhea; flu; hand foot and mouth
disease; SARS)
II. Social production reduced (agricultural output reduced
=> industrial processing of agricultural products, reduced
=> export revenues decreased => commercial sector
service was brought to a standstill)
III. Livelihoods of the community unstable (Social
production decreased => labor income reduced + health
problems => unstable life => migration => disordered
society)

8. HOW TO RESPOND TO CC IN CAN THO CITY
I. Principles
1.Good adaptation (minimize damage/impacts on the
community first, then reduce climate change)
2. Ensure a stable life (green life, stable income,
appropriate housing)
3. No regrets (still applied even if there’s climate change or
not)
4. Bottom-up and top-down planning (create conditions for
the vulnerability, local government participating in
preparation, implementation and monitoring of plans to
respond to climate change)

9. HOW TO RESPOND TO CC IN CAN THO CITY
II. Measures
1. Establish Steering committee of Decision 158 (to focus
the attention, the power of the entire local agencies)
2. Establish CCCO (on behalf of the Steering Committee of
Decision 158, to coordinate all the local adaptations to
climate change)
3. Develop and implement response plans
Note:
Decision 158: decision on the implementation of national target programs on climate
change.
