Overall progress  Seven countries managed to be on track in both rounds (2017 and 2019): Burundi, Cote d'Ivoire, Ghana, Mali, Morocco, Rwanda and Sierra Leone.  Of the 27 countries that were on track in the previous BR, 20 failed to maintain their scores above the benchmark in 2019.  Two countries (Benin, Tunisia) moved from not being on track in 2017 to being on track in 2019 while the rest (35.6%) remained off-track in both editions.
