Alkalinity depends upon how easily an element can donate an electron from its outermost shell. As we go from top to bottom in a column in the periodic table atomic number as well as atomic radii increases so the distance between the nucleus and the outer shell electron increases and makes it easier for the element to donate that electron. Similarly in case of transition elements when we go from 1st to third row the electron donating capability increases which thereby increases the alkalinity. For the above reason 2nd and 3rd row transition elements are more alkaline than 1st.
