Brief Note on Police IT
Today is a memorable day in the history of Karnataka Police. History
has been created by the launching of POLICE IT, comprehensive police
management application software. Bangalore is one of the premier IT hubs recognized
globally and is also the capital city of Karnataka. This being the case, it is
desirable that the government agencies also reap benefits of the IT resources available
in the city. Over the years IT industry in Bangalore has been contributing their expertise
to the implementation of e-initiatives and IT projects in different departments.
Today, we have reached a stage where technology provides answers to most of our
requirements professional or otherwise. It would be a near impossibility to meet the
demands of the public for providing effective services without the use of appropriate
technology. Technology in the field of communication is growing at a fast pace. The need of
the hour for any organization is to have information readily available and the analytical
tools
to make a sense out of it, for the purpose required. This being the case,there is every
need for the Police department which relies so much both on data/information and
effective communication to use the technology optimally in its day to day
functioning. Karnataka Police department had the vision and correct initiatives were
taken at the right time. The steps taken on that day has yielded fruitful results today in
the form of “Police IT”.
Karnataka has been the lead state in implementing the IT initiatives in the
country and with this launch of Police IT, we can certainly maintain our lead.Lot of
impetus has been given both at the central and the state level to modernize
the Police forces and given the scenario of Naxalism and terrorism this is certainly the
need of the hour. State government has been supporting the police department
in implementing the IT initiatives. Adopting new innovations in the Information
Technology and adapting it to the specific needs of the Police would certainly help
the department in bringing in more efficiency and render better services to the
people. At the end of the day any application or the technology should fulfill
the
expectations of the general public. This being the case, the department has taken the right
steps in taking technology right to Police Station and indirectly to the people. It is a need
of the hour in the modern world to have information at the finger tips which is
extremely critical to the police department. A robust communication network
both reliable and secure is required to meet the present day challenges.
Police IT is definitely an answer for quite a few of the requirements and
would provide the backbone for what we call the value added services. It is a
comprehensive software application which covers all the functionalities of
the department and has a spread over every single unit of the department.
It aims at making the police a near paperless office.
The software is the result of enormous development effort for more than
five years both by Wipro and also the SCRB officers and staff as was explained in
the presentation. KSP Network has been created and Data Center upgraded to
enable the Police IT application to be accessed by all the units. Police IT comprises of
twelve modules. Amongst these smaller modules Motor Transport, Armed
Reserve and Wireless are being put into use today. As indicated in the resentation
I expect that the remaining modules would be rolled in a phased manner, as
planned.Crime, Law and Order and Traffic are the important modules since it
would have more impact on the public.
The Police IT application enables and ensures faster communication,
effective management of records, optimize the utilization of resources,
improves efficiency, saves time and money, brings in accuracy, transparency

in working, helps in planning and analysis and will be a tool in the hands of
senior officers in decision making. Hence it is aptly termed as “ An effective
tool for modern day Policing”.
At this juncture it would be apt to note that the creation of a National
Police IT Center in Bangalore would help in capacity building and enabling
Research and Development and setting standards and help in uniformly
implementing it. This would help sustain Police IT and all our IT initiatives for
all time to come and can also provide a resource base for the rest of the
country. The Concept Paper for the same has also been developed and is
available on this Website.
The end user is the most critical in the Police Supply Chain Management
where best of the projects fail with most predictable consistency. The usage
of Police IT would be litmus test. A disengagement plan to for doing away
with the paper records should run in consonance with the deployment of
the software which would provide the ease of usage to help facilitate the
desired usage.
