Basic Concepts:
The security of the vehicle is the primary concern of all
vehicle owners. It becomes necessary to track vehicle when
it goes on road. It can meet with an accident or may be
some theft. No one can always call a driver but there are
chances that may get false information. Vehicle owners and
researchers always look for and are keen to install new and
improved security systems for vehicles. One of the latest
additions in security systems for vehicles is vehicle tracking
systems.

 Vehicle Tracking System is a value added service or Service provided
through a GPS Transponder device installed in a vehicle which
enables a vehicle owner or a third party to track the vehicle’s
movement and other activities while both in stationary and running
modes. The system is a convergence of an on board automotive
device, wireless Communication and global positioning system (GPS),
to track vehicles via digital mapping application and reporting
information system by using a web-interface, mobile phone and/or
computer network.
 This service can also be provided through Location Based Service
(LBS) on the mobile network’s ability to locate the geographical
position of the SIM/RUIM or mobile device without employing GPS.
 .

• Vehicle tracking systems are available in two types-
• Real time vehicle tracking : In case of real time
vehicle tracking anyone can see the live happenings
of the vehicle .
• Passive tracking : in passive reporting system it
records the details of the vehicle and can be
downloaded later.

 Benefits of the Vehicle Tracking
Service .

 The VTC is benefial to both the individuals or the organizations .
 In case of indviduals it may be helpful in some senses like :
 Increase vehicle safety and security : when yor car is stolen
and you are carring GPS system installed , all you need to do is to
inform your GPS carrier anf they will track the car location and its
speed and call the police.
 Morover , In case of an emergency the driver or the passenger can
press the Panic Button to alert the vehicle owner.
 Ensure operational efficiency: The service will allow managing
and controlling the vehicle from a central point that helps to reduce
fuel and maintenance costs and ensure operational efficiency

 Driver location management: Through the LBS offer, a vehicle
owner/user can obtain the general location of a driver reporting to him
(based on SIM/RUIM location via BTS coverage area), so he can monitor the
driver/driver pool more efficiently.
 For many parents, this device can give them peace of mind. It gives them
the ability to call and check upon the exact whereabouts of a car that is being
driven by a child without directly interfering with their plans.
 In case of companies it is usefull in the following senses :
 Vehicle Tracking System will allow offering of a range of services, like
managing fleet of vehicles, locating roaming sales professionals and tracing
stolen vehicles in an easier, productive and efficient manner. It will create
opportunities for new businesses and employments, benefit the government
and corporate bodies, road transport industry, motorists, vehicle owners and
individual private users by helping them to reduce road traffic accidents and
unauthorized or inefficient vehicle usage and as well as generate revenue for
the exchequer.

 Ensure operational efficiency: The service will allow managing

 Reduce unauthorized vehicle use: The service allows setting
rules against ‘Speed Violations’ and ‘Harsh Braking’ and helps to

cases of accidents and other forms of emergency such as car theft.

Global Positioning System (GPS) is a worldwide
radio-navigation system formed from the
constellation of 24 satellites and their ground
stations.
A Vehicle Location Manager is installed on your vehicle
which collects and transmits tracking data via a cellular
or satellite network, whichever works best for your
operations. The device then delivers the data to the

speed, idle time, start/stop and more, allowing you to

 Vehicle tracking relies both on the Global Positioning
satellites (GPS) and a cellular system. A tracking

vehicle. Using a cellular data service such as GPRS,
the coordinates are immediately transmitted to the
tracking company’s computers. Customers log in to
the tracking company’s web site to see their vehicles

tracker can use the information about staff who are perfectly honest and
hard working in order to fire them.
 Accuracy:
Over time, road names change and new roads appear. Because of this, your
GPS may provide incorrect directions.
 Expense :
Vehicle tracking devices can be expensive to install for a
particular class of person.

 Legal Principles.

• Now in Bangladesh Vehicle Tracking Service is quite
familiar with the people who have vehicle. There are a
huge market of vehicle tracking system in Bangladesh.
There are approximately 20 companies acting as tracking
providers including some organizations like, Monico
Technologies Limited, TrackBangla, Ntrack etc.
• Some mobile companies also are providing this service
like Grameen Phone and Banglalink.

• Legal principle :
Vehicle Tracking service in Bangladesh is
governed by the three statutes :
1. The Telecommunication Act, 2001
2. The Wireless Telegraphy Act, 1933.
3. The Telegraph Act, 1885.

To facilitate the introduction of modern
telecommunication service in Bangladesh , the
Bangladesh Telecommunication regulatory commission
published on 2009 the regulatory guidelines for vehicle
tracking services in Bangladesh. According to sec.36 of
the Bangladesh Telecommunication Act, 2001 ( Act no.
XVIII of 2001) , the said commission is empower to issue
license for the use of vehicle tracking service to any
person or organization and also give required instructions
or conditions to the licensee for the public safety and in
accordance with the National Telecommunication Policy,
1998 and ILDTS Policy, 2008.

• Eligibility:
• any company or entity which can sourch wireless data transmission
facility from a licenced cellular mobile & BWM operator can apply for
the licence.
• Persons who can be disqualified :
• There are some persons who can be listed as disqualifies if –
• 1. he is an insane
• 2.he is sentenced by court under any law, other than this Act, to
• imprisonment for a term of 2 (two) years or more, and a period of 5
(five) years
• has not elapsed since his release from such imprisonment;
• 3.he has been declared bankrupt by the cpurt.
• 4.his licence has been canceled by the commisiion at any time during
the last 5 years . and so on.

Besides the disqualifying grouds, before issuing the licence
the commission also consider the followings like-
1. Whether the applicant has sufficient financial capacity to
operate the activities for
2. Whether the applicant is likely to acquire the space for
necessary installations
3. How far the issuance of the License will serve the public
interest and National Security.

 Regulatory and Licensing Guidelines for issuing
license for establishing, operating and maintaining
Vehicle Tracking Services in Bangladesh.
 Suggestions .

The Bangladesh Telecommunication Regulatory Commission is
empowered with the power to issue license for the VTS .
In the regulatory guidelines , the commission has given the rules ,
procedures and conditions to be followed by the persons
seeking license.
 Application :
First of all, any company or entity will the following documents:
1. Latter of Application ( in a letterhead pad)
2. Application form .( duly signed and assigned )

Duties of the Commission on receipt of application :
The Commission will examine and evaluate its acceptability
according to the market value and other facts it thinks
necessary.
Permission awarded process :
On satisfaction of all the fact, the commission will award the
notification of the license to the applicant. And the applicant
will submit the proposed agreement with the cellular mobile /
BWA operator along with the license acquisition fee within 30
days from the issuance of notification.

Fees and Charges :

Gross Revenue Sharing 1 %

Duration :
5 years . License can be renewed after each 5 years.
General Terms and Conditions :
 The licensee shall commence operation within 6 months from
the issuance of license and shall inform the commission in
writing.
 The licensee shall ensure that the services established by him
do not cause any damage or interference to any system and
network of the company or any other telecommunication
system and telecommunication service provider licensed by
the Commission.
 The licensee shall not discontinue/terminate/wind-up his
service or share of his service without prior approval of the
Commission.

Violation of terms and conditions :
Violation of any provision of any law or any condition of
this License shall render the Licensee to be
prosecuted as per the relevant provisions of the
relevant Law.

 The amount of the fees and charge should be reduced so
that all the vehicle owners or companies can use the service.
 Penalty should be specified in the guidelines .
 Need to advertise the system widely so that all the vehicle
owner can have knowledge about the service.
